Iowa Driver's License and Permit Fees in 2026, Plus Retest Rules
How much does an Iowa driver's permit and license cost?
In Iowa, an instruction permit costs $6 and a Class C driver's license costs $4 for each year it is valid. A special minor's restricted license costs $8 by law. Reinstatement after a suspension costs $20, and a replacement license costs $10. A REAL ID costs no extra. A credit card adds a $1.50 fee.
Where the Iowa fee facts come from
The fee amounts come from Iowa Code 321.191 on license fees. The payment rules and the replacement fee come from the Iowa DOT fees page and Iowa Administrative Code 761-605, and the REAL ID facts from the Iowa DOT REAL ID page. The license lengths come from Iowa Code 321.180B and 321.196 and Iowa Administrative Code 761-602, and the retest rules from Iowa Administrative Code 761-604. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

How the Class C license fee works for a teen driver
Iowa teens can get an instruction permit from age 14, as our free question page on the youngest age for an Iowa instruction permit shows. A permit for a minor is valid for up to four years from the birthday anniversary in the year of issue.
A license issued before age 17 years 11 months is valid for two years from that birthday anniversary. Iowa law treats the change from a permit to a license as an upgrade. For an upgrade, you pay $4 for each year or part of a year from the date of the change to the expiration date on the license.
Why the SMRL fee shows two amounts
Iowa Code 321.191 sets the fee for a special minor's restricted license (SMRL) at $8, the same as the minor's restricted work license. The Iowa DOT fee table shows $16 for a 4-year SMRL. The law is the rule to follow, so expect $8, and confirm the amount at the service center when you apply. The SMRL is valid for four years or until the driver turns 18, whichever is sooner. Our guide to the special minor's restricted license explains the rules for this license.
Which Iowa fee applies to you
Does a REAL ID cost more in Iowa?
No. A REAL ID license or ID costs no extra, and the renewal fee is the same. A REAL ID replacement costs the same $10 as any other replacement. The gold star does not change how long the card is valid. If you already have a license, you do not take new written or driving tests to add the star, unless there are driver fitness concerns. You cannot get a REAL ID through online renewal, so book an appointment in person. Federal checks for REAL ID began on May 7, 2025.
How to pay for an Iowa license or permit
- Cash in U.S. dollars, a check, MasterCard (debit or credit) and a Discover credit card are accepted.
- Visa works as a debit card only. Visa credit cards are not accepted.
- A credit card payment adds a $1.50 processing fee.
- County locations may add a convenience fee.
- A check must be for the exact amount and payable to Treasurer, State of Iowa.
What happens if you fail the Iowa knowledge test or drive test?
If you fail the knowledge test, the examiner decides if you can take it again. The same rule applies to the drive test. A knowledge test score is valid for 180 days, as our free question page on how long a knowledge test score lasts shows. Our Iowa permit test guide explains what the test covers.
When the six-month wait after three failed tests applies
The six-month wait applies in one case only. When the Iowa DOT suspends or denies a license after a failed required knowledge or driving test, and the driver contests that decision, three failed attempts end the appeal. After that, no new test is allowed until six months after the last failure. The driver must then show a significant change or improvement in the physical or mental factors behind the decision, and ask for the test in writing. The DOT gives no test that it finds unsafe.

Iowa license and permit fees: common questions
Is there a separate fee for the Iowa knowledge test or drive test?
The Iowa fee law and the Iowa DOT fee table give a price for each permit, license, reinstatement and replacement. They list no fee for the knowledge test or the drive test. Ask the service center about card or county fees when you book your appointment.
Can I pay for my whole family's licenses in one payment?
Yes. One payment can cover the fees of several people, for example members of a family. One payment can also cover all fees of one visit, such as a license fee and a reinstatement fee. If you pay by check, write it for the exact total and make it payable to Treasurer, State of Iowa.
What happens if my Iowa license expires?
You can renew a valid Class C license up to 180 days before it expires. For 60 days after the expiration date, you are not considered to drive with an invalid license. Within one year after the expiration date, you can usually renew without a driving test or written exam. You pay the normal fee of $4 for each year of the new license.
Do veterans pay Iowa driver's license fees?
A veteran with a permanent service-connected disability rating of 100 percent pays no Class C license fee and no motorcycle fee, with proof from the U.S. Department of Veterans Affairs. Active duty members and veterans with an honorable discharge, or a general discharge under honorable conditions, get a waiver of the chauffeur (Class D) and commercial license fees. A veteran shows a DD Form 214.
How much does it cost to drive again after an SMRL suspension?
After a three-month suspension of a special minor's restricted license, the teen pays a $20 reinstatement fee and $10 for a duplicate license. The six months of clean driving that the teen needs before the next license level start again after the reinstatement.
