Driver's License in South Carolina at 18 or Older: 30-Day Permit Rule

informational·how to guide·

Where these South Carolina rules come from

The 30-day rule is in South Carolina Code section 56-1-50. The SCDMV (South Carolina Department of Motor Vehicles) explains the steps on its beginner's permit page and its regular license road test page. The fees, documents, vision test and card details come from the SCDMV driver's license, fees and vision test pages, the MV-93 checklist and the April 2026 South Carolina Driver's Manual. This guide is current as of 2026. Confirm the rules with the SCDMV (scdmvonline.com) before you drive.

How to get a South Carolina license at 18 or older

  1. 1
    Start with a beginner's permit

If you have never had a driver's license, you must start with a beginner's permit. Go to an SCDMV branch before 4 p.m., or to an SCDMV-authorized One-Stop driver training and testing program. Pass the vision test (20/40 vision or better) and the knowledge test, give your Social Security number and bring your documents.

  2. 2
Pay the test and permit fees

Each knowledge test costs $2, and the permit costs $2.50 after you pass (U.S. dollars, as of 2026). You may not use the manual or any other aid in the knowledge test.

  3. 3
Hold the permit at least 30 days

Practice with your supervising driver during this time (rules below). You may apply for the license on the 31st day or any day after. A practice question on the adult permit hold time checks this rule.

  4. 4
Pass the vision test and road test

Take the road test at any SCDMV branch or with a third-party tester. The test includes a vision test, so bring your glasses if you wear them. Bring a licensed driver and a safe, insured vehicle (list below).

  5. 5
    Pay for your license

Most South Carolina licenses are valid for eight years, and an eight-year license costs $25. You leave the branch with a temporary driving certificate, and the card comes by mail.

Who can ride with you while you hold the permit?

From 6 a.m. to midnight, a licensed driver who is 21 or older and has at least one year of driving experience must sit beside you. From midnight to 6 a.m., you may drive only with a licensed person listed in section 56-1-100(A)(1-7) of the law, such as a parent. You may not drive alone at any hour. The permit is valid for up to 12 months, and you can renew it or get a new one for more 12-month periods.

Which documents do you bring to the SCDMV?

Bring your Social Security number and original documents (or government-issued copies) that prove your identity, U.S. citizenship, date of birth and South Carolina address. Proof of address cannot be more than 9 months old. Lawfully present non-citizens use a different checklist (MV-94), and only 30 branches issue licenses to them. The guide to South Carolina permit documents lists them.

What if you already have an out-of-state permit?

Your out-of-state permit is still valid
You may practice driving with it in South Carolina, and the time you held it counts toward the 30 days. After 30 days, take the vision and skills test to apply for a South Carolina license, on the 31st day or later.
Your out-of-state permit has expired
Take the vision and knowledge tests to get a South Carolina beginner's permit, then follow the steps above.

What to bring to the road test

  • Your beginner's permit and a licensed driver.
  • A safe vehicle with a valid license plate, a registration card and an insurance card.
  • Vehicle liability insurance information from a company licensed to do business in South Carolina. For a rental car, your name on the contract must show as insured.
  • Your seat belt on: if you do not use it, you fail the skills test automatically.
  • Nobody else in or around the vehicle during the test: only you and the SCDMV employee are allowed.

When and how does the South Carolina road test run?

Walk-in road tests run from 8:30 a.m. to 1:30 p.m. (from 9:30 a.m. on Wednesdays). Tests from 2 p.m. to 4 p.m. need an appointment. The SCDMV page lists these tasks: parallel park, 100 feet of backing, park on a hill, a three-point turnaround and straight-line backing. The Driver's Manual says you could be asked to do more, such as a reverse two-point turnabout. The South Carolina road test guide goes through the tasks.

South Carolina license at 18 or older: common questions

Do I need driver's education to get a license at 18 in South Carolina?

Driver's education (8 hours in the classroom and 6 hours of driving) and 40 hours of practice, 10 of them at night, are first-license conditions for applicants aged 15 or 16. At 18 or older, the SCDMV steps are a beginner's permit held at least 30 days, then the vision test and the road test.

How much does it cost to get a driver's license at 18 in South Carolina?

The SCDMV charges $2 for each knowledge test, $2.50 for a beginner's permit and $25 for an eight-year license. With one knowledge test, that is $2 + $2.50 + $25 = $29.50 (U.S. dollars, as of 2026). A debit or credit card payment adds a $1 + 1.7% service fee that is not an SCDMV fee. Pay in cash at the branch to avoid it.

Does the 30-day permit rule apply to a motorcycle permit?

No. The law gives the 30-day rule only for a regular driver's license. It does not apply to motorcycle permits or to permits for vehicles with a gross vehicle weight of 26,001 pounds or more. Those permits follow their own rules.

Can I drive before my South Carolina license card comes in the mail?

Yes. After you pass, the branch gives you a temporary driving certificate instead of the card. The certificate is valid for up to 30 days, and you can use it to drive. The card comes by mail in 7 to 15 business days. If it does not come in 30 days, visit an SCDMV branch.
