Who Can Supervise a Class 5L Learner Driver in Manitoba?
Who can supervise a Class 5L learner driver in Manitoba?
A Manitoba Class 5L driver must always drive with a supervising driver. The supervisor must hold a valid Class 1F, 2F, 3F, 4F or 5F licence and have held a Full Stage licence for at least three years. The supervisor must be the only other person in the front seat, have blood alcohol under .05 (50 mg per 100 ml), not fail a drug test and be fit to drive.
Where the supervising driver rules come from
Manitoba Public Insurance (MPI) explains the rules in its Graduated Driver Licensing guide and in its online Driver's Handbook. The rules are in sections 21 and 22 of the Driver Licensing Regulation (M.R. 47/2006) under The Drivers and Vehicles Act, and in section 26.4 of The Highway Traffic Act. The alcohol and drug limits are in Manitoba Regulation 180/2000. This guide is current as of 2026. Where an MPI page words a rule differently, this guide follows the law. Confirm the rules with Manitoba Public Insurance (mpi.mb.ca) before you drive.
What a supervising driver must meet in Manitoba
- Hold a valid Class 1F, 2F, 3F, 4F or 5F licence. The F means the Full Stage.
- Have held a Full Stage (F) licence of Class 5 or higher for at least three years. Time on an out-of-province licence that the registrar considers equal also counts.
- Be the only person in the front seat besides you.
- Stay conscious and in a condition to lawfully drive at all times.
- Have a blood alcohol level under 50 mg per 100 ml of blood (.05), and not fail a drug-screening test.
- Give you on-road training and be ready to take control of the vehicle if necessary.
Can this person supervise you?
Who can ride with a Class 5L driver
| Person | Allowed? |
|---|---|
| Qualified supervising driver in the front seat | Required. A 5L driver must not drive a Class 5 vehicle without one |
| Any other person in the front seat | No. Only the supervising driver may sit there |
| Passengers in the back seat | Yes, but only in a seating position that has a seat belt |
| More back-seat passengers than working seat belts | No. Back-seat passengers are limited to the number of working seat belts |
Can a sibling or a new licence holder supervise?
Only after three years in the Full Stage. The law counts the time that a person has held a Full Stage (F) licence of Class 5 or higher. A 5L or 5I licence is not an F licence, so time in those stages does not count. A 19-year-old sibling who got a 5F licence last year cannot supervise you yet. Before you drive, ask your supervisor for the date of their first Full Stage licence.
How long a new driver waits before they can supervise
For a driver who starts in Manitoba, the shortest path has three parts. The 5L stage lasts at least 9 months. The 5I stage lasts at least 15 months. Then the driver needs three years in the Full Stage: at least 5 years in total from the first learner licence. The first 36 months of the Full Stage also have a zero alcohol and drug rule, which is a separate rule. The Class 5L learner licence guide explains the first stage, and a practice question on the GDL stages checks their order.
Alcohol, drugs and police checks for the supervisor
- The supervisor's limit is under .05. You, as a 5L driver, must have no drugs or alcohol in your system at all.
- On demand, a supervising driver must show their licence to a peace officer and give their correct name, date of birth and address.
Can a newcomer with a licence from another place supervise?
The law asks for a valid Class 1F to 5F licence. A new resident who held a Full Stage licence in their previous home jurisdiction gets a Manitoba Full Stage licence. Time on an out-of-province licence that the registrar considers equal counts toward the three years. A newcomer with less than three years in the Full Stage cannot supervise yet, and the zero alcohol and drug rule applies to them. The guide to moving to Manitoba with a driver's licence explains the exchange.
Does a Class 5A driver need a supervisor?
Yes. A person with a Class 5A (Authorized Instruction) licence must not drive unless a supervising driver is with them. The supervisor must be the only front-seat passenger, hold a valid Class 1F to 5F licence and have held a Full Stage (F) licence of Class 5 or higher for at least three years. Class 5A applies, for example, to experienced drivers who move to Manitoba and need driver examinations. The same rule applies to a driver with an out-of-province licence that the registrar considers equal to 5L or 5A. A practice question on the 5A restriction checks this rule.
When a Class 5I driver needs a supervising driver
| Time of day | Rule for a 5I driver |
|---|---|
| 5 a.m. to midnight | No more than one passenger in the front seat. Back-seat passengers only in seating positions with a seat belt |
| Midnight to 5 a.m., no supervising driver | No more than one passenger in the vehicle |
| Midnight to 5 a.m., with a supervising driver | Only the supervising driver in the front seat. Back-seat passengers only in seating positions with a seat belt |

Manitoba supervising driver: common questions
Can someone with a Class 4F or 3F licence supervise me?
Yes, if they meet the other rules. The law accepts a valid Class 1F, 2F, 3F, 4F or 5F licence. The person must also have held a Full Stage licence of Class 5 or higher for at least three years. Check the licence class and the date of the first Full Stage licence before you drive.
Can my supervisor sit in the back seat?
No. In a Class 5 vehicle, the supervisor must sit in the front seat, and no one else may sit there. Your other passengers ride in the back, each in a seating position with a seat belt. If your supervisor wants to move to the back, stop driving.
Can I drive alone with a 5L if I only go a short way?
No. Under The Highway Traffic Act, a 5L driver must not drive a Class 5 vehicle unless a supervising driver is in it. There is no exception for a short trip, so your supervisor must be in the vehicle for every drive.
Does my supervisor need to carry their licence?
Yes. A peace officer can ask a supervising driver to show their licence and to give their correct name, date of birth and address. The supervisor must do this on demand, so the licence must be with them on every practice drive.
Can my supervisor be charged if the rules are broken?
Yes. Both the supervising driver and the novice driver can be guilty of an offence when the novice driver rules are broken. If the charge against you is about your supervisor's licence or other qualifications, it is a defence that you took all reasonable measures to comply. So ask to see their licence before you drive.
