Can International Students Drive in Georgia on a Home License?

informational·how to guide·

Where these Georgia facts come from

As of 2026, the student exemption and the 30-day rule come from the DDS Drivers Manual. The immigration and residency documents come from the Georgia DDS page on how to get a Learner's Permit. The rules for non-US citizens, the Social Security form and the one-time card extension come from the DDS page for new Georgia residents who are non-US citizens. The test details come from the DDS test and exam page, and the reciprocity rules come from the DDS page for drivers from other nations. Confirm the rules with the Georgia Department of Driver Services (dds.georgia.gov) before you drive.

Georgia student exemption: the five conditions

Georgia student exemption: the five conditions
ConditionWhat the manual says
AgeYou are at least 16 years old.
LicenseYou carry a valid license from your home state or country. If it is not in English, you also carry a valid international driving permit.
EnrollmentYou are enrolled now, or were enrolled in the immediately preceding period of enrollment, in a school in Georgia.
TuitionYou paid the school's tuition for nonresidents of Georgia for that period.
ProofYou carry proof of that tuition payment.

Which Georgia rule fits your case?

You meet all five conditions
You do not need a Georgia license or permit while you are a nonresident student. Any restriction that applies to a Georgia license also applies to you.
One condition is missing, such as the proof of tuition payment
The student exemption applies only when all five conditions are met. Ask DDS which rule fits you before you drive.
You become a Georgia resident
Get a Georgia license within 30 days. This rule also applies to non-US citizens.
You lose lawful status in the United States
Georgia law does not let a non-US citizen who is a nonresident driver drive without lawful status.

When a student counts as a Georgia resident

The DDS Drivers Manual counts you as a Georgia resident if one of three things is true. You have a permanent home in Georgia and intend to return to it when you are away. You take a job or work in a trade in Georgia, or you enter your children in a school here. Or you have been in the state for 30 days or more. If you are not sure whether the student exemption or the residency rule fits you, ask DDS before your 30th day in Georgia.

Original documents, in English, in person

Show your original immigration documents in person at a DDS Customer Service Center (CSC). You must show them again each time you ask for a license or ID service. All documents must be in English, and DDS does not accept translated documents. DDS issues a license only in a name that exactly matches your original immigration documents, so check the spelling on your passport and your I-20 or DS-2019 before you go. See the full DDS document checklist for more examples of residency proof.

No Social Security number: form DDS-351

You must give either a Social Security number or a Certification of Social Security Denial Status. If you are not eligible for a Social Security number, complete form DDS-351 at the CSC. If the Department of Homeland Security gives you permission to work in the United States, you must apply for a Social Security number.

How to get a Georgia license as an international student

  1. 1
    Gather original documents

Bring your passport with U.S. visa, your I-20 or DS-2019, your I-94 or I-797A, and 2 proofs of your Georgia address.

  2. 2
    Prepare the Social Security item

Bring your Social Security number, or plan to complete form DDS-351 at the CSC.

  3. 3
Go to a CSC with your home license

Show your original documents and your foreign license or ID card.

  4. 4
    Pass the tests

Pass a vision exam, a knowledge exam and a road test. A driver from a country with a reciprocal agreement may skip some tests, as the next section shows.

Countries with a Georgia driving agreement

DDS recognizes licenses from countries with a reciprocal agreement, and the license must be equal to a Georgia Class C license. A South Korean license with a License Certification Letter from the South Korean Consulate skips the knowledge and road tests, but the driver still takes the vision exam. Georgia also has reciprocity with Taiwan. A driver from any other country takes the written, road and vision tests. More detail is in the guide to a foreign driver's license in Georgia.

What the Georgia license tests ask of you

  • Vision exam: 20/60 vision in one eye, with or without corrective lenses, and a 140-degree field of vision.
  • Knowledge exam: a Road Rules test and a Road Signs test. You need 15 out of 20 on each.
  • Languages: the Road Rules and Road Signs tests are offered in 26 languages. The Road Skills Test is in English only.
  • Try one of our free questions on what you need to pass the knowledge exam. Our practice questions are in English only.

Key takeaways

  • A nonresident student may drive in Georgia on a valid home license if all five conditions are met: age 16 or older, the license (plus an international driving permit if it is not in English), enrollment, nonresident tuition paid and proof of payment.
  • A person who becomes a Georgia resident needs a Georgia license within 30 days.
  • An F-1 or J-1 student brings a passport with U.S. visa, an I-20 or DS-2019, a valid I-94 or I-797A, and 2 proofs of a Georgia address.
  • Without a Social Security number, complete form DDS-351. DDS does not accept translated documents.

International students in Georgia: common questions

Can I keep driving on my home license during summer break?

Yes, if you meet the other conditions. The exemption covers a student who is enrolled now or who was enrolled in the immediately preceding term at a school in Georgia. You must have paid nonresident tuition for that term. Carry the proof of that payment with your license when you drive.

What should I carry when I drive in Georgia as an international student?

Carry your valid home license, an international driving permit if the license is not in English, and proof that you paid nonresident tuition. A police officer may ask for your passport or visa to check that your foreign license is valid, so keep them easy to reach.

Will DDS keep my foreign license when I get a Georgia license?

Usually not. DDS returns most foreign licenses and ID cards. DDS keeps a foreign card when you apply for a commercial driver's license. If you also hold a license, permit or ID card from another U.S. state, you must surrender it.

What if my Georgia license expires while my visa extension is pending?

DDS gives a one-time 120-day extension to a non-citizen who already holds a Georgia license, permit or ID card. The card must be expired or expire within 30 days. Bring an original I-797C Notice of Action that shows you asked to stay longer in the U.S., and your expired immigration documents.
