Utah Permit Test Cost, Retakes and Driver License Fees

informational·how to guide·

Where the Utah fee and retake rules come from

Utah sets the fees in Utah Code 53-3-105. The Driver License Division (DLD) lists them on its fees page and explains written test retakes on its written knowledge test page. The retake and age rules also come from Utah Code 53-3-205 and 53-3-210.5, the DLD license, driving test and Driving Privilege Card pages, and the Utah Driver Handbook 2026. This guide is current as of 2026. Confirm the rules with the Utah Driver License Division (dld.utah.gov) before you drive.

What the $19 Utah learner permit fee gives you

You must be at least 15 to get a Utah learner permit. The $19 fee pays for the application and up to three written test tries, and you get the permit when you pass. A first permit is valid for 18 months, and your test score is valid for the same time. The practice question on how long a Utah learner permit stays valid uses this rule.

If you fail the Utah written knowledge test

You fail the first or second time
Schedule a retake appointment. Your first fee covers the retake. You can take two written tests in one day when the DLD can fit them in.
You fail three times
You pay a second fee before you test again. The handbook says this fee gives you three more attempts.
Your learner permit expires before you get your license
You may have to take the written test again, and a renewed permit costs $19.

What score you need so you do not pay again

The handbook sets the pass mark at 80% or better. A first-time applicant takes a closed-book test of 50 questions, so 40 correct answers pass and 39 fail, as the question on the first-time written test target shows. A previously licensed applicant takes an open-book test of 25 questions. The guide to the Utah written knowledge test covers what the test asks.

What a failed driving skills test costs in Utah

The license fee ($52 or $39) gives you up to three attempts at the knowledge and skills tests within six months of your application. At the DLD you can take only one skills test per day, and you may have to wait several days or weeks for the next try. If you fail the skills test three times, you pay another fee. You must finish all tests within six months of the day you pay. The guide to the Utah driving skills test explains the test itself.

Other Utah license costs to plan for

  • A Third-Party Tester (a certified driving school instructor) charges its own fee for the skills test. This fee is not part of the DLD licensing fees.
  • No fee is charged for a learner permit or a first Class D license if you are under 26 and give written proof that you are, or were until you aged out, in the custody of the Division of Child and Family Services.
  • If you finish the application more than six months after you apply, you may have to take the written or skills test again.

Key takeaways

  • The Utah learner permit costs $19 and is nonrefundable. One fee gives you up to three written test tries within one year.
  • After three failed written test tries, you pay a second fee. To pass, you need 80%: 40 correct answers out of 50.
  • A Class D license costs $52 at age 21 and over and $39 under 21. It gives three tries at both tests within six months.
  • A missed test appointment, or one canceled less than 48 hours before, costs $25.

Utah permit test fees and retakes: common questions

How many times can you fail the Utah permit test?

One learner permit fee gives you up to three tries within one year, so you can fail two times and still pass on the third try. After a third failure, you pay a second fee before you test again. Book a retake appointment each time.

Do you get your money back if you fail the Utah permit test?

No. The $19 learner permit fee is nonrefundable, and the DLD says all of its fees are nonrefundable. The fee already covers up to three tries, so you pay again only after three failed attempts.

Can you take the Utah permit test twice in one day?

Yes. The DLD says you can take the written test twice in one day, and the handbook adds that the division must be able to fit both tests in. For the driving skills test, the limit at the DLD is one test per day.

How much is a Utah driver license at 16 or 17?

An original provisional Class D license costs $39 for a driver under 21. You must be at least 16, and if you are 17 or younger, you must hold your learner permit for six months first. The fee gives three tries at the knowledge and skills tests within six months.

How much does the Utah driving test cost if I fail it?

Your license fee covers up to three tries at the skills test within six months. After three failures, you pay another fee. If you miss a test appointment or cancel less than 48 hours before it, the rescheduling fee is $25. A Third-Party Tester charges its own fee.

Can I pay the Utah DLD fees with a credit card?

Yes. The Driver License Division accepts cash, checks, money orders and credit cards. Its fees are nonrefundable, and they can change, so check the DLD fees page before your appointment.
