Passing target: 70% (21/30)
On a two-lane road with one lane each way, the car ahead of you stops to turn left. A wide paved shoulder runs along the right side. What should you do, and why?
A follows B, which has stopped and signaled left on a two-lane road. A broad paved shoulder runs beyond the right edge line.
Correct answer: Wait behind it, because passing on the shoulder is not allowed, paved or not.
Why
A shoulder is where drivers pull off when they have trouble, and bicyclists, people on foot or debris may be there. On a road wide enough for two or more lines of traffic in your direction, the law does allow a pass on the right, as long as you stay on the pavement's travel lanes and it is safe. Even then it is risky, because the other driver may have trouble seeing you and may move over into your path. Unless officials direct you to, do not drive on the shoulder at all.
