Can You Drive in Wyoming With a Foreign License? Visitors and Students
Can you drive in Wyoming with a foreign driver's license?
Yes, if the license from your country is valid. An International Driving Permit is recommended, not required. Since July 1, 2025, Wyoming law treats a license that another jurisdiction issued to an unauthorized alien as invalid. Your license must not be invalid under W.S. 31-7-143, or you must be able to show lawful presence in the U.S. Nonresident full-time students at covered Wyoming schools are also exempt.
Where the Wyoming foreign license facts come from
The visitor and IDP rules come from the Wyoming Department of Transportation (WYDOT) Driver Services page. The exemptions, the invalid-license rule and the penalty come from the Wyoming Statutes, title 31 (W.S. 31-7-107, 31-7-134 and 31-7-143). The document list comes from the WYDOT non-U.S. citizen document list. The 2025 acts HB0116 and SF0033 and the WYDOT license, renewal, testing and fee pages back the rest. This guide is current as of 2026 and is not legal or immigration advice. Confirm the rules with the Wyoming Department of Transportation (dot.state.wy.us) before you drive.
Can a visitor drive in Wyoming on a license from another country?
Yes. A driver with a license from another country may drive in Wyoming as long as the license is valid. State law also exempts a nonresident from the Wyoming license requirement when the person has the valid license from the place of residence in immediate possession. So carry your home-country license every time you drive.
Do you need an International Driving Permit in Wyoming?
What does the 2025 invalid-license law mean for foreign drivers?
Since July 1, 2025, a driver's license that a jurisdiction outside Wyoming issued to an "unauthorized alien" is invalid in Wyoming. The law defines this term as a person who is not a U.S. citizen and is not lawfully admitted in the United States. The nonresident exemption holds if your license is not invalid under W.S. 31-7-143(a), or if you can show lawful presence in the United States. Driving while a license is deemed invalid is a misdemeanor under W.S. 31-7-134(a). The penalty is a fine of up to $750, up to six months in jail, or both.
Do international students need a Wyoming driver's license?
Not always. State law exempts a nonresident full-time student at the University of Wyoming, a Wyoming community college, or a school licensed in Wyoming that offers post-secondary education. It also covers a parochial, church or religious school that offers post-secondary education. The student must carry a valid license from the home place of residence, and that license must not be invalid under W.S. 31-7-143(a).

How to get a Wyoming driver's license if you are not a U.S. citizen
- 1Plan the visit in person
A first-time applicant must appear in person at a local driver exam station. Someone who recently moved to Wyoming also applies in person. At the station, you are photographed and you must complete a vision screening.
- 2Bring certified documents
Present the documents that each step of the WYDOT list asks for. Immigration documents must be presented for every service. Photocopies, notarized documents and online printouts are not accepted.
- 3Prove your identity
Present at least one of these: an unexpired Permanent Resident Card, an unexpired Employment Authorization Card or an unexpired foreign passport.
- 4Prove legal presence
Present all the documents that show legal presence in the U.S. The list includes a valid U.S. visa, a valid I-94, form DS-2019 and form I-20.
- 5Prove where you live
Present two residence documents. Each one must be no more than 45 days old, and they must not come from the same entity.
- 6Give your Social Security Number
Proof of the number is recommended, not required. The number itself is required for the application. See our guide to Wyoming driver's license documents.
What will a Wyoming license for a non-citizen show?
From January 1, 2026, a Wyoming license for a person who is not a U.S. citizen but has lawful status states "Not U.S. citizen" (SF0033). If you were not born in the U.S., you must present your immigration documents every time you renew in person or have any service. Driver Services verifies your lawful status with USCIS.

Foreign license in Wyoming: common questions
Does an International Driving Permit replace my home-country license?
No. An International Driving Permit only translates your driver license, so the proper authorities can read the information on it. In Wyoming, you drive on the valid license from your country, and the permit is recommended, but not mandatory. Carry both documents together when you drive.
Can an international student with an I-20 get a Wyoming driver's license?
Form I-20 and form DS-2019 are on the WYDOT list of documents that show legal presence. Bring all of your legal presence documents, such as a valid U.S. visa and I-94, one identity document, such as an unexpired foreign passport, and two proofs of Wyoming residence. The application also needs your Social Security Number.
Can I renew my Wyoming license online if I am not a citizen?
Only if you are classified as a Permanent Resident and you are currently licensed in Wyoming with that classification. Other non-citizens cannot renew by mail or online, so they renew in person at a driver exam office. Bring your immigration documents to each visit.
Can I bring an interpreter to my Wyoming driving test?
Yes, for a Class C skills test. WYDOT allows an interpreter on a skills test, except for a CDL skills test. The skills test itself is given in English, and you must furnish your own vehicle. You can schedule the test on oneWYO or by a call to your local office.
