Virginia Learner's Permit Documents: What to Bring to the DMV

informational·how to guide·

Where the Virginia permit document facts come from

The document counts, the fee and the appointment steps come from the Virginia DMV page Apply for a Learner's Permit. The document examples come from the DMV acceptable documents guide, DMV 141, and the REAL ID facts come from the DMV REAL ID page. The DMV fee chart (DMV 201) and the eligibility page give the other facts. This guide is current as of 2026. The DMV 141 list dates from 2024, and DMV may change it without notice. Confirm the rules with the Virginia Department of Motor Vehicles (dmv.virginia.gov) before you drive.

Who can apply and what the appointment includes

You must be at least 15 years and six months old to apply. At your appointment, you take a vision screening and pass a two-part knowledge exam. The permit fee is $3 plus the yearly cost of a driver's license, and the DMV fee chart (DMV 201) lists the license at $4 per year. Our Virginia learner's permit guide explains the tests. You show the same documents for a learner's permit as for a driver's license.

Proof of identity and legal presence: examples from DMV 141

U.S. passport or passport card
A valid, unexpired U.S. passport or U.S. passport card. DMV does not accept temporary passports.
U.S. birth document
An official birth document issued by a U.S. state, jurisdiction or territory.
Certificate of Naturalization or Citizenship
A U.S. Certificate of Naturalization (Form N-550 or N-570) or a U.S. Certificate of Citizenship (Form N-560 or N-561).
Permanent Resident Card
A valid, unexpired permanent resident card (Form I-551) is an example for non-citizens.
Foreign passport with a U.S. visa
An unexpired foreign passport with an unexpired U.S. visa and an unexpired I-94 or entry stamp. F-1 and F-2 visa holders also bring an I-20, and J-1 and J-2 visa holders a DS-2019.

Which documents count as proof of Virginia residency?

  • Bring two proofs: two from the primary list, or one from the primary list and one from the secondary list.
  • Primary examples: a deed, a mortgage statement or a residential rental or lease agreement; a monthly bank or credit card statement not more than two months old; a certified school record or official report card issued within the last year by an accredited school.
  • Secondary example: postmarked U.S. Postal Service mail with your name and current address. A DMV document without its postmarked envelope does not count.
  • Each proof must show your name and your current Virginia address, the same as on your application.

Proof of your Social Security number

Bring proof of your SSN if you have been issued one. If you know your SSN and DMV can verify it electronically, you do not need a proof document. When you do bring one, it must show your name and all nine digits. A Social Security card works, and so do a W-2 form and a payroll check stub from your employer. DMV does not accept an Individual Taxpayer Identification Number (ITIN).

Must the documents be originals?

Yes. Bring original documents, because DMV verifies them. DMV does not accept photocopies or temporary documents. You may black out (redact) sensitive financial information on your documents.

What if your name is different on your documents?

Your name is not the same on all your proof documents
Bring papers that connect the names, such as a marriage certificate, civil union documents filed with a government agency or court, a divorce decree or a court order.
Your marriage certificate is signed only by the wedding officiant, such as a member of the clergy
DMV does not accept it.
Your middle name is missing, or only your middle initial shows, on some documents
DMV may still accept them.
A document shows a nickname or an abbreviation of your name
DMV does not accept it. Use your full legal name on all documents.

Who signs the application if you are under 18?

Your parent or legal guardian must give written consent by signing your application. In place of written consent, DMV accepts a court order that shows you are an emancipated minor.

Should you choose a REAL ID when you apply?

In Virginia, REAL ID is a choice that a first-time applicant makes when applying. It adds a $10 one-time fee to the cost of the license or ID card you apply for. You need a REAL ID, or another federally approved ID such as a U.S. passport, to board a domestic flight or to enter a secure federal facility or military base. If you are temporarily authorized to be in the U.S., you can choose a REAL ID compliant learner's permit if you meet certain federal REAL ID requirements. An Employment Authorization Document (Form I-766) does not count for a REAL ID.

How to get ready for your permit visit

  1. 1
    Book your appointment

Use the online appointment link on the DMV learner's permit page.

  2. 2
    Gather the originals

Collect your identity, legal presence and two residency proofs. Add SSN proof if DMV cannot verify your number electronically.

  3. 3
    Match the names

Check that your full legal name is the same on every document. If it is not, add the papers that connect the names.

  4. 4
    Get the signature

If you are under 18, your parent or legal guardian signs your application.

Can you start the application online?

In part. You can schedule your appointment online. The permit needs a completed Application for a Virginia Driver's License. Ask DMV if you can complete it online for a permit. You can also start a REAL ID application online. It does not ask you to scan or upload documents, and a website that offers to upload your REAL ID documents is not part of DMV. You still apply in person at a DMV customer service center, so bring your originals.

After your visit: the permit comes by mail

When your documents are accepted and you pass the tests, DMV mails your learner's permit to the address in its records. The U.S. Postal Service does not forward permits, so tell DMV right away if you move. Virginia permit documents: common questions

Can I use a photocopy of my birth certificate at the Virginia DMV?

No. DMV accepts only original documents, and it does not accept photocopies or temporary documents. Bring the official birth document issued by a U.S. state, jurisdiction or territory. A birth document from a hospital, a notification of birth registration and a Puerto Rico birth certificate issued before July 1, 2010 are not accepted.

I am 16 and have no bills in my name. How do I prove residency?

If you are under 19, a parent or legal guardian can certify your Virginia residency. Your parent or guardian comes with you in person. They show proof of identification and two proofs of Virginia residency from the DMV list.

Can I bring a P.O. box address as proof of residency?

No. Your residency proofs must show a street address. DMV does not accept a post office box or a business address. Use proofs that show the street address where you live in Virginia, and write that same address on your application.

Do I need my Social Security card for a learner's permit?

Not always. If you know your SSN and DMV can verify it electronically, you do not need a card or other proof. Your SSN does not show on your Virginia credential. DMV gives you a customer number, and that number shows on the credential instead.

Can I use a bank statement that I printed from my online account?

Yes, it may be accepted. Documents printed from an online account may count as proof of residency. A monthly bank or credit card statement must be not more than two months old and show your name and current Virginia street address. You may black out sensitive financial information.
