West Virginia Driver's License at 18 or Older: Permit and Road Test
How do you get a West Virginia driver's license at 18 or older?
If you are 18 or older and never had a license, you need a regular Class E instruction permit, not a Level 1 graduated permit. Pass the vision screening and the knowledge test (19 of 25 correct), pay $7.50, and practice with a licensed driver age 21 or older beside you. Hold the permit at least 30 days, then take the road skills test.
Where these West Virginia rules come from
The rules come from the West Virginia Division of Motor Vehicles (WV DMV) regular instruction permit page, W. Va. Code 17B-2-5 (instruction permits) and W. Va. Code 17B-2-6 (tests). The West Virginia Driver's Licensing Handbook and the DMV fee table give the test and fee details. This guide is current as of 2026. Confirm the rules with the West Virginia Division of Motor Vehicles (dmv.wv.gov) before you drive.
Which permit do you need?
The steps from permit to license
- 1Bring your documents
A first-time applicant gives a Social Security number, one proof of identity and two proofs of West Virginia residency. A PO Box is not accepted on a residency proof, and a recurring document must be no more than 60 days old. A valid, unexpired U.S. passport is one accepted proof of identity. The guide to the documents for a first West Virginia license has the full list.
- 2Pass the vision screening and the knowledge test
Every applicant must pass the vision screening: 20/40 or better using both eyes. Then you take the automated knowledge test on the traffic rules, signs and markings in the Handbook.
- 3Get the permit and pay $7.50
When you pass both tests, the DMV issues a regular Class E instruction permit. The fee is $7.50 (U.S. dollars) for one attempt, as of 2026.
- 4Practice for at least 30 days
Practice only with a qualified supervisor beside you (see the next section), and keep the permit with you on every drive. If you have never been licensed, you must hold the permit at least 30 days.
- 5Take the road skills test
After at least 30 days, you can take the road skills test. The examiner checks the test vehicle before you drive. After you pass, you complete a short DUI awareness course.
Who must sit beside you on an adult permit?
Your supervisor must be a licensed driver at least 21 years old who is alert and unimpaired and sits in the front passenger seat beside you. A driver's education or driving school instructor on duty can also supervise you. During a test, a certified DMV license examiner sits beside you. Our practice question on who may supervise a 19-year-old permit holder tests this rule.
Adult permit at a glance
| Item | What the rule says |
|---|---|
| Who gets it | Age 18 or older, never licensed (Level 2 or comparable) |
| Fee | $7.50 for one attempt |
| Length | Six months (180 days); not renewed |
| Supervisor | Licensed driver 21 or older, or an on-duty driving instructor, beside you |
| Minimum hold time | 30 days for a person never licensed |
| Permit color | Blue, vertical, for ages 18 to 20 |
How long does the permit last, and what if it expires?
An adult permit is valid for six months (180 days) and cannot be renewed. Plan your road skills test well inside that time. If the permit expires, you must pass the vision screening again, retake the knowledge test and hold the new permit for another 30 days. The practice question on an adult permit that expires shows how this works.
What happens if you fail a test?
If you fail the knowledge test or the road skills test, you cannot test again within one week. If the examiner does not pass you on the road, you are told what to practice and when to return. For applicants 18 or older, the law also allows not more than two attempts at the written test and three at the road skills test within 90 days from the date the permit is issued. The West Virginia road skills test guide explains the test itself.
What the permit and license cost
- Instruction permit: $7.50 for one attempt.
- Class E license: $5.00 for each year it is valid.
- REAL ID-compliant license: an extra $10.00.
Where to apply and book the road skills test
You can get an instruction permit and a license at a DMV Regional Office, or at a DMV Exam Center on a rotating schedule. Appointments are available only for certain types of transactions. To book a road skills test, use the DMV booking page at telegov.egov.com/wvdmv.

West Virginia adult permit: common questions
Can I skip the permit or the 30-day wait at 18?
Not if you never had a license. You must pass the vision and knowledge tests, get the permit and hold it at least 30 days before the road skills test. The 30-day hold does not apply if you were previously licensed: at least a Level 2 or junior license in West Virginia, or an equal or higher level in another state.
How many questions can I miss on the West Virginia knowledge test?
The test has at least 25 questions on traffic rules, signs and markings, and you need 19 correct, so you can miss up to 6 of 25. There is a time limit, and any question you do not answer in time counts as wrong. An audio version with headphones is available for the reading impaired.
Can I use my own car for the road skills test?
You can use a vehicle that has a valid inspection sticker and proof of insurance. A vehicle defect may fail the test, but the examiner may let you fix a minor defect and continue. If the vehicle is under a safety recall, the office will not give the test until you show proof that the recall issue was repaired.
What if I wear glasses?
You can pass the vision screening with glasses or contact lenses if you reach 20/40 or better using both eyes. Your license then shows a restriction code for corrective lenses. If you have only one eye, you may pass when that eye reaches 20/40 or better.
