What to Bring to the Utah DLD for Your Learner Permit

informational·how to guide·

Where this document list comes from

The document lists and appointment steps come from the Utah Driver License Division (DLD) pages on required documents for U.S. citizens and the learner permit. The signing rules for minors come from Utah Code 53-3-211, and the fee from Utah Code 53-3-105. The non-citizen, Driving Privilege Card, translation, eye test, fee and retest details come from other DLD pages, Utah Code 53-3-210.5 and the 2026 Utah Driver Handbook. This guide is current as of 2026. Confirm the rules with the Utah Driver License Division (dld.utah.gov) before you drive.

Which copies does the Utah DLD reject?

Each document must be an original or a certified copy with a raised seal, stamp or signature, and it must not be expired. The DLD does not accept photocopies, faxed copies, laminated birth certificates or hospital certificates. It scans your documents into a secure database and gives them back to you. Document approval can take more than one day and may need another visit, so check each document before your appointment.

Special cases that change what you bring

You are under 18
Mail sent to your parent or legal guardian counts as proof of your address. Bring the parent or legal guardian who will sign your application.
Your name is different from the name on your identity document
Bring the legal document for the change, such as a state-certified marriage certificate or a divorce decree. The DLD also has a list of acceptable name-change documents.
A document is not in English
A certified translator must translate it into English, word for word. The DLD does not accept extract (summary) translations. Bring the foreign document and the translation to your appointment.
You are not a U.S. citizen, national or permanent resident
With lawful presence that meets REAL ID, you bring 5 documents from 4 categories, and one category is proof of lawful presence, such as unexpired visa status. For a Utah Driving Privilege Card, you bring 6 documents from 4 categories, including a fingerprint card and photo from an approved vendor or a law enforcement agency.

Who signs the application if you are under 18?

Under Utah Code 53-3-211, a parent or guardian signs the learner permit application of a minor: a person younger than 18 who is not married or emancipated. At 18 or older, the DLD needs no co-signing adult. If you have no parent or guardian, or you are in Division of Child and Family Services custody, a responsible adult who accepts the duty may sign. The signer shares liability for damages you cause while you drive, up to the state minimum insurance limits, unless insurance at those amounts covers your driving. If the signer withdraws, the permit or license is canceled, and you must wait until 18 to reapply.

What vision does the Utah eye test need?

For a regular, limited-term or Driving Privilege Card license, the DLD eye test standard is 20/40 vision and 90 degrees of side vision in at least one eye. Bring your glasses or contact lenses if you use them. If you do not meet the standard with or without glasses, you must get a Certificate of Visual Examination form from your eye doctor. The DLD takes 2 to 3 business days to process the form after it is sent.

Utah learner permit documents: common questions

Can I use a photocopy of my birth certificate at the Utah DLD?

No. Bring a certified copy that was filed with the State Office of Vital Statistics, or the same type of agency, in your birth state. The 2026 Utah Driver Handbook says that hospital-issued, miniature, laminated and photocopied birth certificates are not acceptable. A U.S. passport or passport card is another proof of identity and date of birth.

Do I need my Social Security card for a Utah learner permit?

You need proof of your full Social Security number, but not only the card. A signed card is accepted, and a stub is not. You can also bring a W-2, SSA-1099, non-SSA-1099 or pay stub with your name and full number. A letter from the Social Security Administration that says you cannot get a number because of your lawful presence status is also accepted.

How much does a Utah learner permit cost?

The learner permit application fee is $19 under Utah Code 53-3-105, and the DLD does not refund it. If you are under 26 and give written proof that you are in Division of Child and Family Services custody, or that you left that custody because of your age, the law charges no fee.

What happens if I fail the Utah learner permit test?

Schedule a retake written test appointment. One learner permit application and fee give you up to three attempts at the knowledge test within one year. The DLD lets you test two times in one day. After three failures, you pay the fee again.

How long is a Utah learner permit valid?

Your first learner permit and your written test score are valid for 18 months. Carry your own permit every time you drive; a free practice question on the permit you must carry tests this rule. If you lose the permit or need to renew it, schedule a learner appointment and pay $19.
