What to Bring to the NC DMV for a Learner Permit or License

informational·how to guide·

Where these document rules come from

The rules come from the North Carolina Division of Motor Vehicles (NCDMV, part of NCDOT) pages on new drivers and REAL ID, and from the 2026 North Carolina Driver Handbook. The NCDMV pages on the Level 1 permit, proving identity, residency, Social Security number, legal presence and insurance add the details. This guide is current as of 2026. Confirm the rules with the North Carolina DMV (ncdot.gov/dmv) before you drive.

The short list for an adult first-time applicant

Adults 18 and older apply in person. The NCDMV new-driver page lists the same items for a first license and for an adult learner permit: one proof of identity and date of birth, a Social Security card or one other proof of your number, one proof of a North Carolina address, and one proof of legal presence if you were not born in the U.S. The identity and legal presence documents must show your full name. Your name must match on all documents. If it does not, bring proof of the name change, such as a certified marriage license, a divorce decree or a court document.

Which document proves what

Which document proves what
What you must proveDocuments NCDMV accepts, for exampleWatch out for
Identity and date of birthA certified birth certificate from a county Register of Deeds or a state Vital Records Office, a U.S. Consular Report of Birth Abroad, or a valid, unexpired U.S. passportNo photocopies or altered documents. A digital passport is not accepted.
Social Security numberA Social Security card, or one document that proves your number, such as a W-2 form with your name and full numberA photocopy, a laminated card or a metal or plastic replica is not allowed.
North Carolina addressA utility bill or cable bill, among other documents on the NCDMV residency listA residency document does not prove your identity.
Legal presence (if not born in the U.S.)A valid, unexpired Permanent Resident Card (Form I-551), among other documentsThe document must show your full name.

How many proofs of address do you need?

NCDMV asks for one proof of a North Carolina address. If you want a North Carolina REAL ID, you need two. You can bring printed copies or securely upload digital copies during your visit to a driver license office.

Can you show insurance on your phone?

You apply for a learner permit
You do not need proof of liability insurance. NCDMV states that it is not required for a learner permit.
You apply for a driver license
Bring printed proof. It must come from a provider licensed to do business in North Carolina, and an insurance card must show your name, the policy number and the effective and expiration dates. NCDMV pages also say you can securely upload a digital copy during your visit.
You take the road test for a Level 2 license
Do not rely on your phone. The NCDMV Level 2 page and the handbook say images on a mobile device will not be accepted as proof of insurance. A teen may be listed on the owner's policy.

Do you need a REAL ID?

No. A North Carolina REAL ID is completely optional, and you do not need one to drive. Since May 7, 2025, you need a REAL ID, a U.S. passport or another federally approved ID to board commercial flights and enter secure federal buildings. Your first REAL ID can only be issued in person at a driver license office, where NCDMV scans and stores your documents. There is no extra fee for it. Some identity documents, such as a school transcript or a U.S. military ID, prove your age and identity but cannot be used for a REAL ID. If you choose a REAL ID, remember the second proof of address.

What a teen aged 15 to 17 brings for a Level 1 permit

  • One document that verifies identity and date of birth.
  • A Social Security card or one document that proves your Social Security number.
  • One document that proves North Carolina residency. Applicants under 18 have their own list. It includes a lease or housing contract that lists you as an occupant, and mailed correspondence from groups such as scout groups or recreational teams.
  • The Driver's Education Certificate, which your driver education school issues. A driver education certificate cannot serve as proof of age and identity.
  • A parent or guardian at the written, sign and vision tests. Anyone else who comes with you needs written consent from a parent or guardian.

Do not mix up the two certificates

Since October 1, 2026, NCDMV says students no longer need a Driving Eligibility Certificate to get a limited learner permit. The Driver's Education Certificate is a different paper, and a teen still needs it. You also need a birth certificate or passport to enroll in the driver education course, so find that paper early. The North Carolina driver education requirements explain the course. For the fee, read the North Carolina learner permit cost guide.

Pack your folder in five steps

  1. 1
    Pick your identity document

A certified birth certificate or a valid, unexpired U.S. passport works for most people. Do not bring a photocopy or a digital passport.

  2. 2
    Find your Social Security proof

Bring the card itself, or a W-2 form with your name and full number. A laminated card or a photocopy is not allowed.

  3. 3
    Choose your proof of address

Bring one document, or two if you want a REAL ID. A utility bill works, but it does not prove your identity.

  4. 4
Add the extras that apply to you

Add proof of legal presence if you were not born in the U.S., proof of a name change if your names differ, and the Driver's Education Certificate if you are a teen.

  5. 5
Print your insurance proof for a license

Skip this for a learner permit. For a license, a printed copy is the safe choice.

Study while you gather the papers

At the office you take knowledge, signs and vision tests. A teen can check the Level 1 rules with our question on who meets the age and driver education rules. An adult can try the question on passing the knowledge test but not the sign test, because the two tests are separate. Our practice questions are free and in English only.

Key takeaways

  • Bring proof of identity and date of birth, a Social Security card or other proof of your number, and proof of a North Carolina address.
  • NCDMV asks for one proof of address, and two if you want a REAL ID. A REAL ID is optional.
  • A learner permit needs no insurance proof. For a license, bring printed proof.
  • A teen also brings the Driver's Education Certificate and has a parent or guardian at the tests.

NC DMV documents: common questions

Can I use a photocopy of my birth certificate at the NC DMV?

No. NCDMV accepts original or certified copies, and it does not accept photocopies or altered documents. A certified copy comes from a county Register of Deeds or a state Vital Records Office.

Can a utility bill prove who I am?

No. A utility bill or cable bill can prove where you live, but NCDMV says residency documents cannot be used as proof of identity. Bring a separate identity document, such as a certified birth certificate or a U.S. passport.

Can I bring a laminated Social Security card?

No. NCDMV does not allow photocopies, laminated cards or metal or plastic replicas of the Social Security card. If your card is laminated, bring another accepted proof, such as a W-2 form with your name and full Social Security number.

Do I need to bring my vehicle registration to the NC DMV?

Only if you take a road test. For a road test, NCDMV asks for a copy of your vehicle registration. Print it or download it to your device before your visit. The learner permit tests are knowledge, signs and vision tests, so a permit visit needs no registration.

Can a relative who is not my parent take me to the DMV for a Level 1 permit?

Yes, with written consent. NCDMV says that anyone other than the parent or guardian must give written documentation from a parent or guardian that gives consent. Bring that note to the driver license office with your other documents.
