Passing target: 83.3% (15/18)
On a two-lane rural road, you come up behind a slow horse-drawn buggy. The oncoming lane is clear, and passing is allowed. How should you pass?
A follows a horse pulling an enclosed buggy along a rural two-lane road. The broken yellow center line and empty opposing lane are visible; no passing path appears in the question.
Correct answer: Pass at a moderate speed without the horn, and leave a lot of space before you move back.
Why
A frightened horse can move suddenly into traffic. In Pennsylvania, a buggy driver has the rights and duties of any vehicle driver (75 Pa.C.S. 3103). Many buggies are dark and hard to see at dawn, dusk and night, and slow ones show an orange triangle on the back. When you follow or stop behind a buggy, leave extra space, because it can roll back.
