NC Level 2 Limited Provisional License: Log, Curfew, Passengers
When can you get a North Carolina Level 2 limited provisional license?
You can get a North Carolina Level 2 limited provisional license at 16 or 17. You must hold your Level 1 limited learner permit for 9 months, have no moving violation, seat belt or mobile phone conviction in the last six months, and log at least 60 hours of driving. The Driver Handbook says at least 10 of those hours must be at night. Then you pass a road test.
Where these North Carolina rules come from
The rules come from the NCDMV Level 2 page, the 2026 North Carolina Driver Handbook and the NCDMV appointments page. Other NCDMV pages and a September 2025 NCDOT news release add the details on walk-ins, Level 3 and school road tests. This guide is current as of 2026. Confirm the rules with the North Carolina DMV (ncdot.gov/dmv) before you drive.
What you need before the Level 2 road test
- Be 16 or 17 years old.
- Hold your Level 1 limited learner permit for 9 months.
- Have no convictions for moving violations, seat belt violations or mobile phone violations in the last six months.
- Complete and log at least 60 hours of driving, with at least 10 hours at night.
- No Driving Eligibility Certificate: NCDMV ended that requirement for teen drivers on Oct. 1, 2026.
Steps from a Level 1 permit to a Level 2 license
- 1Hold the permit for 9 months
Count 9 months from the day you got your Level 1 permit. A conviction in the six months before you apply stops the upgrade.
- 2Complete the driving log
Write down each drive that you make with your supervising driver. The supervising driver signs the log.
- 3Choose where to take the road test
You can test at a certified driver education school or at an NCDMV driver license office. Each school sets the price of its road test.
- 4Gather your items
Collect the items in the road test checklist further down this page.
- 5Pass the road test
Take the test with a parent or guardian present. If you test at a school, the school gives you a certificate when you pass.
- 6Pay the fee and wait for your card
Pay the Level 2 fee of $25.50 (U.S. dollars) as of 2026. NCDMV then mails your license.
How does the 60-hour driving log work?
Your driving log must show at least 60 hours, and at least 10 of them must be at night. Night driving means driving after sunset, when there is no daylight. Your supervising driver signs the log, and it goes to NCDMV when you apply. At a driver license office, a digital or a printed copy is accepted. Extra daytime hours do not replace night hours: a free practice question about a 64-hour log with only 6 night hours shows why that log still falls short.
Can you drive alone right now with a Level 2 license?
Who can be your supervising driver after 9 p.m.?
The supervising driver must be a parent or legal guardian, a grandparent, or an adult that a parent or guardian approved. The person must be a licensed driver, must have held a license for five years and must sit next to you. If the supervising driver is not your parent, guardian or grandparent, a parent or legal guardian must approve that person.
Passenger rules when you drive alone on Level 2
| Passengers | What North Carolina allows |
|---|---|
| Under 21, not in your household | One passenger |
| A second under-21 passenger from outside your household | Allowed only if that person is a student and you drive directly to or from school |
| Only members of your household | No under-21 limit |
| Under-21 household members and under-21 non-household members together | Not allowed |
| Every passenger | A seat belt or a child safety seat |
How many passengers can you carry on Level 2?
The limits in the table apply when you drive without a supervising driver. The passenger limits count only passengers under 21, but the seat belt rule covers everyone. A practice question about two 16-year-old friends from other households shows the one-passenger limit.
Can you use a phone on a Level 2 license?
The Driver Handbook says that you may not use a cell phone, or other technology linked to a cell phone, while you drive on a public street, highway or public vehicular area. You may call about an emergency: an emergency response operator, a hospital, a doctor's office or health clinic, an ambulance service, a fire department, the police, or your parent, legal guardian or spouse. The NCDMV Level 2 page states the rule more widely: mobile devices are prohibited while in the vehicle.
What to bring to the Level 2 road test at a driver license office
- Your Level 1 learner permit.
- Your driving log with at least 60 hours, digital or printed.
- Proof of liability insurance in your name from a provider licensed in North Carolina. You can be listed on the vehicle owner's policy. An image on a mobile device is not accepted.
- Your own vehicle and a copy of its registration, printed or downloaded to your device. The vehicle must pass the pre-trip inspection.
- A parent or guardian. Anyone else needs written consent from a parent or guardian to act as your supervising driver.
- The school's road test certificate, if you passed the road test at a certified driver education school.
Do you need an appointment for the Level 2 road test?
No. An appointment is not necessary, and every driver license office takes walk-ins from open to close or until the office reaches capacity. At the office, check in with your cell phone, then wait in your vehicle or at a nearby business. Online, you can book up to seven days ahead. Choose the Teen Driver appointment type, confirm within 15 minutes and arrive 5 to 10 minutes early. A late arrival of 15 minutes or more cancels the appointment. The NC road test guide explains what the test checks.
What comes after Level 2?
After at least six months with a Level 2 license, you can upgrade to a Level 3 full provisional license. You must again have no moving violation, seat belt or mobile phone conviction in the last six months. Level 3 removes the time, supervision and passenger limits of Levels 1 and 2. See the full provisional license guide for the Level 3 steps.

NC Level 2 license: common questions
Can my brother or sister ride with me on a Level 2 license?
Yes. When every passenger lives in your household, the under-21 limit does not apply, so you can drive your younger brothers and sisters. When you drive alone, you cannot mix the two groups: if a brother or sister under 21 rides with you, a friend under 21 from another household cannot ride at the same time.
Can I drive home from work after 9 p.m. on a Level 2 license?
Yes. You can drive without a supervising driver at any hour when you drive directly to or from work. The same rule covers a direct trip to or from a volunteer fire, rescue or emergency medical service, if you are a member. For any other trip between 9 p.m. and 5 a.m., a supervising driver must sit next to you.
How long does the Level 2 license take to arrive?
NCDMV mails the license within 20 business days. At the driver license office you get a Temporary Driving Certificate. You use that certificate to drive until your Level 2 card arrives in the mail.
Do I need Level 3 if I turn 18 while I have a Level 2 license?
No. Once you turn 18, you can upgrade a Level 2 limited provisional license directly to a regular Class C license online. You do not need to get a Level 3 full provisional license first.
Can I show my insurance card on my phone at the Level 2 road test?
No. NCDMV does not accept an image on a mobile device as proof of liability insurance for the Level 2 road test. Bring proof of liability insurance in your name from a provider licensed in North Carolina. You can be listed as an insured driver on the vehicle owner's policy.
