Can International Students Drive in Iowa on a Home License?

informational·how to guide·

Where the Iowa student driving facts come from

The student rule, the insurance rule and the steps to an Iowa license come from the Iowa DOT New to Iowa page, the Iowa DOT Immigrant & Refugee Process page and the Iowa Driver's License Manual. The law comes from Iowa Code 321.176 on exempt persons, Iowa Code 321.1A on residency, Iowa Code 321.174 and 321.182, and Iowa Administrative Code rule 761-605.8. This guide is current as of 2026. Confirm the rules with the Iowa DOT (iowadot.gov) before you drive.

Who the Iowa student license rule covers

The rule has two parts. You keep a permanent residence in another state or country, and you hold a valid driver's license from there. Then you may drive on Iowa roads without an Iowa license. The Iowa Driver's License Manual gives the same rule for visitors and students who drive with a current license from their home state or country.
Driving laws are different in each state and country. Read the Iowa Driver's License Manual before you drive, because some Iowa rules can differ from the rules at home.

What to carry when you drive in Iowa

  • Your valid home license. A student must have it every time he or she drives.
  • An English translation of the license, if the license is not in English. Your consulate can tell you how to get one.
  • Proof of registration for the car, kept in the vehicle at all times.
  • An insurance card, printed or electronic, as proof of liability insurance. If you do not carry the registration and insurance proof, you can get fines, and the vehicle can be impounded.

What Iowa law says about nonresident drivers

Iowa Code 321.174 says that a person must have an Iowa driver's license to drive on a highway in Iowa, unless the law exempts the person. Iowa Code 321.176 lists the exempt persons. One of them is a nonresident who drives within the legal scope of a home state or country license. So drive only the types of vehicle that your home license allows.
Our free question page on who may drive on an Iowa public highway practices this basic rule.

Are you a student or an Iowa resident under the law?

Iowa Code 321.1A defines who is an Iowa resident for driver licensing. A person who attends a college or university in Iowa is not a resident if the person has a domicile (a permanent home) in another state and a valid license from that state. For a student from another country, the nonresident exemption in Iowa Code 321.176 and the DOT student answer both name a home "state or country" license.
The same law lists facts that make it presume that a person is an Iowa resident. A person can rebut this presumption.

Which Iowa license rule fits you?

You keep a permanent home in another state or country, and your license from there is valid
You may drive in Iowa on that license. Carry it, with an English translation if you need one.
You stay in Iowa for more than 30 days in a row, accept a job in Iowa, or register to vote in Iowa
Iowa Code 321.1A presumes that you are an Iowa resident. Short or rare trips away do not stop the 30 days. A person can rebut the presumption, and the college student rule in the same law still applies.
Iowa becomes your permanent home
The nonresident exemption is only for nonresidents. Apply for an Iowa license with the steps below.
You want to drive a commercial motor vehicle
The student rule is not sufficient. A nonresident may drive a commercial motor vehicle only as Iowa Code 321.174 allows.

Insurance when you drive in Iowa as a student

When you drive any car in Iowa, your own or not, a motor vehicle liability policy must cover you as the driver. When you borrow a friend's car, you must make sure that the car's policy covers you as an operator. If you are not covered, the results are severe and can include a suspended license. To get insured, work with an insurance agent.
A borrowed car must also have valid plates. Our free question page on proof of coverage and registration practices the insurance card rule.

How to get an Iowa license if you decide to switch

  1. 1
    Check your driving privileges

Make sure that your driving privileges are not canceled, suspended or revoked in any state.

  2. 2
    Gather your proofs

Bring proof of identity, residence and Social Security number. A foreign national shows a USCIS identity document, a Social Security number if he or she has one, and two items that show an Iowa physical address. The law lets the DOT waive the Social Security number for a foreign national who is temporarily in Iowa.

  3. 3
    Make an appointment

You can do business at any Iowa DMV location.

  4. 4
    Give up your other licenses

Surrender all other driver's licenses and certify that you are an Iowa resident.

  5. 5
Pass the tests and pay the fees

Pass the vision test and the written and driving tests that apply to you, and pay the fees. With a valid license from one of the 50 states, the District of Columbia, a U.S. territory or Canada, you may not need the knowledge test or the driving test.

  6. 6
    Get the card

The DOT checks your lawful status with USCIS. If USCIS approves it automatically, the DOT can issue the license the same day. The card arrives by mail within 30 days of processing.

Do licenses from France, Germany, South Korea or Taiwan help?

Iowa has driver's license reciprocity agreements with France, Germany, South Korea and the Republic of China (Taiwan). If you hold a valid and unexpired license from one of these countries, you may not need the knowledge test or the driving test to transfer your license to Iowa. Contact a DMV location or make an appointment for more information. Our guide to the Iowa foreign driver's license covers the switch in more detail.

Key takeaways

  • A student with a permanent residence and a valid license in another state or country may drive in Iowa without an Iowa license.
  • Carry your license, an English translation if you need one, the registration and an insurance card. A liability policy must cover you, also in a borrowed car.
  • Iowa law presumes residency in some cases, such as more than 30 days in Iowa, but a person can rebut the presumption.
  • To get an Iowa license, you show your proofs, give up your other licenses and pass the tests that apply to you.

Iowa student driving: common questions

Do I need an international driving permit to drive in Iowa?

The Iowa student rule asks for a valid home license that you carry while you drive. If the license is not in English, you may need an English translation. Your consulate can tell you how to get one, and AAA sells international driving permit translation services for a fee. Confirm with the Iowa DOT before you drive.

What should I do if the police stop me in Iowa?

Stay calm and stay in the car, unless the officer tells you to get out. Keep your hands where the officer can see them, and do not make sudden movements. The officer will ask to see your driver's license, proof of insurance and vehicle registration, so keep them ready. Follow the officer's instructions.

I bought a car in Iowa. How do I get license plates?

Get a bill of sale and a correctly assigned title from the seller at the time of sale. Together they are your proof of sale and your temporary registration. Within 30 days of the purchase, take them to your local county treasurer's office to get license plates. Before you drive, make sure that a liability policy covers you.

Do I have to give up my home license if I get an Iowa license?

Yes. Iowa Code 321.182 says that an applicant for an Iowa license must surrender all other driver's licenses. The applicant also certifies that he or she has no other license and is an Iowa resident under Iowa Code 321.1A. If you still need your home license, think about this before you apply.

How long is an Iowa license for a student from another country?

A license for a foreign national who is temporarily in Iowa lasts only for the time that USCIS lets the person stay, and not more than 2 years. You must have at least 30 days of status time left when you apply. If your lawful status has no end date, the license lasts no longer than 1 year. The card shows the words "limited term."
