Passing target: 80% (16/20)
On a road with one lane in each direction, the car ahead of you stops with its left signal on and waits for oncoming traffic before it turns left. What may you do?
A follows a car waiting to turn left while oncoming traffic approaches. Gravel lies beyond the white road edge, and no passing path or selected gap is marked in the question.
Correct answer: Pass it on the right only if there is room on the paved road, not on the shoulder.
Why
Vermont allows a pass on the right only in a few cases: when the vehicle ahead is turning or about to turn left, on a road wide enough for two or more lines of moving traffic, or on a one-way road with room. Even then, you may never pass by driving off the pavement or the main traveled part of the road. Pass on the right slowly, and watch for pedestrians and bicyclists near the edge of the road. If the paved road does not have enough room, wait behind the turning car.
