Who Goes First at a Wyoming Four-Way Stop? Roundabout Rules Too

informational·how to guide·

Where these Wyoming rules come from

The four-way stop, roundabout, signal and intersection-speed steps come from the WYDOT "Rules of the Road" Class C driver manual (2021 edition). The stop sign, yield sign, left-turn and same-time rules come from the Wyoming Statutes, title 31: sections 31-5-220, 31-5-221 and 31-5-222. The rule for a rotary traffic island comes from section 31-5-208. This guide is current as of 2026. Confirm the rules with the Wyoming Department of Transportation (dot.state.wy.us) before you drive.

Who has the right of way at a Wyoming four-way stop?

The WYDOT manual calls the first-to-stop order common courtesy. Its drawing of a four-way stop shows drivers A and B yield to driver C because C arrived first. It also shows A yield to B because B is on the right.
Right-of-way laws do not give anyone the right of way. They only say who must yield. Never insist on your turn at the risk of a crash, and always watch for a driver who fails to yield. Test yourself with the free question about who goes first when another driver stops before you.

What to do in each case at a four-way stop

You stopped before the other drivers
You go first. Before you move, check that no vehicle is in the intersection or so close that it is an immediate hazard.
Another vehicle is already in the intersection
Yield to it. A vehicle that has already entered the intersection from a different road goes before you.
You and another driver stopped at about the same time
The driver on the left yields to the driver on the right. Wyoming law gives this rule for two vehicles that enter an intersection from different roads at about the same time.
You are not sure who arrived first
Yield to the driver on your right. Do not insist on your turn.

How to stop correctly at a stop sign

  1. 1
    Make a complete stop

The eight-sided stop sign means that you must come to a complete stop.

  2. 2
    Stop at the marked line

Wyoming law says to stop at a clearly marked stop line. If there is no line, stop before the crosswalk on the near side of the intersection.

  3. 3
    No line and no crosswalk

Stop at the point nearest the cross road where you can see approaching traffic before you enter it.

  4. 4
    Yield after you stop

Give way to any vehicle in the intersection or on the other road so close that it is an immediate hazard. Also give way to pedestrians in an adjacent crosswalk.

Speeding, pedestrians and bicycles at a Wyoming intersection

If you enter an intersection while you break the speed law, you forfeit any right of way you might have had, the WYDOT manual says.
Yield to a pedestrian in a marked crosswalk on your side of the road, with or without traffic signals. Bicyclists count as vehicles. They have the same rights and duties as drivers of motor vehicles.

What about yield signs and intersections with no signs?

At a yield sign, slow down to a speed that is reasonable for the conditions. Stop if you need to for safety. Then give way to vehicles in the intersection or so close that they are an immediate hazard. Wyoming law also says that if you drive past a yield sign without stopping and then hit a pedestrian in the crosswalk or a vehicle in the intersection, the collision is prima facie evidence that you failed to yield.
Where no signs or signals are in place, watch for any driver who comes from your right and yield, no matter who reaches the intersection first.

How to drive a roundabout in Wyoming

  1. 1
    Slow down and yield

Slow down as you approach. Yield to pedestrians and to traffic already in the roundabout.

  2. 2
    Look left and merge

Look to the left, wait for a gap in traffic and merge into the roundabout.

  3. 3
    Keep moving

Once you are in the roundabout, keep moving. Do not stop.

  4. 4
Go to your exit and signal

The manual tells you to use your turn signal to show that you are leaving the roundabout. Yield to pedestrians as you leave.

  5. 5
    Watch the crosswalks

Pedestrians should cross only in crosswalks. Watch each crosswalk at your entry and at your exit.

Which way do you drive around a Wyoming roundabout?

Drive counterclockwise, to the right of the center island, at a slow speed. Wyoming law (31-5-208) says a vehicle that passes around a rotary traffic island must be driven only to the right of the island. Roundabouts keep traffic moving with fewer stops and starts than other intersections, so they reduce crashes, delays and congestion.
The free question about entering a roundabout with a pedestrian and a car on your left tests the yield order at the entry. For the full written test, see the guide to the Wyoming permit test.

Key takeaways

  • At a Wyoming four-way stop, the driver who stops first goes first. This is the WYDOT manual rule of courtesy.
  • If two drivers arrive at about the same time, the driver on the left yields to the driver on the right. If you are in doubt, yield to the driver on your right.
  • Stop at the line or before the crosswalk, then yield to vehicles that are an immediate hazard and to pedestrians. Speeding into an intersection can cost you the right of way.
  • In a roundabout, slow down, yield to traffic already inside, look left for a gap, keep moving and signal when you leave.

Wyoming four-way stop and roundabout questions

Who goes first at a four-way stop if one car turns left and the other goes straight?

If one driver clearly stopped first, that driver goes first. If you both stop at about the same time from opposite sides and you turn left, yield. Wyoming law says a driver who turns left must yield to a vehicle that comes from the opposite direction and is in the intersection or so close that it is an immediate hazard.

Is a flashing red light the same as a four-way stop in Wyoming?

A flashing red traffic light has the same meaning as a stop sign, the WYDOT manual says. Come to a complete stop before you enter the intersection. Then yield as you do at a stop sign: to vehicles in the intersection or so close that they are an immediate hazard, and to pedestrians in an adjacent crosswalk.

How slow should I go at an intersection where I cannot see cross traffic?

No more than 15 mph. Trees, bushes or buildings at an intersection can block your view of vehicles that come from the side. The WYDOT manual calls this a "blind" intersection and says to approach it at no more than 15 mph.

What do I do if an ambulance comes while I am in a roundabout?

Do not stop inside the roundabout. Continue to your exit, leave the roundabout, and then pull over to the right so the emergency vehicle can pass. Try the free question about an ambulance behind you in a roundabout.
