Foreign Driver's License in Colorado: Reciprocal Countries and Tests
Can I exchange my foreign driver's license in Colorado without a test?
Yes, in one case. If you are a U.S. citizen or permanent resident with a valid license from Canada, France, Germany, South Korea, Taiwan or Japan, Colorado waives the permit, the written test and the driving skills test. You still book an appointment at a driver license office. Taiwan and Japan need an extra paper. Everyone else follows the full permit and license process.
Where the Colorado foreign license rules come from
The reciprocal country list, the Taiwan and Japan papers and the test waiver come from the Colorado DMV page for residents moving from another country. The nonresident rule comes from C.R.S. 42-2-102, 2024 edition. The permit, test, fee, document and Standard credential details come from the DMV pages for new residents, adult permits, permits under 21, @Home tests, documents, fees and Standard licenses. This guide is current as of 2026. Confirm the rules with the Colorado DMV (dmv.colorado.gov) before you drive.
Colorado reciprocal countries and what to bring
| Country of your license | What to bring for the exchange |
|---|---|
| Canada | Your valid driver license |
| France | Your valid driver license |
| Germany | Your valid driver license |
| Republic of South Korea | Your valid driver license |
| Taiwan | Your valid license and an official statement from the Taipei Economic and Cultural Office in Denver that confirms the license is valid, with a translation |
| Japan | Your valid license and an original Verification Certificate of Driver License (VCDL) from the Consul General of Japan in Denver, issued within 3 months before your appointment. Only Japanese nationals can use this route. |
Which Colorado path fits you
How to use the Colorado reciprocal route
- 1Check your status
The test waiver is for U.S. citizens and permanent residents.
- 2Check your license and country paper
You need a valid driver license from one of the six countries. Taiwan and Japan applicants also need the paper in the table above.
- 3Gather your documents
For a first Colorado license, bring proof of identity and lawful presence, proof of any name change, your Social Security number (you can give it verbally for REAL ID) and two proofs of Colorado address for REAL ID.
- 4Book the appointment
Every applicant needs an appointment at a driver license office, also on the reciprocal route.
What if your country is not on the list?
International applicants follow the complete Colorado process unless a reciprocal agreement exempts them, and they may need to meet the requirements as a new driver. If it has been more than a year since you had a U.S. driver license, plan to take a written test, buy a permit, take a driving test and buy a new license. If you never had a license, or your license has been expired or canceled for over 12 months, you start with a permit at any age. The adult permit steps show how that route works from age 18.
Colorado permit route for new drivers: tests and costs as of 2026
- Written test: take it online as the @Home Driving Knowledge Test (extra charge) or at a driver license office.
- Permit fee: $20.00 for a REAL ID instruction permit, or $23.00 for a Standard instruction permit.
- Retest fees: $11.50 for each written retest and $15.40 for each driving skills retest.
- Driving skills test: with an approved 3rd party testing school. The DMV does not book these tests.
- Practice driving: an adult permit driver needs a licensed driver aged 21 or older in the front passenger seat, with a valid Colorado license (or a military ID and a valid out-of-state license).
When you need a Colorado license after you move
Colorado counts you as a resident when you own or run a business in Colorado, work in Colorado, or live in Colorado for 90 consecutive days. After you become a resident, the DMV asks you to transfer your driver's license within 30 days. A free practice question on the new-resident license deadline covers this 30-day rule.
Not a citizen or permanent resident: the Standard credential
New residents who are not U.S. citizens or permanent residents apply for a Standard credential and complete all the Colorado permit and license requirements. The test waiver of the reciprocal route is not for them. Standard credentials are for Colorado residents who are undocumented or temporarily lawfully present. They are not REAL ID compliant, they carry a black banner that says they are not valid for federal identification, voting or public benefit purposes, and they are valid for 3 years from issuance. Colorado issues REAL ID only to U.S. citizens and permanent residents. The guide to the Colorado Standard credential has the full steps.
Papers for temporary residents and non-English documents
- Temporary residents can prove identity and lawful presence with an unexpired foreign passport with a U.S. visa and a printed I-94. F or M students add the original unexpired printed I-20A/B. J applicants add the original unexpired printed DS2019.
- A Standard credential needs 1 proof of Colorado address. A REAL ID needs 2.
- A document that is not in English needs a complete, certified translation with the required affirmation and the translator's unexpired driver's license or ID number. You pay all translation costs.
Key takeaways
- Colorado waives the permit, written test and driving skills test only for U.S. citizens and permanent residents with a valid license from Canada, France, Germany, South Korea, Taiwan or Japan.
- Taiwan needs a statement from the Taipei Economic and Cultural Office in Denver. Japan needs a VCDL issued within 3 months before your appointment. Every applicant books an appointment.
- A foreign permit, and foreign motorcycle or commercial endorsements, do not transfer. Other applicants follow the full permit and license process.
- Not a U.S. citizen or permanent resident? You apply for a Standard credential and complete all the permit and license requirements.

Foreign license in Colorado: common questions
Can I drive in Colorado as a visitor with my foreign license?
Yes, while you are a nonresident. The law, C.R.S. 42-2-102 (2024 edition), exempts a nonresident who is at least 16 and has "in his or her immediate possession a valid driver's license issued to such nonresident by his or her state or country of residence." Carry that license each time you drive. Once you become a Colorado resident, the 30-day transfer rule applies.
Will Colorado accept my foreign learner's permit?
No. The reciprocity agreements cover valid out-of-country licenses, not permits. If you hold only a permit from another country, you follow the Colorado permit route: the written test, a Colorado instruction permit and then the driving skills test.
Does my motorcycle or truck license from abroad carry over?
No. Motorcycle and commercial driver license endorsements from other countries do not transfer to a Colorado license, even when your car license qualifies for the reciprocal route. You apply and test for each endorsement separately in Colorado.
Can I fly with a Colorado Standard license?
No. Standard credentials are not REAL ID compliant, and since May 7, 2025, the TSA does not accept credentials that are not REAL ID compliant for flights within the United States. A traveler without a REAL ID can use another accepted document, such as a valid passport.
My Japanese VCDL is more than 3 months old. Can I still use it?
No. Colorado accepts only an original Verification Certificate of Driver License (VCDL) that the Consul General of Japan in Denver issued within 3 months before your appointment. You must also be a Japanese national to use this route.
