Newfoundland Driver's Licence Cost: Learner, Road Test and Licence Fees

informational·how to guide·

Where these fees come from

The fees are in the Motor Registration Division (MRD) Fees Policy (updated December 21, 2023), made under the Highway Traffic Act. Refund steps come from the MRD refunds page, and road test payment rules from the MRD licence application page. Facts are current as of 2026. Confirm the rules with the Motor Registration Division (gov.nl.ca/motorregistration) before you drive.

What the fees add up to from learner to full licence

Here is one path at the regular fees. You hold a Class 5I licence (CAD 60), take one Class 5 road test (CAD 78) and then buy a 5-year Class 5 or Class 5II licence (CAD 125). These three fees add up to CAD 60 + CAD 78 + CAD 125 = CAD 263. The Class 5I licence is valid for two years, so plan the road test inside that time.

Class 5 road test: when to pay and what to bring

  1. 1
    Hold Class 5I long enough

You can apply for a road test after 12 months as a Class 5I driver. With a driver training course at an approved driving school, the wait is eight months.

  2. 2
    Make a road test appointment

Make the appointment before your Class 5I period ends. The road test fee is CAD 78 (CAD 39 for seniors).

  3. 3
Pay at least 24 hours before the test

Delays in processing your receipt can cancel the appointment, so do not pay at the last minute.

  4. 4
    Bring the right papers

Take your payment receipt, a valid Class 5I licence, a valid insurance policy and the registration certificate for the test vehicle. A free question explains what to bring to the road test.

  5. 5
    Know what the test covers

The Class 5 road test guide explains the test itself.

How to ask for a refund

Email mrdrefunds@gov.nl.ca, fax 709-729-0102, or write to Motor Registration at PO Box 8710, St. John's, NL, A1B 4J5. Include your driver's licence card, the reason for your request, your return address and a phone number or email address. Allow 4 to 6 weeks for processing. Because the amount falls as the licence ages, a refund late in the 5 years is smaller or none, so ask the MRD before you surrender.

How to pay driver's licence fees in Newfoundland and Labrador

The Driver/Photo ID application form lists cash (in person only), credit card (mail or in person only), cheque and money order. Make a cheque or money order payable to Newfoundland Exchequer. After MRD receives your application, you get a temporary driver's licence document and the card comes by mail. After a non-sufficient funds cheque or a card chargeback, later MRD transactions are by cash, certified cheque or money order only, and a CAD 25 fee per transaction may apply.

Newfoundland and Labrador licence fees: common questions

Do seniors pay less for a driver's licence in Newfoundland and Labrador?

Yes. A senior is a person 65 years or older. A senior pays CAD 26 for a Class 5I licence, CAD 39 for the road test, CAD 65 for a 5-year licence and CAD 16 for a photo ID card. Reinstatement costs CAD 200 for everyone.

Is it cheaper to renew my driver's licence online?

Yes. The CAD 125 fee for a 5-year Class 5, 5II, 6 or 6II licence drops to CAD 115 when you renew your driver's licence online. That saves CAD 10.

How much does it cost to replace a lost driver's licence?

A replacement driver's licence costs CAD 25, or CAD 10 for a senior. If your licence is lost, stolen, destroyed or unreadable, apply for a replacement right away at a Motor Registration office, in person or by email. If it was stolen, report it to the police first and give the police report number with your request.

How much does it cost to get my licence back after a suspension?

Driver's licence reinstatement costs CAD 200, and seniors pay the same CAD 200. A novice driver (Class 5I or Class 5II) who is suspended for any reason must apply to the Registrar to ask for reinstatement of driving privileges.

Can I pay for my licence by cheque?

Yes. The Driver/Photo ID application form lists cheque and money order, payable to Newfoundland Exchequer. It also lists cash, which is accepted in person only, and credit card by mail or in person.
