Oklahoma Learner Permit Documents: What to Bring and REAL ID

informational·how to guide·

Where the Oklahoma permit document facts come from

The document list, the permit fee and the parent rule come from the Service Oklahoma learner permit page. The accepted papers and the date limits come from the Service Oklahoma Required Documents page. The REAL ID facts come from the Service Oklahoma REAL ID checklist and the Service Oklahoma teen driving page. This guide is current as of 2026. Confirm the rules with Service Oklahoma (oklahoma.gov/service) before you drive.

Which papers count as proof of identity?

Service Oklahoma accepts only the identity papers on its list. A paper that is not on the list cannot be used. Choices include a birth certificate, a valid U.S. passport or passport card, a Permanent Resident Card, a Certificate of Naturalization or Citizenship, a Bureau of Indian Affairs or tribal ID, and a military or Veteran Affairs ID card. An Oklahoma driver license or state ID card that is not expired more than three years also works.
Each paper must be a certified original or a certified copy. Photocopies and notarized papers are not accepted. A birth certificate and a U.S. passport are also on the lawful presence list.

What counts as proof of Oklahoma residency?

Each residency paper must show your name and your residential address. The date limits are:
Within the last 60 days: monthly utility, phone, bank, credit card, and homeowner's or renter's insurance statements, and mail delivered by the U.S. Postal Service, FedEx or UPS. Junk mail and handwritten letters do not count.
Within the last year: last year's federal or Oklahoma tax return, a W-2 or 1099, a property tax bill, a Social Security Administration document, or a federal or Oklahoma agency letter.
Active and valid: a residential lease, a mortgage, a deed, an Oklahoma vehicle title or registration, or an Oklahoma high school, college or technology center transcript.

What does your age change?

You are 15
You must be enrolled in an approved driver education course and pass the written exam. Bring your enrollment contract or your completion certificate from the school.
You are 16 or older
Driver education is optional. Pass the written exam, or bring your driver education completion certificate to waive it. Our guide to the Oklahoma written test explains the exam.
You are under 16 and use parent-taught driver education
To take the written test, bring the Parent-Taught Affidavit approval number and the proof of purchase from the program provider. This course does not waive the written test.
You are under 18
A parent or legal guardian must come with you. If a parent cannot come, bring a notarized Parent Authorization Form.

How to prepare for your Service Oklahoma visit

  1. 1
    Check the list online

Use the online Required Documents Form from Service Oklahoma to see what you need for your visit.

  2. 2
    Collect originals or certified copies

Get your identity and lawful presence papers. Order a certified copy early if you only have a photocopy.

  3. 3
    Pick current residency papers

Choose papers with your name and residential address that meet the 60-day or 1-year limit.

  4. 4
    Learn your Social Security number

Know the number when you arrive. You do not need the card.

  5. 5
Bring your parent or the form

Under 18, your parent or legal guardian comes with you, or you bring the notarized form. Add your driver education paper if you have one.

  6. 6
Pass the tests and get your temporary permit

After you pass the written and vision tests, you get a temporary paper permit. Your Learner Permit then arrives by mail. The fee to print and issue it is $42.50.

Do you need a REAL ID on a learner permit?

No. REAL ID is optional, and you do not need it to drive or vote. A REAL ID has a star in the upper right-hand corner. Since May 7, 2025, you need a REAL ID or another federal ID, such as a passport, to board a domestic flight. An unexpired U.S. passport is still required for international travel. A REAL ID does not prove U.S. citizenship.
A learner permit can carry the REAL ID indicator when it is issued, if you bring the REAL ID documents to your visit.

What REAL ID adds to your permit visit

  • Two proofs of Oklahoma residency, not one.
  • Papers for every name change since birth, such as a marriage certificate, a divorce decree or a court order.
  • Your residential address on the card. A P.O. Box can be the mailing address but not the printed address.
  • Time for the mail. A REAL ID usually arrives within 30 days and cannot be rushed.

What happens after your visit?

The permit lets you drive between 5 a.m. and 10 p.m. with a licensed driver who is at least 21. Try our free question on who may supervise a 16-year-old permit holder. For the full list of permit steps and driving rules, read our guide to the Oklahoma learner permit.

Key takeaways

  • Bring one proof of identity, one proof of lawful presence and one proof of Oklahoma residency, as originals or certified copies. Know your Social Security number; the card is not required.
  • Monthly statements must be dated within the last 60 days. Tax forms and agency letters must be dated within the last year.
  • Under 18, a parent or legal guardian comes with you, or you bring a notarized Parent Authorization Form.
  • REAL ID is optional on a permit. It needs two proofs of residency, and you should apply at least 4 weeks before you fly.

Oklahoma learner permit documents: common questions

Is a hospital birth certificate accepted?

No. The Service Oklahoma REAL ID page lists a hospital birth certificate or record and a footprint keepsake as not acceptable. For a permit, your birth certificate must be a certified original or a certified copy. A photocopy or a notarized copy is not accepted. If you were born in Oklahoma, you can request a new birth certificate through the Oklahoma State Department of Health website before your visit.

What can a 15-year-old use as proof of residency?

Many teens have no bills in their own name. An Oklahoma high school transcript counts while it is active and valid. Mail in your name that the U.S. Postal Service, FedEx or UPS delivered in the last 60 days also counts. For REAL ID only, Service Oklahoma also accepts the Affirmation of Shared Residency.

What if my name is different from the name on my birth certificate?

Bring legal proof of every name change, for example after an adoption, a marriage, a divorce or a court order. You need one document for each change, from the name on your identity paper to your current name. Each document must be an original or a certified copy, not a notarized copy.

If I skip REAL ID now, can I add it later?

Yes. You can add REAL ID later, but the first REAL ID needs an in-person visit. U.S. citizens and permanent residents can use a Licensed Operator or a Service Oklahoma Licensing Office. You must show your identity documents again, even if you showed them for your permit, and bring two proofs of Oklahoma residency.

Can I fly with my temporary paper permit?

No. The TSA does not accept the paper temporary for flying. A REAL ID or another federal ID, such as a U.S. passport, is required to board a domestic flight. Service Oklahoma recommends that you apply for REAL ID at least 4 weeks before you travel, because the card comes later by mail.
