Getting a Driver's License in NJ at 21 or Older: Steps and Timeline

informational·how to guide·

Where these New Jersey rules come from

The rules come from the New Jersey Driver Manual (2026), the MVC first driver license page and the MVC news release of January 31, 2025. Fee, vision test, road test and Graduated Driver License (GDL) details come from other New Jersey Motor Vehicle Commission (MVC) pages. This guide is current as of 2026. Confirm the rules with the New Jersey Motor Vehicle Commission (nj.gov/mvc) before you drive.

Steps for a first license at 21 or older in New Jersey

  1. 1
    Get an examination permit

Any New Jersey resident who is at least 17 and not in suspension can buy one at a Licensing Center. You do not need to be a student or have an instructor. Bring your 6 Points of ID as paper documents. The permit costs $10 and is valid for two years.

  2. 2
Pass the knowledge test and the vision test

The knowledge test has 50 questions, and you need 40 correct (80 percent). For vision you need 20/50 acuity, with or without glasses. After a failed knowledge test you can retest in 7 days.

  3. 3
    Get the permit validated

After you pass both tests, the MVC validates your permit for practice driving. Do not practice before the permit is validated.

  4. 4
Practice with a supervising driver for three months

Your supervising driver must sit in the front seat, be at least 21, hold a valid New Jersey license and have at least three years of driving experience.

  5. 5
Book and pass the road test

You need an appointment, which you can make online. The test takes about 10 to 15 minutes.

  6. 6
    Get your probationary license

After you pass, the examiner endorses your permit. Take the stamped permit and your documents to the test site (if it issues licenses) or to any Licensing Center. You need no appointment.

  7. 7
Drive on your own for one year

Drive unsupervised with the probationary license for at least one year. Then pay the fee and upgrade to a basic driver license.

How long must you practice at 21 or older?

Practice for at least three months with your supervising driver before your road test. The three months must pass without suspensions or postponements. Drivers under 21 must practice for six months, and drive at least 50 hours if the permit was issued on or after February 1, 2025. Ask the MVC which date your three months start from, and check the date on your permit. A sample question on how long an adult must practice tests this rule.

Does the 50-hour rule apply to you?

You were 21 or older when the MVC issued your permit
No. The 50-hour rule does not apply to you, and you do not need to submit a Certification of Supervised Driving (form BA-CSD).
You got your permit on or after February 1, 2025, before you turned 21, and now apply for the license at 21 or older
The MVC FAQ says you must still submit the 50-hour certification. Bring the signed BA-CSD form to your road test and when you get your probationary license.

What to bring to the road test at 21 or older

Bring your valid examination permit, the same 6 Points of ID you used for the permit, and a New Jersey licensed driver who is at least 21 and has held a New Jersey license for at least three years. The car must be registered, with a current inspection sticker and an insurance card. If you fail, wait at least 14 days before you test again. Our guide to the New Jersey road test lists the skills tested and the reasons a car is refused.

How to upgrade to a basic driver license

The MVC first-license page offers the upgrade online after one year of unsupervised driving. The manual says to visit a Licensing Center and pay the required fee. Check which way the MVC offers you when your year ends. If you do not upgrade within 3.5 years, make an appointment at a Licensing Center to renew your probationary license. Our guide to the New Jersey probationary license covers the rules for that year.

Key takeaways

  • Every first-time driver in New Jersey follows the Graduated Driver License (GDL) program. At 21 or older, the practice time is three months, not six.
  • Buy an examination permit ($10, valid two years), then pass the vision test and the knowledge test (40 of 50 correct).
  • Practice with a supervising driver for at least three months, pass the road test, then drive one year on a probationary license.
  • The curfew, passenger and decal limits do not apply at 21 or older. The 50-hour rule does not apply if you were 21 or older when the permit was issued.
  • Next step: practice the traffic laws and signs on the free New Jersey basic auto learner permit practice test.

Adult license in New Jersey: common questions

Can I drive alone or at night with my examination permit at 21 or older?

You cannot drive alone. A qualified supervising driver must sit in the front seat each time you drive. Night practice is allowed: at 21 or older, the rule against driving from 11:01 p.m. to 5:00 a.m. does not apply to you. You and all passengers must wear seat belts.

Can I skip the permit if I am 30 and have never had a license?

No. Every person who has never had a driver license must complete the Graduated Driver License (GDL) program, at any age. At 21 or older you get the same examination permit and take the same tests, but you practice for three months instead of six.

Can I use a driving school car or a rental car for my road test?

Yes. You can rent a driving school car for the road test. A rental car is acceptable only if you are on the rental contract as an additional driver and are of contract age. The examiner must be able to reach the foot brake or the parking brake, and the MVC denies a self-parking vehicle.

How long do I have to finish all the steps?

You have two years from the day you get your permit to finish the steps and get your probationary license. If the two years pass first, you must get a new permit. Plan your road test so that the three months of practice fit well inside that time.
