Wisconsin Online Permit Test at Home: Rules for Ages 15 to 17

informational·how to guide·

Where these rules come from

The Wisconsin DMV (part of the Wisconsin Department of Transportation) sets these rules. This guide uses the DMV knowledge test page, the DMV questions and answers on online knowledge tests and the DMV news release of March 20, 2025. The DMV one-page flyer on common ways to fail, the DMV instruction permit and fee pages, and the 2026 Wisconsin Motorists' Handbook also supply details. This guide is current as of 2026. Confirm the rules with the Wisconsin DMV (wisconsindot.gov) before you drive.

Who can take the Wisconsin permit test online

The online option started in mid-March 2025. It is for students ages 15 to 17 who are enrolled in a behind-the-wheel driver education course. The student must also finish the classroom part of the course, and the driver training school must tell the DMV. Ask your driver training school about this option before you pay for a test.
The online test is the same test that DMV service centers give. It has two parts: rules of the road and road signs. New drivers need it before they get their first instruction permit (often called "temps").

What you need before you start

  • A laptop or desktop computer with internet, a working webcam, a keyboard and a mouse. You cannot use a tablet or a smartphone.
  • A parent or guardian to monitor the whole test. A parent or guardian over 21 must help with registration and payment. The adult may not interfere with the test, and no other person may help you.
  • A credit card or a debit card that works without a PIN. KnowTo Drive takes American Express, Mastercard, VISA and Discover.
  • A clean, undamaged webcam and a spot with good, even lighting. The webcam takes photos at random to confirm your identity.
  • Your choice of language: the online test is in English and Spanish.

How the online test works

  1. 1
    Finish the classroom part

Your driver training school tells the DMV that you finished it.

  2. 2
    Go to KnowTo Drive

Start from the DMV knowledge test page, or go to knowtodrive.com/wisconsin. KnowTo Drive is the DMV's online test vendor.

  3. 3
    Register and pay

With your parent or guardian, agree to the rules, check your computer, register, answer the identity questions and pay the $10 fee. Then the webcam takes a control photo of you.

  4. 4
    Take the tests

Your parent or guardian stays with you for the whole process. The signs test has a 30-minute limit. The knowledge test has a 90-minute limit.

  5. 5
    Get your certificate

If you pass, KnowTo Drive emails you a certificate of completion.

What the Wisconsin online test costs

The fee is $10 per test, whether you pass or fail. You pay $10 again for each new online try. If you break a test rule, you fail the test and get no refund. The same knowledge test at a DMV service center is free. The Class D instruction permit itself costs $35 and is valid for 18 months.
To pass, you need a final score of 80% or better. Our practice questions on the Highway Signs Test pass score and the Class D knowledge test pass score show how that score works. Our practice tests and question pages are free and in English only.

Common ways to fail the online test

  • Photo problems. Use a neutral face. Avoid a busy background, do not cover your face, do not change your appearance and do not switch seats.
  • Going over the time limit: 30 minutes for the signs test and 90 minutes for the knowledge test.
  • Leaving the test area. Maximize the browser and do not resize it. Do not open other programs or tabs, and do not let your cursor leave the test area.
  • A phone near you. Put all phones and other communication devices away from the test area before you start. A phone during the test can cause an automatic failure.
  • Computer inactivity. It can cause an automatic failure, and an automatic failure counts as one of your tries.
  • Not being prepared. Study the Wisconsin Motorists' Handbook and take a free practice test first.

What happens next

You pass online
You get a certificate by email. Print it or keep the email on your phone, and take it to a DMV service center to buy your instruction permit. You still cannot drive until you have the permit. The DMV recommends a service appointment for faster service.
You fail the first online try
You get no certificate. You can try online one more time, only once in a 24-hour period, and you pay $10 again.
You fail both online tries
KnowTo Drive tells you to go to a DMV service center for the third try. That test is free and walk-in only. All centers give it, except the Milwaukee Downtown and Sauk City centers.
The DMV asks for a retest
The DMV may ask you to retake the test in a DMV office for quality control. Follow its request.

Before you go to the DMV for the permit

A passed online test is only the knowledge step. Take the certificate, your other required documents and the permit fee to a DMV service center. Express offices do not issue permits. Our guide to Wisconsin DMV documents for the instruction permit lists what to bring. Under 18, you must be at least 15 and enrolled in a certified driver education program to get the permit. Our practice question on the minimum instruction permit age tests this rule.

Wisconsin online permit test: common questions

Is the Wisconsin online permit test free?

No. The online test costs $10 per test, whether you pass or fail, and you pay again for each online try. The same knowledge test at a Wisconsin DMV service center is free. KnowTo Drive takes credit cards and debit cards that work without a PIN.

Can I take the Wisconsin permit test on my phone?

No. You must use a laptop or desktop with internet, a webcam, a keyboard and a mouse. A tablet or smartphone does not work. Also keep your phone away from the test area, because a phone during the test can cause an automatic failure.

Can my parent help me answer the questions?

No. A parent or guardian must monitor the whole process, and a parent or guardian over 21 must help with registration and payment. The adult may not interfere with the test, and no other person may help you. You also cannot use notes, the handbook or other resources during the tests.

What if I fail the Wisconsin online permit test twice?

After two failed online tries, you must go to a DMV service center to take the test a third time. Each knowledge test has a limit of five tries in 12 months, and only two of those can be online. An automatic failure counts as a try.

Can I drive after I pass the permit test online?

No. You must first take your emailed certificate to a DMV service center and get your instruction permit. Only then can you practice driving. The DMV Administrator says students who pass can be in and out in 15 minutes, and the DMV recommends an appointment for faster service.

Can I take the online test in Spanish?

Yes. The online test is in English and Spanish. For another language, test at a DMV service center: the Class D knowledge and signs tests there come in English and 10 other options, including American Sign Language. Our own practice tests and question pages are free, but they are in English only.
