Nebraska School Permit (SCP): Who Qualifies and Where You Can Drive
Who can get a School Permit in Nebraska, and where can you drive with it?
A Nebraska School Permit (SCP) is for a teen 14 years 2 months to under 16 years 3 months old who lives or attends school outside a city of 5,000 or more. You need 2 months on a learner's permit and a driver safety course or 50 practice hours. Alone, you may drive only to school and school activities. Otherwise, a licensed driver 21 or older must sit beside you.
Where the Nebraska School Permit facts come from
The age, city rule, tests, fee and driving limits come from the Nebraska DMV School Permit page. The LPE rules come from the DMV School Learner's Permit page, the 50 hours from the DMV 50 Hour Certification form, and the POP rules from the DMV Provisional Operator's Permit page. The law text comes from Nebraska Revised Statutes section 60-4,124. The seat belt fine, the phone fine and the points come from the Nebraska Driver's Manual (January 2025). Facts are as of 2026. Confirm the rules with the Nebraska DMV (dmv.nebraska.gov) before you drive.
Who qualifies for a Nebraska School Permit
- Age: at least 14 years and 2 months, and younger than 16 years and 3 months when the permit is issued.
- Where you live or learn: you live outside a city of 5,000 or more, or you attend a school outside a city of 5,000 or more. If you are not sure about your town, ask a driver licensing office.
- Permit time: you held a School Learner's Permit (LPE) or a Learner's Permit (LPD), or both, for at least 2 months.
- Training: you finished a DMV-approved driver safety course, or you have a 50 Hour Certification form.
What is the School Learner's Permit (LPE)?
The School Learner's Permit (LPE) lets a student legally practice driving for a School Permit. To get it, you must meet all School Permit rules, and you may not apply before your 14th birthday. You pass a vision test and a written test, and an original LPE costs $13. It is valid for six months. Whenever you drive on it, a licensed driver at least 21 years old must sit in the seat beside you. Hold it for at least 2 months before you apply, so an LPE issued on your 14th birthday lets you apply at 14 years 2 months at the earliest.
Driver safety course or 50 hours: which path do you take?
How to log the 50 hours
Get the 50 Hour Certification form from the DMV. It asks for 50 hours of lawful driving, with at least 10 hours between sunset and sunrise. All 50 hours must be with a parent, guardian or adult at least 21 years old who has a current Nebraska license or a license from another state. A parent, guardian or licensed driver at least 21 signs the form. Keep a simple log as you go, so the total is clear when you apply. Our guide to the 50-hour form and the driver safety course compares the two paths in more detail.

Where can you drive with a School Permit?
Alone, you may drive to and from the school you attend, and between schools where you are enrolled. Use the most direct and accessible route by the nearest highway from your home. The trip must take you, or a family member who lives with you, to classes or school activities. The law also lets the route lead to property the school uses for school events. For every other trip, a licensed driver at least 21 years old, licensed in Nebraska or another state, must sit in the seat beside you.

Phone, seat belt and penalty rules
Everyone in the vehicle must ride secured, including you. The law bans any type of interactive wireless device while you drive. Police enforce that ban only as a secondary action, when you are cited or charged for another violation. The Driver's Manual says a first phone offense carries a $200 fine, and it assesses 1 point for a School Permit phone violation. Breaking the permit terms is an infraction, and you cannot get another school, farm, LPD or LPE permit until age 16. Try our free question on a permit holder and a phone call.
What comes after the School Permit
The School Permit expires at 16 years and 3 months. The minimum age for a Provisional Operator's Permit (POP) is 16. You must have held an LPE, School Permit or LPD for at least six months, with fewer than three points in the six months before you apply. You also need a driver safety course or the 50 hour form. Our free question on the permit time before a POP checks that rule, and our guide to the Nebraska Provisional Operator's Permit explains the POP limits.

Nebraska School Permit: common questions
Can I drive to work or a friend's house with a School Permit?
Only with a licensed driver who is at least 21 years old in the seat beside you. That driver can hold a Nebraska license or a license from another state. Alone, a School Permit covers only the direct route to and from your school, between your schools, and to classes and school activities.
Can I give my friends a ride with a School Permit?
The Driver's Manual says a School Permit holder may carry only family members who live with the holder, to the school the holder attends. So a brother or sister who lives with you can ride to school with you. The manual assesses 1 point for a School Permit passenger violation, and everyone in the car must wear a seat belt.
Can I drive myself to a school game or practice?
Yes, if it is a class, an extracurricular activity or a school-related activity of the school you attend. The law also covers property that your school uses for school events. Take the most direct and accessible route by the nearest highway from your home. A family member who lives with you may come along.
Can I get my Nebraska School Permit online?
Yes, if you held an LPE, an LPD or both for at least two months, finished a DMV-approved driver safety course, are 14 years 2 months to under 16 years 3 months old, and meet the other School Permit rules. If you use a 50 Hour Certification form instead, you take the vision and drive tests with the DMV.
