Ohio School Bus Stopping Law: When You Must Stop (2-Lane and 4-Lane Roads)
When do you have to stop for a school bus in Ohio?
In Ohio, stop at least 10 feet from the front or rear of a school bus that is stopped to pick up or drop off children, whether you come from behind it or toward it. Stay stopped until the bus moves or its driver signals you on. On a highway divided into four or more traffic lanes, oncoming traffic need not stop. The fine is up to $500 (U.S. dollars).
Where the Ohio school bus facts come from
The rule is Ohio Revised Code 4511.75 (ORC 4511.75), in the version that took effect September 30, 2025. The two-lane and four-lane guidance comes from the Ohio Department of Public Safety (ODPS) driver training curriculum. The ODPS abbreviated adult course curriculum adds the bus signal and school zone details, and the Ohio Bureau of Motor Vehicles (BMV) sample knowledge test has a question on this topic. This guide is current as of 2026. Confirm the rules with the Ohio BMV (bmv.ohio.gov) before you drive.
Who must stop for a school bus on 2-lane and 4-lane roads
| Road | Traffic that meets the bus (oncoming) | Traffic that overtakes the bus (same direction) |
|---|---|---|
| Two-lane road | Must stop | Must stop |
| Highway divided into four or more traffic lanes | Need not stop | Must stop |
Two-lane roads: traffic from both directions stops
The law says you stop when you meet or overtake the bus "from either direction." Its only exception is for a highway divided into four or more traffic lanes. On a two-lane road, the cars behind the bus and the cars coming toward it all stop, at least 10 feet from the bus.

Four or more lanes: the one case where you may keep going
Where a highway is divided into four or more traffic lanes, a driver who comes from the opposite direction need not stop. A driver who overtakes the bus, in the same direction, must still stop. Ohio driver training teaches the same result for four-lane highways with or without a median.
Question 6 of the BMV sample knowledge test asks which vehicles must stop on a highway divided into four traffic lanes. The rule above gives the answer. Practice it with our four-lane school bus question.
What to do when a school bus stops
- 1Look for the bus signals
Red flashing lights and a stop arm mean that the bus is loading or unloading children.
- 2Slow down and stop
Stop at least 10 feet from the front or rear of the bus, from either direction, unless you are oncoming traffic on a highway divided into four or more traffic lanes.
- 3Stay stopped
Do not go until the bus moves again or the bus driver signals you to go.
- 4Watch for children
Use caution near a stopped bus, also when the law does not make you stop.
Bus lights and the stop arm
Every Ohio school bus must have amber and red visual signals and an automatically extended stop warning sign, which most people call the stop arm. The bus driver must turn them on whenever, and only when, the bus is stopped or stopping on the road to load or unload children. In a designated loading area where the bus is fully off the road, or at the curb at a school building, the driver must not use them.
When the bus stops to load or unload, its red lights flash. Most buses have the red stop sign on the driver side.
Which buses and riders the Ohio law covers
- A bus stopped for school children.
- A bus stopped for people who go to programs of county boards of developmental disabilities or community boards of mental health.
- A bus stopped for children in a head start program.
- For head start children, a school bus is a bus that the head start agency owns and operates, with an approved stop warning sign, school bus paint and markings, and amber and red signals.
Penalty for passing a stopped school bus in Ohio
A driver who breaks the rule may be fined up to $500. You cannot send in a written guilty plea. You must appear in person in court.
The court or mayor may also order a class seven suspension of your driver license, commercial driver license, temporary instruction permit or probationary license, on top of any other penalty. Teens can read more in our guide to Ohio teen driver suspension rules.

Frequently Asked Questions
Do I have to stop if the school bus has no stop arm out?
Yes, when the bus is stopped to pick up or drop off children. Under Ohio law, it is no defense that the bus failed to display a stop arm or did not have one. If you see a stopped school bus with children getting on or off, stop at least 10 feet away.
Where do school buses drop off children on a four-lane highway in Ohio?
On the side of the highway where the children live. Ohio law says that school buses on divided highways, or on highways with four or more traffic lanes, must load and unload children on their residence side. On any road, the bus driver must not start the bus until each child who got off is at a place of safety on that side.
Do I have to stop for a head start van?
Not under the Ohio school bus stopping law. A van that a head start agency owns and operates is not a school bus under ORC 4511.75, whatever its color, lights or markings. A head start bus with an approved stop arm, school bus paint and markings, and amber and red signals does count. Near any vehicle where children get on or off, slow down.
Can I lose my temps or probationary license for passing a school bus?
Yes, it can happen. For a school bus violation, the court or mayor may order a class seven suspension of a temporary instruction permit (temps) or a probationary license. This is in addition to the fine of up to $500, and you must go to court in person to answer the charge.
Is the school zone speed limit 20 mph in Ohio?
The ODPS abbreviated adult course curriculum gives 20 mph as the school zone speed limit. Always obey the posted sign. School warning signs also tell you to watch for students who walk and for students who get on and off stopped buses.
