How to Get Your Connecticut Learner's Permit at 16 (Youth Permit)

informational·how to guide·

Where the Connecticut permit rules come from

The age, supervisor, passenger and hold-time rules come from Connecticut General Statutes section 14-36, as changed by Public Act 26-24 (in effect October 1, 2026). The steps, tests and fees come from the Connecticut DMV teen driver's license page and the DMV learner's permit page. The Work Zone Safety Course rule comes from section 14-111r, the permit fee from section 14-49, and the trainer seat rule from the Connecticut Driver's Manual. This guide is current as of 2026. Confirm the rules with the Connecticut DMV (portal.ct.gov/dmv) before you drive.

Can you get a permit at 15 in Connecticut?

No. Connecticut law bars anyone from letting a person under 16 drive a motor vehicle, so there is no permit at 15. At 16 or 17 you may apply for a youth instruction permit if you have never had a license or the right to drive suspended or revoked in Connecticut. The minimum age has not changed: it is still 16 for both the permit and the license. At 18 or older you apply for the adult instruction permit, also called the adult learner's permit.

How to get a Connecticut youth instruction permit, step by step

  1. 1
Complete the Work Zone Safety Course

This free online course is the first step for a new driver, and state law has required it for permit applicants since January 1, 2026. Create an account with your legal name. The course takes less than an hour. Print the completion certificate. The Work Zone Safety Course guide has more.

  2. 2
    Book and prepay your appointment

Learner's permit tests are by appointment only. Use the DMV online service to schedule your knowledge test and prepay. The DMV lists 10 offices for permit testing: Bridgeport, Cheshire, Danbury, Enfield, Hamden, Norwalk, Old Saybrook, Waterbury, Wethersfield and Willimantic.

  3. 3
    Print and complete your forms

Bring the completed Application for Non-Commercial Learner's Permit and/or Driver's License (Form R-229). You can print it after you make your online appointment. If your parent or legal guardian will not be with you at the knowledge test, also bring the completed Certificate of Parental Consent (Form 2-D).

  4. 4
Bring the certificate, your documents and your glasses

Give the printed Work Zone certificate and your identity documents to the DMV before the knowledge test. The DMV does not accept photocopies or faxed copies. If you wear glasses or contact lenses, bring them.

  5. 5
Pass the vision test and the knowledge test

All testing is in person. You take both tests at the same appointment, and the vision test comes first. Pass both to qualify for the permit.

  6. 6
    Take your paper permit home

At the office you get a paper learner's permit for temporary use. The permanent permit arrives in the mail.

What the tests check and what happens if you fail

What it costs

  • Testing fee: $40 (U.S. dollars). It covers the vision, knowledge and road test.
  • Learner's permit: $19, the same for a youth or adult instruction permit.
  • Work Zone Safety Course: free.
  • Later, before the license: state law caps the fee for the 8-hour Safe Driving Practices course at $200.

Who can sit beside you on a permit

You must be with a licensed instructor or with a person who is 20 or older and has been licensed for at least four years to drive the same class of vehicle. A person with a license suspension in those four years does not qualify. Your supervisor sits in the front passenger seat, stays alert and is ready to take control. Carry your permit on every drive. The free practice question on who can supervise a Connecticut permit holder tests this rule.

Who can ride in the car with you on a permit

Your supervisor is a qualified adult, not a licensed instructor
Besides that supervisor, only your parent or legal guardian, or a sibling who also holds a youth instruction permit, may ride. The sibling rule is new since October 1, 2026 (Public Act 26-24).
A licensed driving instructor gives you instruction
The passenger limit does not apply while that instructor is with you.
You break the supervisor or passenger limits
The commissioner may revoke your youth instruction permit.

How long the permit lasts and when you can test for a license

A youth instruction permit expires two years after it is issued, or when you get your license, whichever comes first. Before the license, a 16 or 17 year old must hold the permit for at least 120 days after a high school or licensed driving school program, or 180 days after home training. You also need 40 hours of behind-the-wheel practice and the 8-hour Safe Driving Practices course, which spends at least four hours on alcohol and drugs, cannabis included. A parent or legal guardian must attend a two-hour training class with you. The 8-hour course and parent class guide explains both.

Key takeaways

  • The permit age is 16. There is no permit at 15, and a 16 or 17 year old applies for a youth instruction permit.
  • Do the free online Work Zone Safety Course first, then book and prepay a DMV appointment. Permit tests are by appointment only and in person.
  • The knowledge test has 25 questions and you need 20 correct. The permit costs $19 and the testing fee is $40.
  • Your supervisor must be a licensed instructor or a person 20 or older who has been licensed for four years with no suspension. Since October 1, 2026, a sibling who also holds a youth permit may ride too.

Connecticut learner's permit at 16: common questions

What if I lose my Connecticut learner's permit?

Replace it the same way you replace a lost or destroyed driver's license. The fee for a duplicate permit is $19. Get the new permit before you practice again, because the law lets you drive on a youth permit only while you have it with you.

Does my parent have to come to the permit test?

Not always. If your parent or legal guardian will not be at the knowledge test, bring the completed Certificate of Parental Consent (Form 2-D). A parent, foster parent or legal guardian signs it. If none of them can sign, state law lets a stepparent, grandparent, uncle or aunt who is 18 or older sign.

Can I drive in another state with my Connecticut permit?

A Connecticut learner's permit is valid in Connecticut, and another state may recognize it. Before a trip, check the laws of the state you will drive in for permits from other states. Ask that state's motor vehicle agency if its rules are not clear.

What happens if I turn 18 while I hold a youth permit?

You may keep your youth instruction permit until it expires. It ends two years after the issue date, or on the day you get your license, whichever is earlier. Plan your road test before that date.

Is the free practice test the real permit test?

No. Our free Connecticut practice test is for practice only, in English. The official knowledge test has 25 questions based on the Connecticut Driver's Manual, and you must pass it in person at a DMV office. The DMV also has a free mobile app with sample questions.
