At a four-way stop, a bicyclist slows almost to walking speed, yields to a pedestrian and to the car already in the intersection, and then rides through without a full stop. What does current Utah law say about this?
Bicyclist B is riding through a four-way stop after slowing and yielding. Blue car A has passed through the intersection toward the bottom of the image, and pedestrian C is clear at the far corner.
Correct answer: It is legal, because a rider may slow and yield at a stop sign instead of stopping
Why
This rule is in force, although the 2026-2027 handbook no longer describes it. It does not apply at an intersection with an active railroad grade crossing. As a driver, do not assume that a slowing bicyclist will stop fully at a stop sign.
