Moving to Ohio: Get Your Ohio Driver's License Within 30 Days

informational·how to guide·

Where the Ohio new-resident facts come from

The Ohio Bureau of Motor Vehicles (BMV), part of the Ohio Department of Public Safety, sets the transfer steps on its New to Ohio page. The 30-day rule is in Ohio Revised Code 4507.213. The test exemption for a valid license is in Ohio Revised Code 4507.05. Other details come from the BMV pages on fees, acceptable documents, non-U.S. citizens and first-time drivers, and from Ohio Revised Code 4507.21 on driver training. This guide is current as of 2026. Confirm the rules with the Ohio BMV (bmv.ohio.gov) before you drive.

When does the 30-day clock start?

The BMV says you are an Ohio resident when you take a job, sign a lease, buy a home or enroll children in school. The law also counts a person who keeps a principal residence in Ohio (not because of active U.S. military service) or whom the registrar finds to be a resident.
From that day you have 30 days to transfer your out-of-state license or ID card, vehicle title and registration. By law you must also surrender the other state's license or permit within those 30 days.

How to transfer an unexpired out-of-state license to Ohio

  1. 1
    Check that you qualify

You are 16 or older and your out-of-state license is unexpired. These steps are for a regular license, not a commercial driver license (CDL).

  2. 2
    Gather your documents

You need documents that prove your legal name, date of birth, Social Security number, citizenship or legal presence, and Ohio home address. For a compliant card, two documents from different sources must prove the Ohio address.

  3. 3
    Fill out form BMV 5745

This is the application. You can fill it out before your visit or complete it when the license is issued.

  4. 4
Go to a deputy registrar license agency

Bring the unexpired out-of-state license and your documents. Any deputy registrar license agency can do the transfer.

  5. 5
Pass the vision screening and surrender the old license

You complete a vision screening to show that you meet Ohio vision standards. The law requires you to surrender the license from the other state.

Do I have to take the tests again?

Not with an unexpired license. Ohio Revised Code 4507.05(D) exempts a person with a valid, current license from a recognized jurisdiction from the permit, the permit test and the regular license examination. Three conditions apply: you pass the vision screening, you surrender the other license, and you meet the other requirements for an Ohio license. If you do not meet all of them, you must take the regular examination.

What to do in your situation

You are under 18
A parent or legal guardian must come with you as cosigner. The cosigner must be willing to assume financial responsibility.
Your out-of-state license is expired, or you never had a license
You must complete the testing process. Pass the knowledge test (40 multiple-choice questions, 75 percent to pass) and the vision screening. Buy the temporary instruction permit identification card (TIPIC) within 60 days of the pass. Then pass the driving and skills tests and buy the license within 60 days. The question on buying the TIPIC after passing shows the 60-day limit.
You must test and you are under 21
The law requires an approved driver training course and a 50-hour driving affidavit, with 10 hours at night. The class at a licensed driver training school has 24 hours of classroom or online instruction and 8 hours of driving. Under 18, you also hold the TIPIC for at least six months. See the Ohio driver's ed rules under 21.
You must test and you are 18 or older
With a TIPIC, you practice only with a licensed driver age 21 or older. The question on a 20-year-old roommate as a supervisor shows how that rule works.

Title and register your vehicle in Ohio

  • Same 30 days. The 30-day window covers your vehicle title and registration, not only your license.
  • Title first. Transfer the out-of-state title at any County Clerk of Courts Title Office. You need the Ohio title before you can register the vehicle.
  • Then register. Go to any deputy registrar license agency with the Ohio title (or a memorandum title or electronic title receipt) and an Ohio license, Ohio ID card or proof of your Social Security number.

If you are not a U.S. citizen

  • Green card holders. A valid Permanent Resident Card (Form I-551) gets you a regular Ohio license, valid for four or eight years.
  • Students, workers and other non-citizens. You get a limited term license. It expires on the same date as your USCIS document, even when federal grace periods extend that date.
  • Where it works. You can drive in Ohio and other states with a limited term license, but you cannot renew it in Ohio or transfer it to another state.
  • What to show. Bring current USCIS documents and proof of Ohio residency each time the card is issued. Your Ohio card uses the name on your USCIS documents.
  • Status check. The BMV checks your status in the USCIS SAVE system before it issues or renews a TIPIC, license or ID. If USCIS does not verify it, you get no card and a denial letter.

Driver training for limited term applicants

The law says a person 21 or older who applies for an initial limited term license needs an approved driver training course and an affidavit of at least 50 driving hours, 10 at night, signed by an adult with a current Ohio license who rode along. Applicants from a country with a reciprocal arrangement with the registrar are exempt. Since June 30, 2025, the BMV tells limited term applicants to visit the Ohio Traffic Safety Office about driver training and to bring form BMV 5791 to the driving test. The 50-hour affidavit guide explains the log.
With a license from another country and a TIPIC, you drive only with a licensed driver 21 or older.

Key takeaways

  • You have 30 days after you become an Ohio resident to transfer your license, title and registration.
  • With an unexpired license at 16 or older, you pass a vision screening at a deputy registrar and surrender the old license. No knowledge or driving test.
  • An expired license or no license means the full testing process. Under 21, add driver training and 50 logged hours.
  • Title the car at a County Clerk of Courts Title Office first, then register it at a deputy registrar.
  • Next step: if you must test, practice on the free Ohio temps (Class D knowledge) practice test. Its questions are in English only.

Moving to Ohio: common questions

What happens if I wait longer than 30 days to switch my license?

Missing the 30-day rule is a minor misdemeanor under Ohio Revised Code 4507.213, and the law calls it a strict liability offense. Also, once 30 days pass without an application for an Ohio license or permit, your other state's license no longer lets you drive in Ohio.

Can I get an Ohio ID card instead of a driver's license?

Yes. If you have no out-of-state license to transfer, you can get an Ohio ID card for identification. Bring the same identity documents, plus your out-of-state ID if you have one, to any deputy registrar license agency. Under 18, a parent or legal guardian must come with you as cosigner.

Do I need an E-Check to register my car in Ohio?

Only in a county that requires E-Check. There, you bring an E-Check certificate to the deputy registrar. You also need a tax ID number if the vehicle is titled in a business name, and the lease agreement and power of attorney documents if it is leased.

What documents do international students bring to the Ohio BMV?

Common proof of legal presence for students is a valid passport, visa, I-94, DS-2019 or I-20, plus proof of your Social Security number if one was ever assigned. Also bring proof of Ohio residency. Your limited term license expires with your USCIS document.

Can I transfer a commercial driver license (CDL) to Ohio?

Yes, if it is unexpired. Go first to a driver exam station with the CDL and your documents and pass a vision screening. With a HAZMAT or School Bus endorsement, you also take that endorsement's knowledge test. Then bring the CDL, documents and form BMV 2159 to a deputy registrar license agency.
