informational·how to guide·

Where the Oklahoma foreign license facts come from

The country list, the document rules and the waived tests come from Service Oklahoma's staff procedure A.02, Class D Transfers and staff procedure A.01. The rule for international permits comes from the Service Oklahoma new license page. The visitor rule and the Ireland rule come from Oklahoma Statutes Title 47, section 6-102; the test waiver and the license length come from sections 6-110 and 6-115. The fees, the documents and the drive test rules come from the Service Oklahoma transfer, adult license and required documents pages, the Oklahoma Driver Manual and the Service Oklahoma help center. This guide is current as of 2026. The country list sits in staff procedures that Service Oklahoma can change. Confirm the rules with Service Oklahoma (oklahoma.gov/service) before you drive.

Can you drive in Oklahoma on a foreign license as a visitor?

Yes. Oklahoma law lets a nonresident who is 16 or older drive if you are properly licensed in your home country and you carry your valid license. Service Oklahoma also accepts a valid international driver permit or license while you are only traveling through the state. Students who stay only for school can read our guide for international students.

What changes when you move to Oklahoma?

A home license and an international permit are for visits. If you intend to live in Oklahoma, Service Oklahoma says to apply for an Oklahoma license. A Service Oklahoma help article from May 2023 adds that Oklahoma does not recognize international licenses or permits for a person who moves here from another country to live permanently.

Which Oklahoma tests a foreign license holder takes

Your license is from Canada, France, Germany, South Korea, Taiwan or a U.S. territory
The written and drive tests are waived if your documents are valid. You still take the vision test. You must also show legal presence in the U.S., which Service Oklahoma checks through the SAVE program.
Your license is from any other country
You may need to take the written and drive tests. State law lets Service Oklahoma waive any part of the exam for a valid license from any country. Its rules waive the drive test only when that country's exam requirements are on file and meet or exceed Oklahoma's. Ask Service Oklahoma about your country.
You have never held a driver license
You take the vision, written and drive tests. The written test is in English only. The Driver Manual says an oral test is given on request, and an appointment may be required.

How to transfer a foreign license to Oklahoma

  1. 1
    Collect your papers

Bring one proof of identity, one proof of lawful presence, one proof of Oklahoma residency and your Social Security number. A valid foreign passport with a valid U.S. visa and a valid I-94 is accepted as proof of identity. Bring your most recent legal presence documents from USCIS. Service Oklahoma does not accept photo copies.

  2. 2
    Order the translation

If your country is on the list above, get the English translation of your traffic record. For most countries it must be dated within the last 60 days, so order it close to your visit.

  3. 3
Visit a Service Oklahoma Licensing Office

Bring your foreign license. Service Oklahoma handles a foreign transfer like an out-of-state transfer, with the extra papers in the table.

  4. 4
    Take the vision test

The vision test is required even when the written and drive tests are waived.

  5. 5
    Pay and receive your license

The Service Oklahoma transfer page lists a fee of $42.50 for a 4-year license and $81.00 for an 8-year license.

How to prepare if you must take the Oklahoma tests

If your country is not on the list, or you have never held a license, plan for the written test and the drive test. Bring valid proof of auto liability insurance for the drive test. The car must pass a vehicle inspection and have valid registration, and no pets or extra people may ride along. Each failed drive test adds $4.00 to the license fee. The written test is in English only, so practice the English driving words before you go.

Key takeaways

  • A visitor who is 16 or older may drive in Oklahoma on a valid home license. Once you live here, apply for an Oklahoma license.
  • Service Oklahoma's procedures list Canada, France (Category B only), Germany, South Korea, Taiwan and U.S. territories as places with waived written and drive tests.
  • The vision test is always required, and most transfers need an English translation of your traffic record dated within 60 days.
  • A license from any other country may need both the written and the drive test. Never held a license: take all three tests.
  • Next step: practice on the free Oklahoma Class D practice test. It is in English only.

Foreign driver's license in Oklahoma: common questions

Can I get an Oklahoma driver's license on a tourist visa?

No. The Oklahoma Driver Manual says no license goes to an immigrant whose documents show a visitor or a person who is not eligible to establish residency. Service Oklahoma issues a license only to an Oklahoma resident. A visitor who is 16 or older can drive on a valid home license instead.

Do I have to give up my foreign license to get an Oklahoma license?

For the test waiver, yes. State law lets Service Oklahoma waive tests for an applicant who surrenders a valid license. Service Oklahoma's procedures say a South Korean license is collected and sent back to South Korea, but you keep your International Driving Permit. A license from a U.S. territory is also surrendered. Ask Service Oklahoma what happens to a license from another country.

Can I transfer an Irish driver's license in Oklahoma?

Since November 1, 2025, state law tells Service Oklahoma to enter a reciprocity agreement for driver licenses with Ireland, and the foreign license standards must be comparable to Oklahoma's. Ireland is not on the country list in Service Oklahoma's transfer procedures. Plan for the written, drive and vision tests, and ask Service Oklahoma before your visit.

How long is an Oklahoma license good for if I am not a U.S. citizen?

The license runs 4 or 8 years, but never past the end date of the document that allows you to be in the U.S. The shorter time applies. Each renewal gets the same limit. To renew, you must appear in person before a Service Oklahoma driver license examiner, not only at a licensed operator.
