NC Level 3 Full Provisional License: Online Upgrade and Class C at 18

informational·how to guide·

Where these Level 3 rules come from

The North Carolina Division of Motor Vehicles (NCDMV, part of NCDOT) sets the steps and fees on its Level 3 Full Provisional License page. The phone, alcohol and seat belt rules come from the 2026 North Carolina Driver Handbook, and the Level 2 page covers the direct Class C route at 18. The appointment, mail and license term details come from other NCDMV pages, and the phone fine comes from the NCDOT driving laws page. Rules and fees are as of 2026. Confirm the rules with the North Carolina DMV (ncdot.gov/dmv) before you drive.

Who can upgrade to a Level 3 license

  • You are 16 or 17 years old.
  • You have held your Level 2 limited provisional license for at least six months. If you are still learning the Level 2 limits, read our guide to the North Carolina limited provisional license.
  • You have no convictions for moving violations and no seat belt or mobile phone infractions in the last six months.

Can you upgrade to Level 3 online in North Carolina?

Yes. NCDMV calls online the easiest and fastest way to get a full provisional license. Before you start, have your current Level 2 license in your hand and a parent or guardian next to you to help you complete the upgrade. On the NCDMV Level 3 page, use the "Upgrade to a Full Provisional License Online" button. If you prefer, you can do the same upgrade at a driver license office.

Steps to upgrade from Level 2 to Level 3

  1. 1
Count six months at Level 2

Find the date on which you got your Level 2 license and add six months. A moving violation conviction, or a seat belt or phone infraction, in the last six months stops the upgrade, so wait until you have six clean months.

  2. 2
    Check your license status

Look up your license status in MyDMV. If it shows suspended or revoked, there may be another issue with your license, so contact NCDMV before you upgrade. A license suspended for academic grades or report cards must be reinstated; ask NCDMV if that applies to you.

  3. 3
Upgrade online, or book an office visit

Finish the upgrade online with your parent or guardian. For an office visit, book an appointment up to seven days ahead and choose Teen Driver - Full Provisional License. Confirm the booking within 15 minutes of the text or email, or the system releases it.

  4. 4
Pay the fee and watch the mail

Pay the fee for your age from the table below. NCDMV then mails your new license to you.

Level 3 driving rules: what changes and what stays

  • You can drive unsupervised at any time. The Level 1 and Level 2 limits on driving hours, supervision and passengers end.
  • If you are under 18, the handbook says you may not use a cell phone, or technology connected to a cell phone, while you drive on a public street, highway or public vehicular area. In an emergency, you may call an emergency response operator, a hospital or doctor, an ambulance service, a fire department, a law enforcement agency, or your parent, legal guardian or spouse. Our free question on phone use for drivers under 18 tests this rule.
  • Every person in the car must have a seat belt properly fastened while the car moves.
  • If you are under 18 and are convicted of driving after or while consuming any amount of alcohol or drugs, your license is revoked for one year.
  • For what a moving violation conviction can do to your license, read our guide to North Carolina provisional license suspension.

North Carolina Level 3 license: common questions

Can I upgrade at a driver license office instead of online?

Yes. Bring your current Level 2 license and a parent or guardian. If another adult comes with you instead, that person needs written consent from your parent or guardian to act as your supervising driver. Be on time: if you arrive 15 or more minutes after your appointment time, the appointment is cancelled.

When will my Level 3 license come in the mail?

NCDMV makes licenses at one central location and mails them in an unmarked envelope, so watch for a plain envelope. If you get a 60-day Temporary Driving Certificate, you can drive with it while you wait, but you cannot use it as ID. If the card has not come when the certificate expires, call NCDMV customer service at (919) 715-7000.

Can I drive my friends around with a Level 3 license?

Yes. The Level 2 passenger limits do not apply to a full provisional license, so friends can ride with you without a supervising driver. Each person in the car must wear a fastened seat belt while you drive, and if you are under 18, you still may not use your phone except for emergency calls.

What is the fine for using a phone while driving under 18?

As of 2026, a driver under 18 who uses a mobile phone while driving pays a $25 fine, with no driver license points, insurance surcharge or court costs, says NCDOT. At Level 2, a phone infraction also matters for your next step: one in the last six months stops your upgrade to Level 3.

I am 18 now. Can I drive after one drink?

No. A driver under 21 who is convicted of driving with any amount of alcohol or drugs in the body has the license revoked for one year. This applies with a Level 3 license and with a Class C license. Try the free under-21 alcohol question to check your knowledge.
