What to Bring to the Oregon DMV: ID, Proof of Address and REAL ID
Which documents do I need for an Oregon permit or license, and do I need a REAL ID?
Bring one proof of identity and date of birth, one proof of address, and your Social Security number or a statement that you have none. Identity papers must be originals or certified copies. You need a REAL ID to fly in the U.S. at 18 or older unless you show a passport or other accepted ID. A first REAL ID needs two proofs of address and $30 extra.
Where the Oregon DMV document rules come from
The identity lists come from the Oregon DMV Required Identity Documentation page. The proof of address rules come from OAR 735-062-0030 and 735-062-0031, in force from August 13, 2026, and the REAL ID rules from the Oregon DMV REAL ID page. Teen, test and Social Security number rules come from the 2026-2027 Oregon Driver Manual, the DMV parent consent and drive test pages, and ORS 807.021. This guide is current as of 2026. Confirm the rules with Oregon DMV (oregon.gov/odot/dmv) before you drive.

Which documents prove identity for a standard Oregon card?
- A birth certificate issued by a U.S. state, territory or the District of Columbia. Hospital-issued and baptismal certificates do not count.
- A U.S. passport or passport card that expired no more than five years ago.
- An Oregon driver license, instruction permit or ID card with a photo that expired no more than 13 years ago.
- A license, permit or ID card with a photo from another state, the District of Columbia, a U.S. territory or Canada that expired no more than one year ago.
- A foreign passport in English, or with an English translation, that expired no more than five years ago.
What if your documents do not match?
What counts as proof of address for a standard card?
- The address must be where you actually live now. The document must show your first name, last name and that address.
- Any document delivered to your address by USPS, FedEx, UPS or another delivery service, with or without the envelope.
- A utility hook-up order or account statement dated within the past six months. Cell phone and streaming bills do not count.
- A rental or lease agreement or mortgage documents. A photocopy is fine. A lease needs the signatures of lessor and lessee, and electronic signatures count.
- School documents that show enrollment for the current school year, or Form DS2019 for J-1 exchange visitors.

Social Security number rules for a standard card and a REAL ID
For a standard card, Oregon law requires your Social Security number, or a written statement that you have never been assigned one, before DMV issues, renews or replaces the card. For a REAL ID, the number must verify with the Social Security Administration under your current legal name. If you are not eligible for a number, bring proof of that. DMV can change the accepted lists without notice and can ask for more proof.
Do you need a REAL ID to fly in 2026?
Since May 7, 2025, every person 18 or older needs a REAL ID or an accepted alternative, such as a passport, passport card or military ID, to board a commercial U.S. flight. A standard Oregon card is no longer accepted. You also need a REAL ID to enter some federal facilities, such as military bases. A REAL ID card has a star in the upper right corner. If you are not flying soon, you can wait until your next renewal or use a passport. TSA does not ask travelers under 18 for ID on U.S. flights.
How to get an Oregon REAL ID, step by step
- 1Collect your papers
Bring one proof of identity and lawful status, and two proofs of address from the list above, in hardcopy. The two may be the same type, but not from the same institution.
- 2Check your name
Your current legal name must match the name on your Social Security card. You cannot use "continuous traveler" or "temporary residence" as your address.
- 3Make an appointment or walk in
To switch to a REAL ID, make an appointment or visit a DMV office for standby service. You must apply in person.
- 4Wait for the card by mail
The card comes by mail in up to three weeks. TSA does not accept the temporary paper ID that you get at the office.
Which identity documents work for a REAL ID?
A U.S. citizen can use an unexpired U.S. passport or passport card, a U.S. birth certificate, or a Certificate of Naturalization or Citizenship. An unexpired Permanent Resident Card also works. A non-citizen can also use an unexpired foreign passport with an unexpired U.S. visa and an I-94 or I-797A. If you live in the U.S. for a limited time, you get a limited term REAL ID license. It expires with your authorized stay, or in 1 year if your stay has no end date.
What do Oregon teens under 18 bring to the DMV?
If you are under 18 and not married or emancipated, a parent or legal guardian must consent to your license or permit. A parent who cannot sign at the office can use the Parent/Guardian certification form. If you are married or emancipated, bring proof of that instead. For a first license or permit, a parent or guardian also certifies that you are in school. If you are out of school, show a high school diploma or GED. Read the instruction permit rules for the other steps.
What to bring on the day of your Oregon drive test
- Proof of current liability insurance for the car, such as your insurance card. Photocopies, faxes and electronic versions are fine.
- Proof of registration: current stickers on the front and rear plates of the vehicle you will use.
- Proof of identity, date of birth and full legal name, plus a proof of address if those documents do not show it. DMV asks for these at every test, and you pay the test fee first. See what happens at the Oregon drive test.
Key takeaways
- A standard card needs one proof of identity (an original or certified copy), one proof of address and your Social Security number or a statement that you have none.
- A first REAL ID needs two hardcopy proofs of address, a Social Security number that verifies with your legal name and $30 extra. The card arrives by mail in up to three weeks.
- Under 18, a parent or legal guardian gives consent and certifies school enrollment.

Oregon DMV documents: common questions
Do I need proof of address to renew my Oregon license?
Only if your address changed since your card was last issued or renewed. Then one proof of address is enough, also when you renew a REAL ID, because the two-proof rule applies only to a first-time REAL ID.
Does the Oregon DMV accept photocopies?
Not for identity. Primary and secondary identity documents must be originals or certified copies from the agency that issued them. For proof of address, a photocopy of a rental or lease agreement or mortgage documents is fine, also for a first REAL ID. A first REAL ID needs two address proofs in hardcopy.
Can someone I live with prove my address at the Oregon DMV?
Yes. For a standard card, a person who lives at your address can give a verbal statement. For a REAL ID, that person certifies your address on DMV Form 735-7480, Affidavit of Shared Residence. In both cases the person must come with you and show one acceptable proof of address.
What address do I give the Oregon DMV if I am homeless?
You can give a descriptive address of the place where you actually stay, for example "under the west end of Burnside Bridge". You must also give a mailing address and prove that you are an Oregon resident. The same rule applies to a standard card and to a REAL ID.
What can I use at airport security if I have no REAL ID?
A passport or another accepted ID works. Since February 1, 2026, travelers 18 and older without a REAL ID or other accepted ID can verify their identity at TSA checkpoints with TSA ConfirmID, which costs $45.
