Where the Kentucky new-resident license facts come from

The 30-day rule, the rules for non-citizens and military families, the temporary license, the fees and the address rule come from Kentucky Revised Statutes (KRS) 186.430, 186.435, 186.412, 186.4121, 186.531 and 186.540 on the Kentucky Legislature website. The tests, the documents and the permit transfer rules come from the Kentucky Driver Manual of the Kentucky State Police (updated July 23, 2026), and the test locations from the Kentucky State Police driver testing page. The regional offices come from the Kentucky Transportation Cabinet driver licensing page. This guide is current as of 2026. Confirm the rules with the Kentucky Transportation Cabinet (drive.ky.gov) and the Kentucky State Police before you drive.

How to transfer your license to Kentucky, step by step

  1. 1
Count 30 days from the day you became a resident

The law gives you 30 days from the day you establish residency to apply for a Kentucky operator's license. Our free question on the 30-day limit for a new resident uses this rule.

  2. 2
    Gather your documents

Use the list below. Bring the original out-of-state license, and a driver history record or clearance letter if your situation above needs one.

  3. 3
Book a Kentucky State Police test, if you need one

Kentucky State Police (KSP) driver testing gives the written test and the eye exam by appointment. You can book at any regional testing location, whatever county you live in.

  4. 4
Apply at a Driver Licensing Regional Office

Kentucky licenses are issued at any Kentucky Transportation Cabinet (KYTC) Driver Licensing Regional Office. There you choose a 4-year or an 8-year license, and a standard or a travel ID (REAL ID) license, and you pay the fee from the table below.

  5. 5
Use the temporary license until the card arrives

After any required tests, you get a temporary license that is valid for 30 days. The permanent license comes to you by mail.

What to bring to the regional office

  • Your valid out-of-state license.
  • Proof of Kentucky residency: one proof, or two proofs if you apply for a travel ID (REAL ID). The law lists a deed or property tax bill, a utility agreement or bill, and a rental housing agreement as examples.
  • Proof of legal presence in the United States, such as a birth certificate or a U.S. passport.
  • Your Social Security card. If the Social Security Administration declined to issue you a number, the law accepts its letter that says so.
  • Proof of any name change, gender change or other documents that apply to you.

What changes if you are not a U.S. citizen

A permanent resident follows the same steps as a citizen and can apply for a REAL ID. A non-citizen without permanent resident status must also apply within 30 days, under KRS 186.4121. That applicant pays an extra $30 application fee and gets only a standard license, not a travel ID. A non-citizen who visits for less than 1 year may drive on a valid license from the home country, under KRS 186.430(3). The manual adds that the visitor needs an International Permit, and that the home country must be part of Foreign License Reciprocity. Our guide to foreign driver's licenses in Kentucky has the details.

Moving to Kentucky with an out-of-state permit

You must be at least 15 to transfer a permit or a license to Kentucky. A permit holder transfers the permit and gets a Kentucky permit before applying for a Kentucky license. If the test scores from the other state are not sent, you take the Kentucky road test. A driver under 18 shows a School Compliance Verification Form signed by the out-of-state school; the school district of residence provides the form. A Kentucky instruction permit is valid for 4 years. Our guide to the Kentucky instruction permit has the full rules.

Key takeaways

  • Apply for a Kentucky license within 30 days of the day you become a resident. A permit holder transfers the permit first, from age 15.
  • A valid license, or one that expired less than 1 year ago, needs no test. An older license needs a driver history record, the written test and the eye exam.
  • Bring your out-of-state license, proof of legal presence, your Social Security card and one proof of residency (two for a travel ID).
  • An 8-year license costs $43, or $48 as a travel ID. Under 21, a license of up to 4 years costs $15, or $18 as a travel ID.
  • Next step: if your license expired more than 1 year ago, practice for the written test on the free Kentucky Class D practice test.

Kentucky new-resident license: common questions

I am in the military and stationed in Kentucky. Do I need a Kentucky license?

Not if your home of record for military purposes is outside Kentucky. You may drive on a valid license from your home state or U.S. territory. The same exemption covers your spouse, and your child or stepchild aged 16 or older who is your dependent or under your guardianship. Each driver needs a valid license from the home state or territory.

Do out-of-state college students need a Kentucky license?

Not always. A U.S. citizen who is not a Kentucky resident and who studies full time or part time at a university, college or technical college in Kentucky may drive on a valid license from the home state. Keep your student ID card from the Kentucky school with you each time you drive.

Does Kentucky check if my license is suspended in another state?

Yes. Before it issues a Kentucky license, the Transportation Cabinet checks the National Drivers Register. The check confirms that your license or driving privilege is not suspended or revoked in another state or licensing jurisdiction.

Can I get a travel ID when I transfer my license?

Yes, if you are a U.S. citizen or a permanent resident. A travel ID (REAL ID) needs two proofs of Kentucky residency, not one. The 8-year fee is $48, against $43 for a standard license. A non-citizen without permanent resident status can get only a standard license.

Do I go to the circuit court clerk for my Kentucky license?

No. The Driver Licensing Regional Offices of the Transportation Cabinet now give the licensing services that the circuit court clerk gave in each county before. At a regional office, you choose a 4-year or an 8-year license, and you can apply for a REAL ID.
