Moving to Oklahoma: How to Transfer Your Driver's License

informational·how to guide·

Where the Oklahoma license transfer facts come from

The eligibility, documents and fees come from the Service Oklahoma page on out-of-state driver license transfers. The permit rules come from the Service Oklahoma page on transferring a learner permit, and the military rules come from the Service Oklahoma military page. Other facts come from the Oklahoma Statutes (47 O.S. 6-102 and 6-110), the Oklahoma Driver Manual, the Service Oklahoma rules and staff procedures for transfers, and a Service Oklahoma help article. This guide is current as of 2026. Confirm the rules with Service Oklahoma (oklahoma.gov/service) before you drive.

Do you take a written test or a drive test when you transfer?

Your license is valid, you are not changing vehicle types, and your driving record meets state standards
You can transfer without a written test or a drive test. You still take a vision test.
Your license expired not more than 6 months ago
You can still transfer a non-commercial license without a retest, with the same vision test. An expired commercial driver license or permit cannot be transferred.
Your out-of-state license is suspended
Service Oklahoma's procedures waive the tests only for a license that is not currently suspended. Contact Service Oklahoma before your visit.
Your license is from another country
You may have to take the written test and the drive test. Oklahoma does not recognize an international license or permit for a person who moves to Oklahoma to live. See our guide to the foreign license rules in Oklahoma.

Do you have to get an Oklahoma license when you move?

Yes. Drivers with an out-of-state license must apply for an Oklahoma driver license when they establish residency. After you establish residency, you must also register your vehicles in Oklahoma. A nonresident who is 16 or older may drive in Oklahoma with a valid license from the home state or country, within the class and limits of that license. How to transfer your license to Oklahoma, step by step

  1. 1
    Check that you can transfer

Your out-of-state license must be valid, or expired not more than 6 months, and not suspended. You must not change vehicle types, and your driving record must meet state standards.

  2. 2
    Collect your documents

Bring your current out-of-state license and the original proofs in the next section.

  3. 3
Go to an office in person

Apply in person at a Service Oklahoma Licensing Office or at a select Licensed Operator. Licensed Operators were called tag agents before.

  4. 4
    Pass the vision test

You take a vision test even when your written test and drive test are waived.

  5. 5
Choose your license length and pay

Choose the 4-year license or the 8-year license, and pay the fee in the table below. Not all Service Oklahoma Licensing Office locations accept cash.

What to bring to transfer your license to Oklahoma

  • Your current out-of-state driver license.
  • One proof of identity and one proof of lawful presence.
  • One proof of Oklahoma residency. For a REAL ID, bring two.
  • Your Social Security number. You do not need the physical card.
  • A legal name change document, if the name on your new license differs from the name on your proof of identity.
  • Immigration documents, if they apply to you.

Do you want a REAL ID when you transfer?

Since May 7, 2025, you may need a REAL ID, or a federal ID such as a passport, to fly within the U.S. If you want a REAL ID with your transfer, bring two proofs of Oklahoma residency instead of one. Check which papers count as proof of Oklahoma residency before your visit.

How to transfer a learner permit from another state to Oklahoma

  • You must be at least 15 1/2 to transfer an out-of-state learner permit.
  • Ages 15 to 16: you must be enrolled in, or have completed, an accepted driver education program. If your permit was issued after you turned 15, you get credit from its issue date. If it was issued before, you get credit from your 15th birthday.
  • Ages 16 to 18: with Oklahoma-approved driver education, you get credit toward the 180 days from the issue date of your permit. Without driver education, credit starts on your 16th birthday.
  • Age 18 or older: when 30 days have passed since your out-of-state permit was issued, you can apply for a Class D driver license.
  • Bring a parent or legal guardian and your valid out-of-state permit.
  • At 16 or older, driver education is optional. If you completed driver education, bring the documentation to waive the written test. Parent-Taught Driver Education does not waive it.

Military members and families: do you need an Oklahoma license?

You are stationed in Oklahoma and keep another state as your home
You and your family may live and drive in Oklahoma with a valid out-of-state driver license.
You claim Oklahoma residency
You must change your license in person. If the license expired for any period, bring military orders that show you were stationed elsewhere.
You are on active duty in Oklahoma, and your vehicle is registered in another state
You do not have to transfer the registration. If you choose to transfer it, Service Oklahoma gives military members and civilian contractors 30 days from establishing Oklahoma residency.

Oklahoma license transfer: common questions

Do I keep my old out-of-state license after I transfer?

No. Under Oklahoma law, the written and drive tests are waived for applicants who surrender their out-of-state license, so plan to hand it in at your visit. You leave with a temporary Oklahoma license, and the license card comes to you by mail.

Do I need an appointment to transfer my license in Oklahoma?

Not always. You must apply in person, but many Service Oklahoma locations provide walk-in services. Bring your out-of-state license and all your original documents to one visit, because Service Oklahoma does not accept photocopies.

Can I pay the Oklahoma license transfer fee in cash?

Not at every office. Not all Service Oklahoma Licensing Office locations accept cash. If you pay with an accepted credit card, Service Oklahoma can give you a temporary license at the office. If not, you take your approved application to a certified Licensed Operator, pay there, and get the temporary license.

Does my motorcycle endorsement transfer to Oklahoma?

The test waiver covers a license for the same type or types of vehicles. Service Oklahoma's procedures tell staff to check the endorsements and restrictions on your out-of-state license, so that they transfer to the new Oklahoma license. If you want a license class that your current license does not cover, Oklahoma treats you as a new applicant for that class.

I am moving to Oklahoma for college. Do I need an Oklahoma license?

Not while you stay a nonresident. The Oklahoma Driver Manual says nonresident students at an Oklahoma college or university, and their spouses and children, do not need an Oklahoma license if they hold valid licenses from their home states. If you establish residency in Oklahoma, you must apply for an Oklahoma license.
