How to Get a Pennsylvania Learner's Permit at 16 (2026 Steps)

informational·how to guide·

Where the Pennsylvania learner's permit rules come from

The steps come from the PennDOT page on how to get a learner's permit and the online Pennsylvania Driver's Manual. The supervisor, validity and six-month rules come from Pennsylvania law, 75 Pa.C.S. section 1505. Fees come from the PennDOT payments and fees page and PUB 178. Other details come from the PennDOT driver's test FAQ, sections 1503, 1508.1 and 4581 of the Vehicle Code, and forms DL-180, DL-180TD and DL-180C. This guide is current as of 2026. Confirm the rules with PennDOT Driver and Vehicle Services (pa.gov/dmv) before you drive.

How old must you be for a Pennsylvania learner's permit?

You can apply on or after your 16th birthday, not before. One part can start earlier: your health care provider may complete the physical on the back of form DL-180 up to six months before you turn 16, but not sooner. The completed form stays valid for one year from the date of the physical, so a physical a few months before your birthday lets you apply on the day you turn 16.

Steps to get your Pennsylvania learner's permit

  1. 1
    Fill in form DL-180

Complete the Non-Commercial Learner's Permit Application, form DL-180.

  2. 2
    Get the physical done

A health care provider completes the back of the DL-180. Pennsylvania law names physicians, chiropractors, physician assistants and certified registered nurse practitioners. Sign the form only in front of the provider.

  3. 3
Get a parent or guardian to sign form DL-180TD

If you are under 18, a parent, guardian, person in loco parentis, or spouse who is 18 or older completes the Parent or Guardian Consent Form, DL-180TD. If that adult cannot come with you, the adult must sign in front of a notary.

  4. 4
Go to a Driver License Center

You do not need an appointment for the knowledge test. Bring the DL-180 (do not mail it) and the DL-180TD. Bring original proof of your date of birth and identity (photocopies are not accepted) and your signed Social Security card.

  5. 5
    Pass the vision check

If your provider or optometrist did not test your vision, the center tests it. If you wear glasses or contact lenses, bring them.

  6. 6
Take the knowledge test and pay the fee

The test covers signs, laws, driving rules and safe practices. The fee for your first permit and four-year license is $45.50 (U.S. dollars, as of 2026): $6.00 for the Class C permit plus $39.50 for the license. Driver License Centers take debit and credit cards, checks and money orders, but no cash. After you pass, the examiner gives you your learner's permit.

Who can supervise you with a learner's permit?

Pennsylvania law lets you drive on a permit only with a supervisor who sits in the seat beside you. The supervisor must be licensed for the vehicle you drive and be one of these: any licensed driver 21 or older; your spouse, if 18 or older; or your parent, guardian or person in loco parentis, if 18 or older. Some PennDOT pages and the DL-180C form say only "21 or older". If a parent under 21 plans to ride with you, ask PennDOT first. The practice question on who may supervise a permit driver tests this rule.

Can you carry passengers or drive at night on a permit?

If you are under 18, you may not carry more passengers than there are seat belts in the car. The practice question on seat belts and passengers shows how this works. The 11 p.m. to 5 a.m. limit and the limit of one passenger under 18 from outside your family in the first six months are junior license rules, not permit rules. On a permit, your supervisor must sit beside you at all times, day or night.

How long is the permit valid, and how long must you hold it?

The permit is valid for one year. If you are under 18, you must hold it six months before the junior license road test. You also need form DL-180C, signed by a parent, guardian, person in loco parentis or spouse. It certifies 65 hours of supervised driving, with at least 10 at night and 5 in bad weather, and that you printed or viewed PennDOT's distracted driving material. The 65-hour driving log guide shows how to track the hours. Book the road test when you get the permit, up to six months ahead, for a date on or after the eligibility date printed on it.

What if the permit expires or the road test does not go well?

Your permit expires, or you fail the road test three times
Apply with form DL-31 to extend or replace the permit. Extending or replacing a Class C permit costs $6.00 (U.S. dollars).
You fail the road test
Under 18, wait seven days before you take it again. Over 18, wait at least one day.
You fail the knowledge test
The examiner gives back your DL-180 and DL-180TD. Keep them and bring them again. You may retake the test the following business day, and only one time on any day.

Pennsylvania learner's permit: common questions

Can I drive alone with a Pennsylvania learner's permit?

No. Every time you drive on the permit, a licensed supervisor must sit in the seat beside you. A friend under 21 does not qualify unless the friend is your spouse and 18 or older. Your 65 practice hours also count only when you drive with a supervisor who meets this rule.

I am over 18. What is different for my permit?

You do not need the DL-180TD parent consent form. Instead, bring two proofs of residency, such as a current utility bill, a W-2 form, tax records or a lease. The six-month hold and the 65-hour certification are rules for drivers under 18. You still need the physical, the vision check, the knowledge test and a supervisor whenever you drive.

Can I take the Pennsylvania permit test online at home?

No. The PennDOT steps send you to a Driver License Center for the knowledge test, and you do not need an appointment. On request, the test is given in written or audio format in 30 languages, including Spanish, Arabic, Mandarin and Russian. Our practice tests and question pages are free and in English only.

How long is my DL-180 physical good for?

Before you get the permit, the physical is valid for one year from the exam date. After you get the permit, it stays valid for three years. You may keep renewing your permit as long as your physical is valid.

Can I drive in another state with a Pennsylvania learner's permit?

Check first. PennDOT tells permit holders who plan to drive outside Pennsylvania to ask two places before the trip: their insurance company and the other state's Department of Transportation. Ask both whether your Pennsylvania learner's permit is considered valid in that state.
