What to Bring to the Idaho DMV for a License or Permit (Star Card)

informational·how to guide·

Where the Idaho DMV document rules come from

The four proofs and the residency and name rules come from the Idaho Transportation Department (ITD) required documents page. The Star Card rules come from the ITD Star Card page, the Star Card FAQ, acceptable documents page and checklist, and ITD news releases (TSA fee, July 1, 2026 identity rules). The under-18 and permit rules come from the ITD Young Drivers page, the Idaho Driver's Handbook (July 2026) and Idaho Code 49-303A and 49-305. This guide is current as of 2026. Confirm the rules with the Idaho Transportation Department DMV (itd.idaho.gov/dmv) or your county driver's license office before you drive.

Which documents prove Idaho residency?

  • A signed and dated lease, rental agreement, mortgage or deed.
  • A utility account statement. Cell phone bills are not accepted.
  • A bank statement, or a W-2 or 1099 tax form.
  • A pay stub, or a medical or insurance statement or invoice.
  • Idaho school enrollment records, or a VOC (school verification letter) for the current school year, with your current address. A college ID does not count.

What do you bring if your name changed?

You need name papers only when your citizenship or lawful presence document shows a different name from the one you want on the license. First update your name with the Social Security Administration; for a Star Card, allow 48 hours for the systems to update. Then bring a certified document that links the names. A marriage certificate needs a seal and a document number that shows it was recorded. The paper that the officiant gave you after the ceremony is in most cases not that copy, so ask the office that issued it. For a Star Card, you may need a document for each name change.

How to get ready for your Idaho DMV visit

  1. 1
    Make your list

For a Star Card, the ITD Add the Star tool makes a personal list of the documents you need.

  2. 2
    Replace a lost birth certificate

Born in Idaho: order a certified copy from the Idaho Department of Health and Welfare. Born in another state: the CDC National Center for Health Statistics website shows where to order one. If you cannot get one, the DMV may accept a passport or another government document that shows your full legal name, date of birth and lawful presence.

  3. 3
    Bring originals

Bring originals, and print any electronic document. Nothing laminated is accepted. The DMV returns your originals after it processes them.

  4. 4
Choose an office and book a time

You can use any county driver's license office in the state. Many offices work by appointment only, so check with your county office first.

What to add if you are under 18

You are under 18 and apply for a permit or license
Bring proof of school enrollment or completion, as Idaho law requires: a VOC letter from your school or program, a high school diploma or a general education certificate of completion. Show the VOC within one year of its date. You also need a liability signer. See Idaho learner's permit rules for the permit steps.
Your signer is a birth parent or legal guardian
That person comes with you to the county driver's license office, signs, and takes legal responsibility for your actions as a driver.
The signer is not the mother or father on your birth certificate
Bring adoption records or court guardianship documents.
The signer cannot come to the office
An acceptable power of attorney may be used.
You are married
Your spouse can sign for you if he or she is at least 18.
You are under 17 and apply for a license
Bring proof that you finished an approved driver's training program and that you met the supervised instruction permit requirement.
You do not have your own photo ID
The Idaho Driver's Handbook says minors do not need one: a parent or legal guardian can show their own photo ID with your certified original birth certificate. ITD updated its identity rules on July 1, 2026, and says extra provisions apply to minors, so call the DMV at 208-584-4343 before you go.

Do you need the same documents for an Idaho permit?

Yes. Idaho law requires proof of identity and citizenship status before a Class D instruction permit or license is issued. The documents for a driver training permit are similar to those for a license. If you are 17 or older, you get the Class D instruction permit after the knowledge test, and it lets you drive for up to one year with a licensed driver 18 or older beside you. Permits are not issued with a Star, because they are temporary. Minors can add the Star to a license or ID card later.

Do you need an Idaho Star Card?

No. The Star Card is optional. Since May 7, 2025, you need a Star Card, a U.S. passport, a military ID or another federally accepted ID to board a flight or enter a federal building. Since Feb. 1, 2026, TSA charges a $45 fee to passengers without a REAL ID-compliant card or another acceptable document. ITD says children under 18 who fly with their parents do not need a Star Card; check TSA's rules for minors. For the Star, an out-of-state license counts only as a photo ID next to a U.S. passport, certified birth certificate or other source document. For amounts, see Idaho driver's license cost.

Key takeaways

  • Bring four proofs: citizenship or lawful presence, identity, Idaho residency from the last 12 months, and any name change, plus your Social Security number.
  • Bring originals or printed e-documents, not photocopies or laminated papers.
  • Under 18, add school proof and a liability signer, usually a birth parent or legal guardian.
  • The Star Card is optional and needs two residency documents. A passport also works for flights.

Idaho DMV documents: common questions

What can I use as proof of Idaho residency if no bills are in my name?

A residency affidavit signed by an adult over 18 is accepted. So is a motel, hotel, campground or RV park receipt on letterhead that shows 30 days or more, or a relief agency or shelter certification. Students can use Idaho school enrollment records or a VOC with their current address.

Do I need to take a test to add the Star to my Idaho license?

No. You do not need a test only to get a Star Card. You can add the Star when you renew, or turn in your current card and get a duplicate with the Star. A duplicate costs $20, and the Star itself adds no fee. You still bring the full set of Star Card documents, even if you have held an Idaho license for years.

Do I have to bring my documents again when I renew my Star Card?

Usually not. If you are a U.S. citizen or lawful permanent resident and the DMV has copies of your original documents on file, the Star stays on your card at each renewal. You may also be able to renew online. A foreign national with temporary lawful status may have to prove lawful status again at each renewal.

How long does it take to get my Idaho license in the mail?

The physical card can take up to two weeks to arrive by mail. Until then, you use a temporary paper license or ID card. If you need to fly before the new card arrives, ITD says your old license can serve as a backup to the temporary paper card, so keep it until the new card comes.
