Foreign Driving Experience in Alberta: The GDL Exemption Explained
Can my years of driving count in Alberta if my country has no exchange agreement?
Yes, if you qualify. Alberta's GDL Exemption Program can credit driving experience from a country with no exchange agreement. You pass the Class 7 knowledge test, surrender all your licences, apply, wait about 10 business days for the review, then pass a Class 5 road test. Proof of 2 years or more earns a full Class 5. Less earns a Class 5-GDL.
Where these Alberta rules come from
The steps come from the Alberta government page Exchange a licence from outside Alberta and the GDL Exemption User Guide (March 2026). The licence rules come from the Operator Licensing and Vehicle Control Regulation. The Class 5 and Class 7 pages of alberta.ca, the Alberta Driver's Guide (2026) and the registry agent product catalogue (fees effective October 1, 2026) give the other details. This guide is current as of 2026. Confirm the rules with Alberta Transportation and Economic Corridors (alberta.ca) before you drive.
Who can use the GDL Exemption Program in Alberta?
A newcomer from a country without a licence exchange agreement can use the program when the driving experience came before Alberta residency. If the program accepts you, you are exempt from part or all of the Graduated Driver Licensing (GDL) program, depending on your years of experience. The program does not remove the road test. New residents must apply for an Alberta licence within 90 days of moving to Alberta. The free practice question on the 90-day licence exchange period covers this rule.
GDL Exemption steps, from the registry office to the road test
- 1Take the Class 7 knowledge test
Go to a registry office (registry agent) and take the Class 7 knowledge test. You also pass vision screening. This gives you a Class 7 learner's licence.
- 2Surrender every licence
Surrender all valid and expired licences in your possession. If you hold an International Driving Permit (IDP) from outside Canada, surrender it with your foreign licence.
- 3Complete the application and checklist
Complete the Application for Graduated Driver Licensing Exemption at a registry office, or download it and its checklist and hand it in at a registry office with your documents. The 2026 user guide lets you apply before or after you pass the knowledge test.
- 4Wait for the review
Your licence, application and documents go to the Service Alberta Special Investigations Unit (SIU) for review. The registry agent sends the application the same day. SIU does not contact you about the result.
- 5Return to a registry office after about 10 business days
Ask any registry office if SIU accepted your application. If you are eligible, the agent books your road test.
- 6Pass the Class 5 road test
After you pass, you can apply for your Class 5 licence. The guide to the Class 5 road test explains this test.
Which licence you get after the exemption
| Your proof of driving experience | Licence you get | What else to know |
|---|---|---|
| 2 years or more, proven by the licences you surrender | Full Class 5 (non-GDL) | You can take the road test without a one-year Class 7 period or a two-year Class 5-GDL period. |
| Fewer than 24 months | Class 5-GDL (probationary licence) | An approved driver training course can cut probation by up to 6 months. Probation cannot end before you are 18. |
| Your licence goes through the Unverified Document Protocol (some countries) | Class 5-GDL, or a full Class 5 if you are 25 or older with 2 years or more and complete the 25-hour Class 5 Driver Education Course (Code U) | Under 25 or less than 2 years: Class 5-GDL only, until you complete the 2 GDL years. |
| SIU does not approve your application | No exemption | Keep to the Class 7 requirements until you are eligible for a Class 5 licence. The registry agent explains why and what extra documents SIU needs. |
Documents to bring to the registry office
- Your original licences. Alberta accepts only originals, not photocopies or faxes.
- A black and white photocopy of each licence, front and back or the relevant pages. You do not need it if your translation package already has a copy.
- A certified English translation of each licence and supporting document that is not in English.
- Proof of your legal status in Canada, your identity and your Alberta residency.
- Your own copies of everything. Alberta does not return your documents or licence, and it does not provide copies later.
Translations, missing dates and lost licences: what applies to you
Can you drive in Alberta while SIU reviews your application?
Yes, with your Class 7 licence and a supervisor. The supervisor must be 18 or older, hold a full (non-GDL) Class 5 licence or higher, and sit in the front passenger seat. The practice question on who sits next to a Class 7 learner covers this rule. You also cannot drive between midnight and 5 a.m., and your alcohol level must be 0%. The guide to Class 7 rules covers the other limits. After you get the Class 7 licence and apply, you cannot drive on an IDP.
Registry fees for the knowledge test and the road test
The Class 7 knowledge test has a government fee of CAD 5.00 plus a registry service charge of up to CAD 12.60. The Class 5 road test has a government fee of CAD 7.00 plus a service charge that each registry agent sets. Ask the registry agent for the full road test price when you book. These fees took effect on October 1, 2026.

Alberta GDL exemption: common questions
How long does the Alberta GDL exemption take?
Plan on about 10 business days. The registry agent sends your application to SIU the same day, and SIU typically decides within 10 business days of receipt, sometimes sooner. SIU does not contact you with the result, so contact any registry office within about 10 business days to ask if SIU approved it.
Will I get my foreign licence back if I leave Alberta?
No. Alberta keeps every licence and document that you surrender, even if you later leave the province, and it does not give copies later. Make your own copies of your licences and documents before you go to the registry office. You may need them later, for example for insurance.
Can I apply for the GDL exemption with an expired licence?
Yes. You can still apply, but you must explain why you could not get a recent, valid licence. If your licence expired more than 1 year ago, write the explanation in Section F of the application form. Surrender the expired licence together with all other licences that you hold.
Do I need a translation if my licence is in French?
Yes. All translations must be in English, and French documents also need one. Use an Approved Document Translator, and send a translation package with a copy of the original, the translator's stamp or affidavit, and all pages fastened together.
What happens if SIU denies my GDL exemption application?
SIU adds an Alert to your motor vehicle file. It gives the reason for the denial and, if applicable, the steps for reconsideration. You can ask a registry agent for a copy. To send more documents later, use the GDL Exemption form and tick the box for supplementary documentation. Until then, keep to the Class 7 rules.
