Driving in North Carolina With a Foreign License: Students and Visitors

informational·how to guide·

Where these rules come from

This guide uses the NCDMV new residents page, the NCDMV pages on new adult drivers, proving identity, proving legal presence, Social Security, REAL ID, interpreter services and driver licenses, the NCDMV driver license tests page, the 2026 North Carolina Driver Handbook and the test rule 19A NCAC 03B .0201 of the North Carolina Administrative Code. The information is as of 2026. Confirm the rules with the North Carolina DMV (ncdot.gov/dmv) before you drive.

Visitor, student or new resident: which rule applies to you?

You visit North Carolina, and your legal residence stays in another country
You are a nonresident: a person whose legal residence is in another state or in a foreign country. The license that counts is your valid license from a government agency of your home country.
You study in North Carolina and plan to return home after your studies
The handbook lists out-of-state college students who plan to return to their home states as nonresidents, and its definition also covers a legal residence in a foreign country. Ask NCDMV how this applies to you before you decide to drive only on your home license.
You move to North Carolina and plan to drive
The 60 days start when you establish a permanent residence. Get the North Carolina license or an ID before you title and register a vehicle here.

Proof of Social Security numberA Social Security card or another document that shows your number. No number? See the FAQ below.
Proof of a North Carolina addressOne document that verifies your physical address in North Carolina (two for a REAL ID).
Proof of liability insurancePrinted proof from a provider licensed in North Carolina, or a digital copy that you securely upload during your visit.

Student documents and the REAL ID

The I-20 and the DS-2019 are accepted proof of legal presence but are not acceptable for a REAL ID. A valid foreign passport with a U.S. visa and an I-94 is acceptable for a REAL ID. A REAL ID is optional, and you do not need one to drive. A REAL ID license has a star in the top right corner. How an adult applies for a first North Carolina license

  1. 1
    Check your age

You must be at least 18 to get a first North Carolina license. Teens 15 to 17 start with a limited learner permit under graduated licensing.

  2. 2
    Gather your documents

Bring the documents in the table above.

  3. 3
Go to a driver license office

Apply in person. An adult 18 or older may apply first for a learner permit, which needs no insurance proof.

  4. 4
    Pass the tests

Take the knowledge, road signs, vision and road tests (see the next table).

  5. 5
    Pay the fee

The amount depends on the license type and endorsements.

  6. 6
    Drive on the temporary certificate

You get a 60-day Temporary Driving Certificate. It is for driving only and is not proof of identity. Your card comes by mail within 20 business days.

Vision test20/40 or better in at least one eye for an unrestricted license.
Road testThe examiner scores your driving in actual traffic, including a quick stop, a turnabout, backing, turns, traffic lights, use of lanes and following another vehicle.
If you failYou can retake the knowledge test or the road test for a regular Class C license in seven calendar days.

Taking the tests if English is not your first language

The written knowledge test is offered in different languages, and an oral test is available on request. If you are not fluent in English, you can request a language interpreter for your NCDMV visit, online or through the NCDMV Call Center at (919) 715-7000, 8 a.m. to 5 p.m. Our free question about the knowledge test and the sign test shows how the two parts work, and the NC permit test guide covers the written test in more detail. Our practice tests and question pages are free and in English only.

Frequently Asked Questions

Can an F-1 or J-1 student get a North Carolina driver license?

You can apply. The I-20 (F-1, F-2, M-1, M-2) and the DS-2019 (J-1, J-2) are accepted proof of legal presence, each with an I-94 form or a passport with an I-94 stamp. You also need proof of identity, Social Security number, a North Carolina address and insurance. You must be 18 or older and pass the knowledge, signs, vision and road tests.

Do I need a Social Security number for a North Carolina license?

If you have a number, bring your Social Security card or another document with the full number, such as a W-2 form from your employer. If you are not eligible for a Social Security number, you must give documents that show your legal presence in the United States, such as an I-20 or a DS-2019 with an I-94.

Do I have to take the road test if I already drive in my home country?

Plan for it. Under 19A NCAC 03B .0201, a person who applies for a North Carolina driver license for the first time completes the full examination: knowledge test, road signs test, vision test and road test. The shorter test rule for new residents is for a license from another U.S. state. Bring a copy of the registration of the car you use for the road test.

Can I fly with a North Carolina license that has no REAL ID star?

Yes, but you need more documents. A license without REAL ID is still a valid North Carolina driver license. Since May 7, 2025, you must show additional documentation with it to fly on a commercial airline or to enter a federal facility, military base or nuclear power plant that requires identification. Ask the airline or the facility which documents it needs.

Key Takeaways

  • North Carolina law enforcement does not recognize international driver licenses. You need a valid license from a government agency of a U.S. state or another country.
  • New residents who plan to drive must get a North Carolina license within 60 days of establishing a permanent residence.
  • Students prove legal presence with an I-20 or a DS-2019 and an I-94. For a REAL ID, a valid foreign passport with a U.S. visa and an I-94 is acceptable.
  • A first North Carolina license needs all four tests: 80 percent on the knowledge test and 9 of 12 on the signs test.
  • Next step: practice on the free North Carolina Class C practice test.
