Foreign Driver's Licence in Manitoba: Exchange, Tests and GDL Credit

informational·how to guide·

Where these rules come from

The rules here come from the MPI Driver's Handbook page on Class 5 licensing requirements and its Authorized Instruction page, the MPI Class Licences brochure (18/08/2026), the MPI Graduated Driver Licensing guide (26/08/2026) and the MPI Establishing Your Identity guide. The law is The Drivers and Vehicles Act, C.C.S.M. c. D104, and the Driver Licensing Regulation, M.R. 47/2006. This guide is current as of 2026. Confirm the rules with Manitoba Public Insurance (mpi.mb.ca) before you drive.

Exchange, tests or Class 5A: which path fits your licence?

You hold a valid licence of an equivalent class from a reciprocal jurisdiction
MPI may waive the tests when you surrender that licence. Ask MPI if your jurisdiction is reciprocal.
Your licence is from a jurisdiction outside Canada and the U.S. whose licences are not exchangeable, and you are an experienced driver
You take a driver test for the class you want. The Graduated Driver Licensing (GDL) program does not apply to you, and you get a Class 5A (Authorized Instruction) licence.
Your home licence is a learner licence
You take the knowledge and vision tests, then get a Manitoba Learner Stage licence with credit for your learner time. You must be at least 16, unless you are enrolled in a high school driver education course.
You hold a foreign commercial licence and want to drive a truck or bus
Get a Manitoba commercial class licence before you drive any regulated vehicle in Manitoba.

How long can you drive on a foreign licence in Manitoba?

Under The Drivers and Vehicles Act, a new resident with a valid licence from outside Manitoba may drive that class of vehicle for the first three months after they become a resident. The law counts any licence from a competent authority outside Manitoba, so a licence from another country is included. A licence from another province follows the same rule, and the guide to moving to Manitoba covers that exchange.
Your time ends sooner if your home licence expires, or when you get a Manitoba 5L or 5A licence. On a home learner licence, you must also drive with a supervising driver.

How to get a Manitoba licence when your licence is not exchangeable

  1. 1
Register as an MPI customer and show your identification documents. An Autopac agent is the most convenient place to register.
  2. 2
Pay for the knowledge test and book it at an Autopac agent. All knowledge and road tests are by appointment only. The knowledge test costs CAD 12.
  3. 3
Pass the knowledge test on traffic laws, safe driving practices and road signs, and meet the vision and medical standards. The test is not open book, and you cannot use a phone or other electronic device.
  4. 4
Buy your licence: CAD 20 plus base driver premium charges of up to CAD 45, plus any applicable additional driver premium.
  5. 5
Practise with a supervising driver. Then take the road test in a vehicle in good working order, with a Vehicle Registration Certificate that shows it is registered and insured. The Class 5 road test costs CAD 35. On a 5A or 5L licence, you wait 14 days to retake a failed road test.

Why you need a supervising driver after you get a 5L or 5A

When MPI issues your 5L or 5A licence, you surrender the foreign licence and drive under the conditions of the Manitoba stage. So you can no longer drive alone.
On a Class 5A licence, you must be at least 16 and have no drugs or alcohol in your system. A qualified supervising driver must ride with you as the only front seat passenger. That person must hold a valid licence and must have held a Class 5F licence for at least three years.

GDL credit when you exchange a licence from another jurisdiction

Learner StageMore than nine monthsYou may take the road test immediately
Intermediate StageLess than 15 monthsIntermediate Stage. Your months count toward the 15-month stage (10 months held = 10 months credit)
Intermediate StageMore than 15 monthsFull Stage
Full StageAny timeFull Stage. Less than three years held: the drug and alcohol restriction applies

Can your years of driving count toward Manitoba's stages?

Yes. When you exchange your licence, MPI may give you credit for the time you held it in your home jurisdiction, as the table shows. Your learner or intermediate time then counts toward the Manitoba minimum, so you can reach the road test or the Full Stage sooner.
Full Stage time also decides when you can teach someone else. You may supervise a novice driver only after you have held a Full Stage licence for more than three years.

What ID to bring to MPI

  • Documents that prove your birth date, legal name, photograph, Manitoba residency and permanent address, and your entitlement to be in Canada.
  • Two documents that prove you live in Manitoba. Each address document must be dated within 90 days of your application.
  • Valid originals only. MPI does not take photocopies.
  • Not sure what to bring, or if your licence needs a translation? Call MPI at 204-985-7000 in Winnipeg or 1-800-665-2410 (toll-free) outside Winnipeg. The Manitoba ID guide lists the common documents.

Key takeaways

  • A licence from outside Canada and the U.S. works in Manitoba for the shorter of three months, until it expires, or until you get a 5L or 5A licence.
  • MPI may waive the tests only for a valid, equivalent licence from a reciprocal jurisdiction.
  • An experienced driver whose licence is not exchangeable takes the tests on a Class 5A licence, with a supervising driver. The knowledge test costs CAD 12 and the Class 5 road test CAD 35.
  • When you exchange, MPI may give credit for the time you held your licence at home.

Foreign licence in Manitoba: common questions

Can I drive a truck or bus in Manitoba on my foreign commercial licence?

No. Since February 10, 2025, a new Manitoba resident with a commercial licence from outside Canada or the U.S. must get a Manitoba commercial class licence before driving any regulated vehicle. Regulated vehicles include vehicles or trailers of 4,500 kg or more, and buses that carry 11 or more people, including the driver.

As an experienced driver, how soon can I retake a failed knowledge test?

A driver who is not in the GDL program may repeat the knowledge test the next working day. A driver in the GDL program waits seven days. Each test costs CAD 12, and you book it as an appointment at an Autopac agent.

Does a zero alcohol rule apply to me after I transfer my licence?

It depends on your licence. On a Class 5A licence, you must have no drugs or alcohol in your system. If MPI gives you a Full Stage licence and you held a Full Stage licence for less than three years, the drug and alcohol restriction applies to you.

Can my spouse supervise me if their licence is from another country?

Only if your spouse holds a valid Manitoba Class 1F, 2F, 3F, 4F or 5F licence and has held a full licence of Class 5 or higher for at least three years. Time on a licence from outside Manitoba that the registrar considers equivalent counts toward the three years. Your spouse must be the only other person in the front seat.

Which immigration documents can I use as ID at MPI?

The MPI list of acceptable documents includes a foreign passport with a Government of Canada immigration document, a Study Permit and a Work Permit. Bring valid originals. You also need two documents that prove your Manitoba address, each dated within 90 days of your application.
