How Much Does a Nebraska Driver's License Cost? Permit and Fees

informational·how to guide·

Where the Nebraska fee facts come from

The fee tables come from the Nebraska DMV pages for the School Learner's Permit, Learner's Permit, School Permit, Provisional Operator's Permit and the Class O operator's license. The security fee, the free State ID and the 30-day receipt come from Nebraska Revised Statutes 60-4,115 and 60-4,113, and the under-21 course from 60-4,130.03. Where and how to pay comes from the Nebraska Driver's Manual (January 2025) and the DMV news releases on the Grand Island (2025) and Norfolk (2026) service centers. The point, reinstatement and retest rules come from DMV help pages. This guide is current as of 2026. Confirm the rules with the Nebraska DMV (dmv.nebraska.gov) before you drive.

What is the $5 security fee?

Each Nebraska DMV fee table adds a $5 security fee to the base fee. Nebraska law calls it an identity security fee. It pays for the security and technology that protect the identity of license and ID card holders and help stop fraud and fake cards. The DMV sets the amount, and the law caps it at $8. The fee comes on top of the other license and ID card fees, so the totals in the table are what you pay.

Why can a Nebraska Class O license cost less than $29?

A Nebraska license is normally valid for 5 years. If you are under 21 and will turn 21 in less than 5 years, your license is valid for a shorter time, and the fee is lower. The DMV fees are $24 for more than 3 and up to 4 years, $19 for more than 2 and up to 3 years, $15 for more than 1 and up to 2 years, and $10 for 1 year or less.

How to pay after you pass your Nebraska tests

  1. 1
    Pass your tests

If you are 18 or older and never held a POP, your first license needs vision, written and drive tests. A Learner's Permit (LPD) that is valid, or expired for no more than one year, waives the written test.

  2. 2
    Get your Issuance Certificate

After you pass, the examiner gives you an Issuance Certificate. You pay the fees when you present it.

  3. 3
    Pay within 90 days

Present the certificate to any county treasurer within 90 days. In Douglas, Lancaster and Sarpy Counties, go to the state driver licensing office, not the county treasurer.

  4. 4
Bring cash if you are not sure

Some county treasurers and the state offices in Douglas, Lancaster and Sarpy Counties do not accept checks. Have cash with you if you are not sure.

  5. 5
    Keep your receipt

You get a 30-day receipt. The permanent license comes by U.S. Mail in about 20 days, to the address that you gave the DMV.

Where can you pay in one visit?

Nebraska has six DMV service centers: four in the Omaha and Lincoln metro areas, one in Grand Island and one in Norfolk. At a service center, you finish in a single transaction with the DMV examiner. You do not make a separate payment to county treasurer staff. At other driver licensing offices, you take the Issuance Certificate to the county treasurer, as in the steps above.

What does a Nebraska teen pay from permit to license?

On the teen path, a Learner's Permit costs $13 and a POP costs $20. A driver under 18 who has held a POP for at least 12 months, with no three or more points in the last 12 months, can get the Class O license online or at any driver licensing office, with no written or drive test. If that license is valid for more than 3 and up to 4 years, it costs $24. The three documents cost $13 + $20 + $24 = $57. Our Nebraska POP guide has the POP rules. Our free question on a 17-year-old with a 9-month POP checks the 12-month rule.

Nebraska DMV costs after points or failed tests

  • Under 21 with six or more points in 12 months: the DMV orders a driver improvement course of at least four hours, which you must finish within three months of the notice. If you miss that deadline, your license is suspended, and reinstatement costs $50.
  • 12 or more points within any two years can lead to a point revocation. The reinstatement fee is $125.
  • You cannot retake a failed test on the same day.
  • After three failed drive tests in a row, you must finish a DMV-approved driver training course with at least 6 hours of classroom and 6 hours of behind-the-wheel training, or hold an LPD for at least 90 days, before you reapply. Our free question on three failed drive tests checks this rule.

Key takeaways

  • Learner and school permits cost $13, the POP costs $20, and a 5-year Class O license costs $29. Each total includes a $5 security fee.
  • A driver under 21 who turns 21 in less than 5 years gets a shorter license that costs $10 to $24.
  • Present your Issuance Certificate within 90 days to a county treasurer, or to the state office in Douglas, Lancaster or Sarpy County. At a DMV service center, you pay the examiner in the same visit.
  • A replacement license or permit costs $16. A State ID is free for a U.S. citizen who lives in Nebraska and has no valid Nebraska license.

Nebraska license fees: common questions

Can I drive with the 30-day receipt in Nebraska?

Yes. When you get a license, Nebraska law makes the receipt valid for up to 30 days, and it gives you driving privileges for that time. It is not ID for air travel: the Transportation Security Administration does not accept the 30-day receipt to board a plane. Your permanent license comes by U.S. Mail in about 20 days. The Postal Service does not forward it, so give the DMV your current address.

Can I replace my Nebraska driver's license online?

Most customers can order a replacement license online at dmv.nebraska.gov, with no visit to an office. A replacement Class O license costs $16: an $11 fee plus the $5 security fee. A replacement permit (LPE, LPD, SCP or POP) also costs $16. To add, change or remove a class, endorsement or restriction, you pay $10 in total.

What if I wait more than 90 days to pay for my Nebraska license?

After you pass, you can present the Issuance Certificate to the county treasurer for 90 days. After 90 days, you must go back to the driver licensing office. At a DMV service center, such as the centers in the Omaha and Lincoln metro areas, Grand Island and Norfolk, you pay the examiner in the same visit, so there is no separate payment step.

Is a Nebraska State ID free?

Yes, for a U.S. citizen who lives in Nebraska and does not have a valid Nebraska driver's license. Nebraska law charges no fee for an original, renewal or replacement State ID card in that case. See our guide to Nebraska DMV documents and REAL ID for what to bring.
