Iowa Instruction Permit at 14: Rules, Supervisors and Steps for 2026

informational·how to guide·

Where the Iowa instruction permit facts come from

The age, supervisor, passenger and validity rules come from Iowa Code 321.180B, the Iowa law for drivers under 18, and from Iowa Code 321.180 for adults. The steps come from the Iowa DOT instruction permit page for drivers under 18 and the DOT Skip the Trip, license type and special minor's restricted license pages. The fees come from Iowa Code 321.191 and the Iowa DOT fee table, and the phone rule from Iowa Code 321.276. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

How to get an Iowa instruction permit, step by step

  1. 1
    Check your age

You must be at least 14 years old. Iowa law lets the Iowa DOT issue a permit to an applicant who is 14 to 17 years old, and an adult can also get one.

  2. 2
Get written consent from a parent or guardian

Your parent or guardian gives written consent in person at the driver's license service center (DMV), or fills in the Parent's/Guardian's Written Consent Form (form 430018) and you bring it. By law, at least one parent, guardian or custodian signs the consent on a form from the DOT.

  3. 3
Pass the vision screening and the knowledge test

Pass a vision screening and a knowledge test. You can take the knowledge test at a DMV or an Iowa county treasurer location, at home with a parent as the test giver, or at your school if it takes part in the Skip the Trip program.

  4. 4
    Bring your proofs

Bring a primary form of identification, proof of residency and proof of your Social Security number. If you have a medical or vision condition that may affect your driving, the DOT may ask for more information before it gives you a permit.

  5. 5
Pay the $6 fee and get your permit

The permit fee is $6 under Iowa law, and the Iowa DOT fee table shows the same amount. Carry the permit with you each time you drive.

Taking the Iowa permit test at home

A parent gives the test at home. The student must be within 30 days of their 14th birthday and younger than 18, and needs a computer or similar device that is connected to the internet. A phone or tablet does not work. The parent applies first, and the application can take 7 to 14 days to process. The test link in the email expires after 72 hours. After you pass, you still go to a DMV or an Iowa county treasurer location to get the permit. Read how the home test works for the full process.

Who can supervise you on an Iowa permit

  • Your parent, guardian or custodian.
  • An immediate family member who is at least 21 years old.
  • A driver education instructor.
  • A person who is at least 25 years old and has written permission from your parent, guardian or custodian.
  • Whoever supervises must hold a license that is valid for the vehicle and must sit in the seat beside you.

How many passengers can you carry, and what can you not do?

Each passenger needs a seat belt: you may not drive if the passengers outnumber the belts. A permit does not let you drive alone to school or work. That needs a special minor's restricted license (SMRL). A permit also does not cover a commercial motor vehicle, a vehicle with a gross vehicle weight rating of 16,001 pounds or more, or a motorcycle unless you have a motorcycle license.
Iowa's hands-free law applies to all drivers, permit holders too: while you drive, you may use a phone only in hands-free or voice mode. The Iowa DOT permit page still tells permit holders not to use a phone at all.

How long is an Iowa instruction permit valid?

The permit is valid for no more than four years, counted from your birthday in the year you get it, not from the day you get it. If you get the permit soon after your 14th birthday, the count starts on that birthday, so the permit ends at about your 18th birthday. You need at least 12 months on the permit before an intermediate license, so plan that step well before the permit ends.

SMRL fee and intermediate license hours

The SMRL is an optional step. Iowa law sets its fee at $8. The Iowa DOT fee table shows $16 for four years, so confirm the amount when you apply. The intermediate license is for a person who is 16 or 17 and holds a permit. A parent signs an affidavit that you drove 20 hours with a qualified supervisor, 2 of them after sunset and before sunrise. Read about the Iowa special minor's restricted license before you choose.

What happens after a ticket, crash or rule violation on a permit

  • First offense (a moving traffic conviction, a crash you cause or a permit restriction violation): you get a warning letter, and your permit may be suspended.
  • Second offense: your permit is suspended for 30 days.
  • Each offense delays your next license step by 6 months.
  • A conviction or crash also blocks the intermediate license until you finish remedial driver improvement action and have six clean months.

Key takeaways

  • You must be at least 14 to get an Iowa instruction permit, and you need a parent or guardian to give written consent.
  • Pass the vision screening and the knowledge test, then show proof of identity, residency and Social Security number.
  • A permit costs $6, lasts up to four years, and needs a licensed supervisor beside you and no more passengers than seat belts.
  • Each violation or crash delays your next license by 6 months.

Iowa instruction permit: common questions

Can my neighbor or a friend supervise me on an Iowa permit?

Yes, if the person is at least 25 years old, holds a license that is valid for the vehicle, sits beside you and has written permission from your parent, guardian or custodian. Our free question on the minimum age of a nonfamily permit supervisor covers this rule.

Can my friends ride with me on an Iowa permit?

Yes, with your licensed supervisor in the seat beside you. The number of passengers must not be more than the number of seat belts in the vehicle. The limit of one unrelated passenger under 18 starts later, in the first six months of the intermediate license, unless a parent waives it.

Can I drive at night on an Iowa permit?

Yes. You may drive at any time when a qualified adult supervisor sits beside you. The 12:30 a.m. to 5:00 a.m. limit is a rule of the intermediate license: in those hours an intermediate driver needs a supervisor, unless the driver has a waiver for work or school activities.

Do I have to carry my Iowa permit when I drive?

Yes. The permit lets you drive only while you have it with you. If you are charged for not having it, the law does not penalize you when you show the court, within a reasonable time, a permit that was valid on that day.

Can my older brother, sister or cousin supervise me on an Iowa permit?

Yes, if the relative is at least 21 years old and lives in your home. For a permit holder under 18, Iowa rules count a brother, a sister or another relative who lives with you as an immediate family member. The relative must also hold a license that is valid for the vehicle and sit in the seat beside you. A relative who lives at a different address must be at least 25 and have written permission from your parent.
