Rhode Island Driver's License at 18 or Older: The 30-Day Permit Rule
How soon can you take the road test in Rhode Island at 18 or older?
At least 30 days after you get a temporary driver's permit. Since June 6, 2025, Rhode Island law says an adult's temporary permit must be held no less than 30 days before the road test. The Division of Motor Vehicles (DMV) may issue this permit at its discretion. It is valid for one year and can be renewed for one more year.
Where these rules come from
The adult permit rule is in R.I. Gen. Laws § 31-10-7, as amended by Public Law 2025, chapter 19. The driver education rule is in R.I. Gen. Laws § 31-10-20, and the class details come from the Community College of Rhode Island (CCRI) driver education page. Other rules come from R.I. Gen. Laws §§ 31-10-1, 31-10-6, 31-10-21, 31-10-22, 31-10-26 and 31-10-31 and the DMV regulation 280-RICR-30-00-1. This guide is current as of 2026. Confirm the rules with the Rhode Island Division of Motor Vehicles (dmv.ri.gov) before you drive.
What is the adult temporary driver's permit?
Section 31-10-7 of the Rhode Island General Laws covers a temporary driver's permit for persons over 18. The DMV "may in its discretion" issue it to a person who is at least 18 and applies for a full operator's license. So the permit is not automatic: the DMV decides.
The permit lets you drive while the DMV finishes its investigation of your right to a full license. You must have the permit in your immediate possession whenever you drive.
What is the 30-day rule, and when did it start?
The law says the temporary driver's permit "shall be held for no less than thirty (30) days prior to the applicant being eligible to take a road test." Public Law 2025, chapter 19 added this sentence. The act was enacted on June 6, 2025, and took effect on passage, so it applies now.
Plan for at least 30 days between the day you get the permit and your road test. To check yourself, try our practice question on the adult road test wait.
Adult temporary permit vs. teen limited instruction permit
| Point | Adult temporary driver's permit | Limited instruction permit (teen) |
|---|---|---|
| Who it is for | An applicant for a full operator's license who is 18 or older (DMV discretion) | A person at least 16 but less than 18 |
| Law section | R.I. Gen. Laws § 31-10-7 | R.I. Gen. Laws § 31-10-6 |
| How long it lasts | One year after issue; one renewal for one more year | One year; it also expires on the holder's 18th birthday |
| Wait before the road test | Hold the permit at least 30 days | Hold the permit at least 6 months (for the provisional license) |
How long is the adult permit valid?
The permit expires one year after the date it is issued, unless it is cancelled, revoked or suspended before then. It can be renewed only for one additional year. It also becomes invalid when your license is issued, or when the DMV refuses your license for good cause.
Do you need driver education at 18 or older?
What tests do you take?
Every applicant must show, by examination or otherwise, that they can read road signs and know the rules of the road and the motor vehicle law. The examination includes an eyesight test. If you finished a driver education course and passed its standardized written exam, you do not have to take the written exam again.
Every applicant for a motor vehicle license must also pass a road test. To prepare for the knowledge part, try our free practice question on what the knowledge exam is based on.

| Operator's first license | $25 |

- 2Apply for a full operator's license
Bring your original documents. The DMV may then issue you a temporary driver's permit at its discretion. Keep it with you whenever you drive.
- 3Wait at least 30 days
You cannot take the road test until you have held the permit for 30 days.
- 4Pass the tests
Show that you know the signs and the rules, pass the eyesight test and pass the road test.
- 5Get your first license
After a one-year first license period, the DMV issues a permanent license.
What happens after you pass?
Your first license covers a one-year period. If, in that time, you are found to have committed one moving violation or you have one reportable crash, you are summoned to a hearing before a traffic tribunal judge, who reviews your driving record. The judge decides whether to grant you a license, reissue a first license or deny a license. If you are under 21, your license is a different color from a license for a person who is 21 or older.

Frequently asked questions
I just moved to Rhode Island. Does the 30-day permit rule apply to me?
A new resident has a separate 30-day rule: get a Rhode Island operator's license within 30 days of establishing residency, and surrender all other valid licenses. If your out-of-state license expired more than one year ago, you must pass the written exam and the road test again. Our guide to switching your license after a move has the steps.
Do I wait another 30 days if I fail the road test?
The 30-day hold in § 31-10-7 is tied to the permit: you hold it for 30 days before you become eligible for a road test. The law sets the same $25 fee for each repeat road test after a failure. Book the retest with the DMV.
Can I take the Rhode Island road test in my own car?
Yes. The law lets you take the road test in a vehicle that you supply, or in a dual-controlled vehicle that the state supplies. If you will drive only a car with an automatic shift, you take the test in a vehicle that you supply.
Can I bring an interpreter to my road test?
Yes, if you have limited English proficiency. The interpreter must be 18 or older and may translate the examiner's directions to you. You choose and pay for the interpreter, and you take all liability for the interpreter's presence in the car.
Are your Rhode Island practice tests free?
Yes. Our Rhode Island practice tests and question pages are free and in English only. They are practice questions, not real test questions. Use them to learn the road signs, the rules of the road and the motor vehicle law that the knowledge exam covers.
