Ontario Foreign Driving Experience Credit: July 1, 2026 Rule

informational·how to guide·

Where these rules come from

This guide uses the Ontario page on exchanging an out-of-province driver's licence (updated September 23, 2026), the Official MTO Driver's Handbook and O. Reg. 340/94, as of 2026. Confirm the rules with the Ministry of Transportation (ontario.ca) before you apply.

Does the credit rule apply to your licence?

The credit rule is for licences from places with no exchange agreement with Ontario. Ontario has exchange agreements with every Canadian province and territory, every U.S. state, and 19 countries and territories, including Australia, Germany, Japan and Ukraine. Drivers from those places follow a different path. See which countries can exchange their licence in Ontario.

How Ontario counts your foreign driving experience

  • Only experience from the past three years counts.
  • Your foreign licence must be an original, be valid and show a visible expiry date.
  • On the application form, you state how long you have been driving.
  • Bring any original documents that show your driving experience, in English or French.

What the authentication letter is and who issues it

The authentication letter is an official letter from the foreign government or agency that issued your driver's licence. A letter is not a translation of your licence: the table below shows the difference. Before you request a letter, ask a DriveTest centre whether it is acceptable.

Authentication letter and licence translation: the difference

Authentication letter and licence translation: the difference
DocumentWho provides itLanguage and date rules
Authentication letterThe foreign government or agency that issued your driver's licenceWritten in English or French. It confirms that your licence is authentic. The Driver's Handbook says it must be from within the previous 6 months.
Licence translation (only if your licence is not in English or French)A certified translator. Approved translators include non-Canadian embassies, consulates and high commissioner's offices, but not other translators from the country that issued the licence.Dated within six months of your Ontario application.

When the authentication letter matters

Example: your licence was issued 6 months before you apply, but you have more than 6 months of total driving experience in that place.
Bring an acceptable letter of authentication. It gives you credit for your full driving experience, up to 12 months.
You cannot provide a valid, original driver's licence, and you are a protected person, a refugee or a person from Ukraine
The Ontario exchange page links to special exemptions for these groups. Read them before you apply.

Steps to a full Class G licence from a place with no exchange agreement

  1. 1
Apply in person and take the vision test

Apply at a DriveTest centre or the ServiceOntario Bay and College location in downtown Toronto. Bring your original licence, your authentication letter, any original documents that show your driving experience and acceptable proof of identity (see what to bring to the G1 test). You pay the applicable fees.

  2. 2
Pass the knowledge test and get your G1

You must pass this test and the vision test before any road test. Passing both gives you a Class G1 licence.

  3. 3
    Take the G2 road test

This is the first road test. Passing it moves you to Level Two (G2). How soon you can take it depends on your credit: see the table above.

  4. 4
    Wait at least 12 months

The wait starts when you pass the G2 road test.

  5. 5
    Take the G road test

This is the second road test. Passing it gives you full Class G driving privileges.

Key takeaways

  • With 12 months of credit, you can take the G2 road test right away. With 6 months, you hold the G1 for 6 more months.
  • Bring your original licence, your authentication letter and any original documents that show your driving experience.
  • Next step: practise for the knowledge test on the free Ontario G1 practice test.

Foreign driving experience in Ontario: common questions

How long can I drive in Ontario on my foreign licence?

A new resident can use a valid licence from another province, state or country for 60 days. After 60 days, you need to switch to an Ontario driver's licence, so plan your DriveTest visit before day 60.

Can I exchange a learner's permit from another country?

No. Ontario cannot exchange a learner's permit from any jurisdiction. Bring a valid driver's licence that shows an expiry date. A licence from a place with no exchange agreement can still earn the experience credit.

Can I skip the Ontario knowledge test with a foreign licence?

No. A licence from a place with no exchange agreement does not skip the knowledge test. You pass the vision test and the knowledge test first, and you get a G1. The credit affects when you can take the G2 road test.

Do I have to declare that I live in Ontario to get a licence?

Yes. Since May 11, 2026, when you apply for a Class G or Class M licence, you declare that Ontario is your primary place of residence and that your presence in Canada is legal.

Does a driver education course shorten the G1 wait?

Yes. If you pass a ministry-approved beginner driver education course, you can complete Level One (G1) in eight months instead of 12. Ask a DriveTest centre how the course counts with foreign experience credit.
