How to Get a Tennessee Driver's License at 18 or Older
How do you get a first driver's license in Tennessee at 18 or older?
At 18 or older, Tennessee's Graduated Driver License (GDL) levels do not apply, and the adult steps have no learner permit stage. Apply online in e-Services, bring your original documents to a Driver Services Center, pass a vision screening and the Class D knowledge test, then pass a road test in your own vehicle. The Class D license costs $28.00 USD and lasts 8 years.
Where the Tennessee adult license rules come from
The steps and documents come from the Tennessee Department of Safety and Homeland Security (TDOSHS) adult first-time driver page. Test and road test rules come from the Tennessee Comprehensive Driver License Manual. Fees come from the TDOSHS fee page, and the age limit of the online test comes from the TDOSHS online knowledge test page. This guide is current as of 2026. Confirm the rules with the Tennessee Department of Safety and Homeland Security (tn.gov/safety) before you drive.

Bring originals or certified copies. A photocopy is not accepted, even if your documents were pre-approved online.

- 5Pay the fee
The Class D license costs $28.00 USD in total. The fee table below lists the other costs.
Does GDL apply at 18, and do you need a learner permit?
No. The Graduated Driver License program, with its learner permit, intermediate restricted and intermediate unrestricted levels, does not apply to anyone aged 18 or older. It also does not apply to a person under 18 who has graduated from high school or received a GED. The 180-day permit hold is only for drivers younger than 18, and the other teen limits do not apply to you. The TDOSHS steps for first-time drivers 18 or older are the application, your documents and the tests, with no learner permit step. You still take the full set of tests for an original Class D license: vision screening, knowledge test and road test.
Is REAL ID required, and what if you are not a citizen?
REAL ID is optional: Tennessee documents meet REAL ID requirements, but you choose whether to get one. If you are not a U.S. citizen, read the guide to the Tennessee driver's license for non-U.S. citizens before you apply. The Tennessee driver's license documents guide gives more detail on proofs of residency.
Documents to bring for a first Class D license
- One proof of U.S. citizenship or legal presence.
- One proof of your Social Security number. For a license without a star, you can give the number verbally. For a REAL ID license (with a star), you must show a document that has your full number.
- Two proofs of Tennessee residency. A current document must be dated within the last four months unless the list says otherwise.
- A lease counts as one proof only with a signed landlord letter dated within the last 30 days. You still need a second proof of residency.
- Name-change papers that connect to the name on your proof of citizenship, such as a marriage certificate, divorce decree or court order.
What is on the Tennessee knowledge test and vision screening?
The knowledge test is multiple choice. The manual says it covers four areas, about 25% each: traffic signs and signals, safe driving principles, rules of the road, and drugs and alcohol. The vision screening needs at least 20/40 vision in each eye and in both eyes together, with or without glasses or contacts. Study the four areas before you book, because each failed try costs a new application fee.
What happens at the Tennessee road test?
You provide your own vehicle with all its operational equipment and safety features. Arrive on time: if you are more than 5 minutes late, the road test is canceled and you book a new date. You need enough English to talk with the examiner. A violation of any traffic law is an immediate failure.
