Iowa Driver's License With a Foreign License: Reciprocity and Tests

informational·how to guide·

Where the Iowa foreign license facts come from

The reciprocity list comes from the Iowa DOT page for people who are new to Iowa. The test waivers, the test list and the 180-day score rule come from Iowa Administrative Code chapter 761-604. The USCIS documents, the status check and the 30-day status rule come from the Iowa DOT immigrant and refugee process page and its first-time license documents flyer (MM1048, 2026). The proofs come from chapter 761-601. The card term comes from Iowa Code 321.196 and chapter 761-605. The visitor and residency rules come from Iowa Code 321.176 and 321.1A. The vehicle check comes from the DOT drive test page, and the flight rule from the DOT REAL ID page. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

What to expect, by the license you hold

Your license is valid and unexpired, and it comes from France, Germany, South Korea or Taiwan
You may not need the knowledge test or the driving test. By rule, the DOT may waive both tests for a valid, equivalent license from a place with a reciprocity agreement. Contact a DMV location or make an appointment for the steps.
Your license comes from another country
The reciprocity waiver covers only the four places above. The Iowa examination can include a vision screening, a knowledge test and a driving test. Ask a DMV location which tests you must take before you go.
You only visit Iowa and you have a valid license from your home country
Iowa law lets a nonresident drive within the legal scope of a home country license, without an Iowa license.
You study in Iowa and you have a permanent residence in another state or country
You may drive with your valid home license, without an Iowa license. Carry the license while you drive. You may need an English translation of it.

Iowa knowledge test: score, oral test and interpreter

A knowledge test score stays valid for 180 days. Our free question pages explain who needs the operator knowledge test and how long a knowledge test score lasts. If you cannot read or understand the written test, you may ask for an oral test. If the DOT does not offer the test in your language, it offers the knowledge test with an interpreter, by appointment. Our guide to Iowa permit test languages lists the languages that the DOT offers.

Documents to bring to the Iowa DMV

  • Proof of identity and lawful status. The rules accept an unexpired foreign passport with a U.S. visa and the approved I-94 form, or an unexpired employment authorization document (Form I-766 or I-688B). A first-time applicant must have a valid USCIS document.
  • Your Social Security number, if you have one. With a foreign passport, visa and I-94, you give the number or show non-work authorized status.
  • Two documents with your name and your current Iowa home address.
  • Proof of your date of birth.
  • All of your immigration documents, if you have more than one. DMV staff decide which one they need. Our guide to Iowa documents and REAL ID gives the full lists.

How long the Iowa lawful status check takes

The Iowa DOT sends the details of your USCIS document to USCIS. If USCIS approves your status automatically, the DOT can issue the same day. If USCIS replies that additional verification is required, a USCIS employee reviews your documents by hand, and the DOT prints a SAVE case letter for you. The DOT immigrant page gives two times: generally 3 to 7 business days for the SAVE response, and generally 45 business days for a manual review by DHS and USCIS. You can check your case with the letter. The letter also shows the phone number of your service center.

Living in Iowa: residency, insurance and your driving record

Iowa law presumes that you are a resident if you stay in the state for more than 30 days, or if you accept a job in Iowa, unless you show otherwise. Your driving privileges must not be canceled, suspended or revoked in any state. Anyone who drives in Iowa, in their own car or in another person's car, needs a motor vehicle liability policy that covers them as the driver.

Key takeaways

  • Iowa names four reciprocity places: France, Germany, South Korea and Taiwan. A valid, unexpired license from one of them may mean no knowledge test and no driving test.
  • Every applicant proves identity, date of birth, Social Security number (if you have one), Iowa residency and lawful status.
  • A card for a temporary foreign national lasts for your authorized stay, up to 2 years. A first-time applicant needs at least 30 days of status left.
  • If USCIS cannot approve your status automatically, you get a SAVE case letter. The answer generally takes 3 to 7 business days, or 45 business days for a manual review.

Iowa foreign license: common questions

Can I get a REAL ID with only my foreign passport and visa?

No. If you show only a foreign passport with a U.S. visa and I-94, or only an employment authorization document (I-766), you cannot get a REAL ID compliant card. You must also show one of the other listed documents or another Department of Homeland Security approved document. Since May 7, 2025, you need a REAL ID card, another acceptable identity document or a TSA ConfirmID check to board a commercial flight in the United States.

Do I have to parallel park on the Iowa driving test?

No. The Iowa DOT does not require parallel parking in the drive test. Before the test starts, staff inspect the car you bring to make sure that it is safe and legal on public roads. For example, the car must have unexpired registration and unexpired insurance.

What if my immigration document has less than 30 days left?

If you apply for an Iowa license or ID for the first time, the DOT does not issue a card when your document shows less than 30 days of status left. If you already hold an Iowa card and you wait for a USCIS renewal answer, you may be eligible for a 60-day extension.

My USCIS document expired while my renewal is pending. What do I bring?

If you hold a current Iowa license or ID, bring the expired document and the paperwork that you used to file the renewal. The DOT can then ask USCIS to verify your current eligibility. If you have no Iowa card, bring an unexpired USCIS document. For a REAL ID, all USCIS documents must be valid, but an expired I-766 with an approved I-797 Notice of Action is accepted.

When will my Iowa license arrive?

Your new Iowa license or ID card arrives in a plain white envelope within 30 days after the DOT processes it. For a first-time applicant, the DOT must first verify your lawful status with USCIS. If USCIS cannot approve it automatically, the wait for the SAVE answer comes before the card.
