Getting Your First Hawaii Driver's License at 18 or Older

informational·how to guide·

Where these rules come from

The steps and fees come from the City and County of Honolulu Department of Customer Services pages on driver's license procedures and driver's license requirements, and from its road test and online permit test pages. The supervisor rules come from the Hawaii Driver's Manual (2023 English edition). The driver education rule is Hawaii Administrative Rules chapter 19-139. Each county runs its own driver licensing, so the fees and steps here are the Honolulu (Oahu) ones. On another island, check with your county. This guide is current as of 2026. Confirm the rules with your county driver licensing office or the Hawaii Department of Transportation (hidot.hawaii.gov) before you drive.

Steps to your first Hawaii license (Honolulu)

  1. 1
    Get an instruction permit first

The permit is the first step to a new license. Honolulu does not issue a license to a person who has no instruction permit and no valid license from another U.S. jurisdiction.

  2. 2
    Take the written test

Take it online at any time, or in person at a Driver Licensing Center by appointment, on selected days only. The online test is for Class 3 only, has 30 questions and a one-hour limit, and costs $12. The online written test rules explain the webcam and computer rules.

  3. 3
Finish the permit within 60 days

After an online pass, make an AlohaQ appointment at a Driver Licensing Center within 60 days. Bring the Certificate of Completion and your documents. You get an eye test, a photo and fingerprints, and you pay the $5 permit fee.

  4. 4
    Practice with a licensed supervisor

Ample supervised driving practice is required. Practice in the vehicle that you will use for the road test.

  5. 5
Book and pass the road test

Road test appointments are required. The fee is $8 and is not refundable.

  6. 6
    Collect your license

After you pass and finish processing, you get a temporary paper license valid for 60 days. The permanent card comes by mail. The paper license is not accepted for federal purposes or when you travel, so carry a passport or military ID card if you fly in the first six weeks.

Do you need driver education at 18 or older?

No. Hawaii Administrative Rules 19-139-3 require driver education for everyone under 18 who applies for a Class 1, 2 or 3 license. In Honolulu, the 180 days on a permit and the two driver education certificates are extra road test items for minors under 18. The Class 3 license starts at age 17, and drivers under 18 go through a graduated licensing program first. You can check that age on the free practice question about the minimum age for a Class 3 license.

Who can ride with you on a permit

The Hawaii Driver's Manual says that an instruction permit lets you drive only when another driver supervises you. That driver must be at least 21 years old and licensed to drive that type of vehicle. In all vehicles except motorcycles, the licensed driver sits in the right front seat. At the road test, a licensed driver who is 21 or older must also come with you and stay until the test ends. To check the rule, try the practice question on who sits beside a permit holder. The permit is valid for one year, so plan your practice and your road test inside that year.

What to do in common situations

You cannot read English well
The online test can read the questions aloud in English or Spanish. You can also ask for an oral exam (restrictions may apply). It costs $10 and is given at Kapalama and Wahiawa.
You have no Social Security number
Social Security number documents are optional. A limited purpose driver's license needs no proof of legal presence or Social Security number, but you still show proof of legal name, date of birth and Hawaii residence.
You have an unpaid traffic ticket or one that waits for court
You do not get a license while a traffic violation is unsatisfied or pending a court hearing. Clear it within 30 days of your road test pass, or you must take the road test again.
You held a provisional license and did not convert it by your 19th birthday
You must reapply for a driver's license as an adult applicant.
You live outside Oahu
These are the Honolulu steps and fees. Check with your county driver licensing office for its own.

What happens on road test day

Bring a current and valid Hawaii instruction permit. Your vehicle goes through a safety pre-check, and it needs at least a 1/4 tank of gas, or a 25% charge for an electric vehicle. You may not use a cell phone during the exam. If you are five or more minutes late, it counts as a no-show. The road test pre-check and no-show rules explain the vehicle checks and the penalty.

First Hawaii license at 18 or older: common questions

Can I skip the permit and go straight to the road test in Hawaii?

Not as a new driver. In Honolulu, you must show a current and valid Hawaii instruction permit at the road test, and you need your permit number to book it. Get the permit first, practice with a licensed driver who is 21 or older, and then book the road test.

How long is my Hawaii instruction permit valid?

In Honolulu, the instruction permit is valid for one year, and you cannot renew it by mail. Plan your supervised practice and your road test inside that year. Each time you drive on the permit, a licensed driver who is 21 or older must supervise you.

How much does a first license cost in total in Honolulu?

With the online test, you pay $12 for the test, $5 for the permit, $8 for the road test and $20 for a four-year license: $45 at ages 18 through 24. At ages 25 through 71, the license is $40, so the total is $65. With the $2 in-person test, take $10 off each total.

Can I use a rental car for the road test?

Yes, in Honolulu. The rental car must have the original Certificate of Registration, the Certificate of Vehicle Inspection and a Hawaii motor vehicle insurance card. Your name must be on the rental contract, and the car must pass the same safety pre-check as any other test vehicle.

What if I fail the written test?

You can take the online test again, but each try costs the full $12 fee. After a fail because of knowledge, you must wait seven days before the next try. Use the wait to practice on our free Hawaii question pages. Our practice tests are free and in English only.

What if my permanent license card does not come in the mail?

The card comes in a plain white envelope, so do not throw it away as junk mail. If it has not come after 4 to 5 weeks, or before your 60-day temporary license expires, call 808-768-9100. Have your name, address, driver's license number and issue date ready.
