Moving to Oregon: How to Transfer Your Driver License Within 30 Days
How long do I have to get an Oregon license after I move, and do I have to test?
Oregon DMV says a new resident who wants to drive must get an Oregon license within 30 days. The 30 days start when you become a resident under Oregon law. With a license from a U.S. state, D.C., a U.S. territory, Canada, Germany, Japan, South Korea or Taiwan, expired no more than 1 year, you may not need the knowledge or drive test. You still pass a vision test.
Where the Oregon license transfer facts come from
The 30-day rule, the visitor rule and the transfer list come from the Oregon DMV New to Oregon page. The tests, steps, documents and mailing of the card come from the Oregon DMV page to get a driver license at 18 or older. The resident rules, the 30-day driving grant, the teen rule and the offense come from Oregon Revised Statutes chapter 807, and the fine comes from ORS 153.019. Other facts come from the 2026-2027 Oregon Driver Manual, the DMV pages on fees, online testing, identity documents, REAL ID, teen licenses and Class C testing businesses, a DMV news release of September 24, 2025, and DMV rules in effect since August 13, 2026. This guide is current as of 2026. Confirm the rules with Oregon DMV (oregon.gov/odot/dmv) before you drive.
When does the 30-day clock start in Oregon?
Oregon law lets a person who has been a resident for less than 30 days drive on a current out-of-state license, and you must have that license with you. After that, a resident needs an Oregon license or permit to drive. The clock starts when you become a resident, not on the day you arrive. Steps that make you a resident include staying in Oregon six months or more in a row, placing children in a public school without nonresident tuition, and claiming resident rates for tuition or a state license.
Do you need an Oregon license yet?
Which tests does a new Oregon resident take?
| What you hold | Knowledge test | Drive test |
|---|---|---|
| License from a U.S. state, D.C., a U.S. territory, the U.S. Department of State, Canada, Germany, Japan, South Korea or Taiwan, expired no more than 1 year | You may not have to take it | You may not have to take it |
| The same kind of license, expired more than 1 year | Required | Not waived for new residents |
| License from any other country | Required | Not waived for new residents |
| Instruction permit from another state | Required | Not waived for new residents |
Can DMV skip the drive test, and what if you must take it?
State law lets DMV waive the drive test for a Class C applicant with a valid out-of-state license, or one that expired within the last year. The country list comes from DMV and can change, so ask DMV if your license is from outside the United States. If you must test, pass the knowledge test first, then book an appointment with DMV or a Class C testing business. For a DMV test, bring a passenger vehicle with current registration and valid proof of insurance. If you fail, you can test again on the next business day. Our guide to the Oregon drive test explains what to expect.
How to transfer your license to Oregon
- 1Decide on a REAL ID
A REAL ID needs extra documents and costs $30 more. If you must take the knowledge test, study the Oregon Driver Manual.
- 2Gather your documents
Bring proof of your physical address and your identity. An out-of-state license, permit or ID card that expired no more than one year ago counts as proof of identity for a standard card. Bring your Social Security number, or certify that you do not have one. Our guide to Oregon DMV documents and REAL ID lists the accepted papers.
- 3Go to a DMV office
Make an appointment or visit for standby service. Pass the vision test there. If you fail it, DMV gives you a form to take to your eye doctor.
- 4Turn in your old cards
Turn in each driver license, permit or ID card that you hold from Oregon, another state or another country.
- 5Take the tests that apply to you
Use the table above. Take the knowledge test online or at a DMV office. A drive test, if you need one, comes after you pass the knowledge test.
- 6Pay, get your picture taken and wait for the card
You get an interim card that proves your driving privileges. DMV mails the license to the address you give and does not forward it, so give your new Oregon address. Allow about three weeks for a REAL ID card.
What are the Oregon vision and knowledge tests like?
If you wear glasses or contacts for the vision test, you must wear them when you drive. Try our free question on what a passed vision test with glasses means. The knowledge test has 35 multiple-choice questions, and the Oregon Driver Manual says you need 28 correct to pass. You can read and hear it in eight languages, online and in DMV offices. Each try costs $7. You can take it at most twice in 24 hours, online or in an office, and after four online tries you must test at an office. Our practice questions are free and in English only.
What does an Oregon license cost for a new resident?
- Original Class C driver license: $64. Ask DMV for your total when you apply.
- REAL ID: $30 added to the regular fee.
- Knowledge test, if you need it: $7 each time you take it.
- Drive test at DMV, if you need it: $45. A Class C testing business sets its own fees.

Key takeaways
- Oregon DMV says to get an Oregon driver license within 30 days of becoming a resident if you want to drive, and to title and register your vehicle in the same 30 days.
- A job alone does not make you a resident, and a student who pays nonresident tuition is a visitor.
- A license from a U.S. state, D.C., a U.S. territory, Canada, Germany, Japan, South Korea or Taiwan, expired no more than 1 year, may let you skip the knowledge and drive tests. You still pass a vision test.
- Plan for $64 for the Class C license, plus $30 for a REAL ID and $7 for each knowledge test if you need one.
- Next step: if you must take the knowledge test, practice on the free Oregon Class C passenger permit practice test.
Moving to Oregon: common questions
Does my teen need driver's ed after we move to Oregon?
Not if your teen holds a license from another state and turns it in for an Oregon license. Oregon law then waives the 6-month permit, the 50 supervised hours and the driver education course. DMV may not require a drive test if the out-of-state license expired no more than 1 year ago. A license issued before age 18 is a provisional driver license.
I am in the military and stationed in Oregon. Do I need an Oregon license?
Not if you have a valid license. DMV treats a service member stationed in Oregon as a visitor, and a visitor may drive with a valid license from any U.S. state, territory or D.C., or from another country. Oregon law also lets the spouse of an active-duty member who is with the member on assignment in Oregon drive on a current out-of-state license.
Do I have to register my car in Oregon too?
Yes. DMV says a new resident must title and register the vehicle within 30 days, the same deadline as the license. You must title the vehicle in Oregon before you can register it. DMV has a printable checklist for title and registration on its New to Oregon page.
What happens to my Oregon license if I move to another state?
Your Oregon non-commercial license or permit becomes invalid when a driver licensing agency in another state issues you a license, permit or ID card. This DMV rule took effect on August 13, 2026. It applies when the new card is an ID card too, not only a license.
