Can International Students Drive in Kentucky on a Home License?

informational·how to guide·

Where the Kentucky facts come from

The law facts come from Kentucky Revised Statutes 186.430, 186.4121, 186.435, 186.450, 186.480 and 186.531. The International Permit text, the tests and the interpreter rules come from the Kentucky Driver Manual (updated July 23, 2026) of the Kentucky State Police. The test languages and the testing locations come from the Kentucky State Police driver testing page. The Driver Licensing Regional Offices come from the Kentucky Transportation Cabinet. This guide is current as of 2026. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

Who the Kentucky student exemption covers: U.S. citizens only

  • KRS 186.430(2) lets a student drive on a license from the home state only if the student is a United States citizen who is not a Kentucky resident.
  • The student must study at a Kentucky university, college or technical college and carry a student ID card from that school when driving.
  • The manual section for college students has the same citizenship condition.
  • The general one-year rule for drivers from other states, KRS 186.430(1), is also for U.S. citizens. So an international student cannot use either rule.

Visitor rule, tests and steps for non-citizens

A non-citizen over age 16 who is legally visiting the U.S. for less than one year may drive in Kentucky on a valid home-country license (KRS 186.430(3)), and our guide to the Kentucky foreign driver's license gives the full visitor rule, the International Permit and reciprocity conditions of the manual, the steps for a non-citizen, the tests for each case and the test languages.

Visitor or resident: which Kentucky rule fits you

You are a non-citizen over age 16, you are legally visiting for less than one year, and your home license is valid
KRS 186.430(3) lets you drive on that license. Also check the International Permit and reciprocity conditions of the manual.
You become a Kentucky resident and you want to drive
You must apply for a Kentucky license within 30 days of establishing residency (KRS 186.435). A free practice question covers the 30-day deadline after a move to Kentucky.
You are not sure whether you are a visitor or a resident
Ask the Kentucky Transportation Cabinet before you drive.

The $30 extra fee and how long the license lasts

  • A non-citizen who applies under KRS 186.4121 pays an additional application fee of $30, on top of the regular license or permit fees.
  • The license is valid for the length of your immigration documents or eight years, whichever is shorter.
  • If your immigration document has no expiration date, the license is valid for one year.

Key takeaways

  • The student exemption in Kentucky law is for U.S. citizens only. An international student cannot use it.
  • A non-citizen over age 16 who is legally visiting for less than one year may drive on a valid home license (KRS 186.430(3)). The manual adds an International Permit and a reciprocity condition.
  • If you become a Kentucky resident, apply for a Kentucky license within 30 days. Book your tests with the Kentucky State Police first, then apply at a Driver Licensing Regional Office.
  • The manual lists a vision test, a written test (80% to pass) and a road test for a non-permanent resident who does not hold a valid license from another U.S. state.

Kentucky licenses for international students: common questions

Can I drive in Kentucky with only an international driving permit?

Both Kentucky rules start from a valid home license. The law lets a legal visitor drive on that license for a stay of less than one year. The manual uses the foreign license together with an International Permit, for up to one year from the date of admission into the U.S., if the home country is part of the Foreign License Reciprocity.

Can I bring an interpreter to my Kentucky driving test?

Yes, for the written test, but book it ahead. The manual says that you need a special appointment if you need an interpreter or an oral test. An interpreter cannot ride in the car during the road test. The interpreter can be present before and after the road test to help you.

Do I have to take my driving test in the county where my college is?

No. Since July 5, 2022, the Kentucky State Police let applicants book driver testing appointments at any regional office in the state, regardless of the county where they live. Bring all the required documents to your appointment.

Does Kentucky check my immigration documents when I apply?

Yes. Kentucky law (KRS 186.4121) says that the Transportation Cabinet must verify and validate your immigration status and personal identity through federal government systems and databases. Bring the documents from the U.S. Department of Homeland Security that allow you to be in the United States.

Can I get a REAL ID in Kentucky if I am not a U.S. citizen?

Only if you are a permanent resident. The manual says that permanent residents are eligible to apply for a REAL ID and that other non-U.S. citizens are not. A non-citizen who applies under KRS 186.4121 gets only a standard license or instruction permit.
