In the middle of a city block, where there is no crosswalk, a pedestrian starts to cross the street in front of your car. What is correct?
Pedestrian B has started from the roadside into the street ahead of A, in the middle of a block. The two-way street has no crosswalk or traffic signal in view.
Correct answer: The pedestrian must yield, but you must still slow down and stop if necessary.
Why
Right-of-way rules tell people who must wait, but they do not let anyone cause a crash. Pennsylvania law (75 Pa.C.S. 3543) requires a pedestrian who crosses outside a crosswalk to yield to vehicles. Between two signalized intersections in an urban district, a pedestrian must cross only in a marked crosswalk. Section 3361 still requires you to drive at a safe speed when pedestrians or other hazards are present.
