NY 5-Hour Pre-Licensing Course vs Driver's Ed: Which Do You Need?

informational·how to guide·

Where this information comes from

The facts here come from the New York State DMV pages on pre-licensing requirements, the Pre-Licensing Course and how to schedule and take a road test. We also used the DMV list of online course providers, the DMV pages on the Graduated License Law, information for parents and driving in New York State, and the New York State Driver's Manual (MV-21). This guide is current as of 2026. Confirm the rules with the New York State DMV (dmv.ny.gov) before you drive.

Which one do you need?

You are a new driver and you did not take driver education at school
Take the 5-hour Pre-Licensing Course before you take the road test and apply for a license.
You finished a 48-hour driver education program at a local high school or college
You do not need the 5-hour course: every high school or college driver education course meets the safe driving course requirement. Use the MV-285 from your instructor to schedule the road test.
You moved to New York and never had a driver license in your home country
To get a New York license, you must pass a written test, complete the 5-hour course and pass a road test.
You already have a valid New York driver license and you apply to amend to another license class
You need neither a Pre-Licensing Course certificate nor a Student Certificate of Completion.

What the 5-hour course covers, and what it does not

The course gives you the knowledge you need as a new driver. It covers driving within the highway transportation system, driver habits and skills, feelings, attitudes and risk-taking, and alcohol, other drugs and driving. It does not give you hands-on driving instruction, and it does not prepare you for the road test. For behind-the-wheel lessons, find a licensed driving school with the DMV driving school locator.

How to go from learner permit to road test

  1. 1
    Get your learner permit

Pass the written permit test and get your New York State learner permit. You must have a valid permit before you begin the course, in every format.

  2. 2
Find a school that gives the course

Not all driving schools give the course. Search online for "Driving Instruction" or use the DMV driving school locator. Contact the school to confirm that it gives the course and in which format.

  3. 3
    Finish the course

Take the classroom, live virtual or online course. The classroom and virtual courses end with an MV-278 certificate.

  4. 4
    Schedule the road test

You need a valid learner permit and an original, unexpired MV-278 or MV-285. After the online course, your completion on your permit record takes the place of a certificate. If you are under 18, you must wait at least 6 months from the date of your learner permit.

  5. 5
    Take the road test

Bring the documents in the list below. Our guide to the New York road test covers the test itself.

Where to take the course: classroom, virtual or online

Many driving schools, high schools and colleges give the classroom course and the distance learning (virtual classroom) course. You must be at least 16 for both. The virtual course is taught live, in real time, with face-to-face contact with the instructor, so you need a device that connects to the internet and works with a web conferencing platform. The Online Pre-Licensing Course comes from DMV-approved providers in an internet pilot program. It is open only to people who are at least 18 and hold a valid New York photo learner permit.

How long is the course certificate valid?

Your Pre-Licensing Course Certificate (MV-278) is valid for one year from the date it is issued. A Student Certificate of Completion of Driver Education (MV-285) is valid for two years. The certificate must be valid on the day you make your road test appointment. If your MV-278 expires, you must take the course again to get the certificate you need to schedule a road test.

What to bring to the road test

  • Your original MV-278, if you took the classroom or virtual course. Copies are not acceptable, and you turn in the original to the license examiner.
  • Your MV-285, if you finished driver education. You can give it with your junior permit to the license examiner at the road test.
  • No course certificate, if you took the online course. The DMV already has your completion on your permit record.
  • Your physical photo learner permit.
  • If you are under 18, the MV-262 Certification of Supervised Driving, completed by your parent or guardian, at each road test. With a Class DJ or MJ permit, you need at least 50 hours of supervised practice, 15 of them after sunset. The practice question on supervised practice hours checks this rule.

Driver education and the senior license at 17

At 17, you are eligible for a senior license (Class D or M) if you have a junior license or limited junior license and you finished a state-approved driver education course. Bring your junior license and your MV-285 to any DMV office to change it. If you do not, junior restrictions apply until 18. In New York City, a Class DJ or MJ junior license does not let you drive in the five boroughs, but a 17-year-old with a Class D license may drive anywhere in the state. The practice question on the license class after driver education tests this.

Key takeaways

  • New drivers must finish the 5-hour Pre-Licensing Course before the road test, unless they finish a 48-hour driver education program at a local high school or college.
  • The MV-278 is valid for one year and the MV-285 for two years. The certificate must be valid on the day you book the road test.
  • Bring your original MV-278 or your MV-285 to the road test. After the online course, you bring no certificate.
  • Driver education can lead to a Class D senior license at 17. The 5-hour course alone cannot.

NY pre-licensing course: common questions

What if I lose my MV-278 certificate?

Contact the school that issued it and ask for a replacement. A photocopy will not work: the road test needs the original certificate, and the license examiner keeps it. If you took the online course, there is no paper certificate to lose, because the provider reports your completion to the DMV.

How soon can I book my road test after the online course?

The provider reports your completion to the DMV electronically, usually within 48 hours. When it is on your permit record, schedule the road test online or by phone at 1-518-402-2100. The scheduling system does not ask for a completion certificate. The online course is only for people 18 or older.

Can I take the 5-hour course in Spanish?

Yes, online. On the DMV list of approved online course providers, several providers are marked as available in English and Spanish. The online course is open only to people 18 or older with a valid New York photo learner permit. For a classroom or virtual course, ask the school which languages it teaches in.

Is the 5-hour course the same at every driving school?

Yes, the content is the same. The Pre-Licensing Course is a DMV-approved, standardized course, and all courses use the same curriculum content. The Pre-Licensing Course Student's Manual (MV-277.1) has the curriculum, so you can read it before the class and keep it as a reference.

Does a defensive driving course count instead of the 5-hour course?

No. The Point and Insurance Reduction Program, also called defensive driving, does not meet the safe driving course requirement. Take the 5-hour Pre-Licensing Course, or a high school or college driver education course.
