Foreign Driver's License in Kentucky: Tests, IDP and REAL ID Rules

informational·how to guide·

Where the Kentucky foreign license facts come from

The visitor rule comes from KRS 186.430. The rules for non-citizens who live in Kentucky come from KRS 186.4121, KRS 186.435 and KRS 186.450, and the fees come from KRS 186.531. The tests, the audio rules and the REAL ID rules come from the Kentucky Driver Manual, updated July 23, 2026, by the Kentucky State Police (KSP), and from the KSP driver testing page. The office facts come from the Kentucky Transportation Cabinet (KYTC) Driver Licensing page. This guide is current as of 2026. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

Driving on a foreign license as a visitor

KRS 186.430(3) says a person who is over 16, is not a U.S. citizen and is legally visiting this country for less than 1 year may drive in Kentucky on a valid domestic license from the country of domicile, without a Kentucky license.
The Kentucky Driver Manual says non-citizens may drive on a valid foreign license and an International Permit for up to one year from the date of admission, if the home country is part of the Foreign License Reciprocity. Ask the Kentucky Transportation Cabinet whether your country is on that list. If you study here, see our guide for international students who drive in Kentucky.

When you must switch to a Kentucky license

The visitor rule does not cover a person who lives in Kentucky. A licensed driver who becomes a Kentucky resident must apply for a Kentucky operator's license within 30 days (KRS 186.435). A non-citizen who is not a permanent resident applies under KRS 186.4121. A permanent resident follows the same steps as a U.S. citizen. Road test and permit time for adult newcomers

With an IDP from a reciprocity country, only the non-permanent resident takes the road test. When you start with a permit, the permit is valid for 4 years. If you are 21 or older when you apply for it, you hold it for at least 30 days before the license. If you are 18 to 20, you hold it for at least 180 days. Written test, language help and a failed road test

The pass mark on the written test is 80%. Tests can be given orally for applicants who cannot read English, but you must answer the signs part from your own knowledge. The manual says all testing offices have tablets that present the test audibly in English and several other languages, with no special appointment. The KSP testing page says only some locations have audio versions, so ask KSP when you book. An oral test or an interpreter needs a special appointment. If you fail the road test, wait at least one week before you take it again. After a failed written test, you can book another appointment.

How to apply for a Kentucky license as a non-citizen

  1. 1
    Find your status

Decide if you are a permanent resident or a non-permanent resident, and whether you hold an IDP. The table above shows your tests.

  2. 2
    Gather original documents

Bring the papers in the list below to your test appointment and to the licensing office.

  3. 3
Book and take your tests with KSP

If any test applies to you, book it with the Kentucky State Police first. KSP gives all written and road tests. You can book at any regional testing office, not only in your county.

  4. 4
Apply at a Driver Licensing Regional Office

Apply at any Driver Licensing Regional Office. KYTC runs these offices. Under KRS 186.4121, after you pass the required tests, or if no test applies, you get a temporary license or permit. It is valid for 30 days, until the permanent one arrives by mail.

Documents for a non-citizen applicant

  • Documents from the U.S. Department of Homeland Security that allow you to be in the United States, and your international driving permit if you have one (KRS 186.4121).
  • For a permit, one proof of Kentucky residency dated less than one year. A REAL ID needs two proofs.
  • Legal proof of any change if your current legal name, date of birth or gender differs from your identity or lawful status document.
  • Originals only: photocopies are not accepted for any required document.
  • The cabinet checks your Homeland Security papers through the federal Systematic Alien Verification for Entitlements (SAVE) program.

Kentucky foreign license: common questions

Do I need a road test if I already have a license from another U.S. state?

No, if that license is valid or expired for less than 1 year. The Kentucky Driver Manual says you then do not have to test. Its non-citizen section also says that a permanent resident or a non-permanent resident with an IDP and a valid license from another U.S. state does not have to take a test to transfer that license. You still must apply within 30 days of establishing residency.

Do green card holders pay the $30 extra fee in Kentucky?

No. KRS 186.531 charges the extra $30 application fee to an applicant who is not a U.S. citizen or permanent resident and applies under KRS 186.4121. A permanent resident follows the same steps as a U.S. citizen and pays the regular fee, which is $43 for an 8-year standard license.

How long is my Kentucky license valid if my immigration papers have no end date?

One year. Under KRS 186.4121, a license is valid for 1 year when your Homeland Security document is issued for an indefinite period and has no expiration date, unless you are a special status individual. The fee is the same as for a regular operator's license.

What if my immigration status changes after I get a Kentucky license?

Apply to update your license within 10 days. KRS 186.4121 says a license holder under that law must apply to the Transportation Cabinet in Frankfort or a Transportation Cabinet field office within 10 days of any change in immigration status.
