How to Get a Kentucky Instruction Permit at 15: 2026 Steps and Rules

informational·how to guide·

Where the Kentucky instruction permit facts come from

The age, the hold times, the validity and the permit rules come from KRS 186.450 on instruction permits and the 2025 law that changed it (House Bill 15). The parent signature rules come from KRS 186.470, and the next licenses from KRS 186.452 and 186.454. The test steps and appointments come from the Kentucky State Police driver testing page and the Kentucky Driver Manual (updated July 23, 2026). The licensing offices come from the Kentucky Transportation Cabinet driver licensing page. The fees come from KRS 186.531. This guide is current as of 2026. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

How to get a Kentucky instruction permit, step by step

  1. 1
    Study the Kentucky Driver Manual

The Kentucky Driver Manual is the only approved source for the written test. The test covers driving rules, regulations, procedures and highway signs.

  2. 2
Start your application at a Driver Licensing Regional Office

The Kentucky Transportation Cabinet (KYTC) prepares your application first. These regional offices now do the licensing work that county circuit court clerks did before. If you are under 18, a parent or legal guardian must sign the application.

  3. 3
Book a Kentucky State Police testing appointment

All testing is by appointment only. Appointments are released Monday to Friday at 8 a.m., and many locations fill quickly. Since July 5, 2022, you can test at any regional testing location, whatever your county of residence.

  4. 4
Pass the vision screening and the written test

First-time applicants need a vision screening with at least 20/40 vision, with or without glasses. You need 80% to pass the written test. If you do not pass, you can book another appointment on the online portal.

  5. 5
Return to the regional office for your permit

After you pass, you go back to the Kentucky Transportation Cabinet regional office. You get the instruction permit when you pay the fee.

What to bring when you apply for a Kentucky permit

  • An original birth certificate or a certified copy. Photocopies are not accepted for any required document.
  • Your Social Security card.
  • One proof of Kentucky residency, or two for a REAL ID.
  • A School Compliance Verification Form from your school. This form is part of the No Pass/No Drive law.
  • If you are under 18, a parent or legal guardian. The parent or guardian signs at the testing location, so that an official can witness the signature, and shows your birth certificate or guardianship papers signed by a judge.

What does a parent or guardian agree to?

When you are under 18, the application is not granted without the signature of a parent or legal guardian. By signing, the parent or guardian is jointly liable with you for any damages. Both parents are responsible, whichever parent signs. Our guide to the documents for the Kentucky permit test lists the accepted proofs in more detail.

Kentucky instruction permit: common questions

Why do some websites say you must be 16 for a Kentucky permit?

Before March 25, 2025, the minimum permit age in Kentucky was 16. House Bill 15 lowered it to 15 that day, so pages written earlier give the old age. The intermediate license still needs age 16, and the full license needs age 17 for drivers under 18. Our free question page on the youngest age for a Kentucky permit covers this rule.

Who signs my permit application if I do not have a parent or legal guardian?

A person who is willing to take on the legal responsibility for you can sign. If you are in the custody of the Cabinet for Health and Family Services, other people can also sign, for example a grandparent, an adult sibling, an aunt or uncle, or the foster parent you live with. The person who signs takes on the same responsibility as a parent.

Can my parent take back permission after I get my Kentucky permit?

Yes. A parent or legal guardian can withdraw their responsibility at any time. They complete a withdrawal form and give it to a Transportation Cabinet regional office. After the office enters the form, your permit is canceled until another adult signs a new application for you.

What happens if my Kentucky permit expires before I get my license?

Renew it. The law lets you renew a motor vehicle instruction permit, and each permit is valid for 4 years. For applicants 18 and older, the Kentucky Driver Manual says that if you do not renew the permit within one year of the expiration date, you must take the written and vision tests again.
