Wyoming Full Driver's License: At 16 and a Half With Driver's Ed or at 17
When can a teen get a full Wyoming driver's license, and is driver's ed required?
A teen can get a full Wyoming license at 17 with no driver's ed. Under 17, the teen must be at least 16, have held an intermediate permit for six months and have finished an approved driver education course. With the six-month hold, that means 16 and a half at the earliest. A parent or guardian signs for a minor.
Where the Wyoming full license facts come from
The age and course rules come from Wyoming Statutes 31-7-108 and other sections of title 31. The under-17 rule, the six-month hold and the permit steps come from the Wyoming Department of Transportation (WYDOT) page on learner permits. The course approval and the skills test waiver come from the WYDOT page on driver education. Other sources: the WYDOT testing, driver license and FAQ pages, the HB0030 summary, and the WYDOT Rules of the Road Class C manual (2021 edition) for the office steps and the course card. This guide is current as of 2026. Confirm the rules with the Wyoming Department of Transportation (dot.state.wy.us) before you drive.

Is driver's ed required for a full Wyoming license?
Under 17, yes. Wyoming law bars a license under age 17 unless the person is at least 16, has held an intermediate permit for six months and has finished an approved driver education course, shown by a passing grade or certificate. WYDOT says the same: under 17 without a course, you are not eligible for full driving privileges. At 17 or older, the course is not required.
How to get a full Wyoming license at 16 and a half
- 1Get a learner's permit at 15
The instruction (learner's) permit is valid for one year. A person 18 or older with a valid license for the vehicle must sit in the seat beside you.
- 2Get an intermediate permit at 16
Hold the learner's permit for at least 10 days first. A parent or guardian certifies 50 hours of practice driving, with at least 10 hours at night. You pass a driving skills test with Driver Services, or through an approved driver education program. Our free question on the practice hours for an intermediate license shows the rule.
- 3Finish an approved driver education course
Choose a program from the Wyoming Department of Education list. Only a certificate from a provider on the approved list counts.
- 4Hold the intermediate permit for six months
Follow the permit limits for the whole time. A violation of the limits brings a 30-day suspension of the permit.
- 5Apply for full driving privileges
The manual lists the steps: present the signed certificate from the approved course, which must include behind-the-wheel driving, and proof of identity. Pass a vision screening. A parent or legal guardian signs the Minor's Release Form, and you pay the fee.
Can driver's ed waive the Wyoming skills test?
Sometimes. When you present a certificate from an approved program, the examiner may waive the driving skills test. The examiner can also choose not to, so be ready to take it. If you already failed a driving test with a state examiner, you must retest with a state examiner, even after driver's ed.
If you take the test with Driver Services, bring your own licensed, registered and insured vehicle. Many exam stations ask you to schedule the test in advance, on oneWYO or by phone.
What do you need to get a full Wyoming license at 17?
At 17, you do not need a permit history or a course. The manual says you present proof of identity, pass a vision screening, a written test and a driving skills test, and have a parent or legal guardian sign the Minor's Release Form and pay the fee. You cannot get the license while restricted driving privileges are suspended.

Wyoming full license: common questions
Can time on an out-of-state permit count toward the six months?
Yes. Wyoming law counts an intermediate permit or a similar permit from another jurisdiction for the six months. If you are under 17, you still need an approved driver education course, and a parent or guardian signs your application.
Who approves driver's ed courses in Wyoming?
Wyoming law says the course is approved by the appropriate school district, or taught by a person qualified as a driving instructor. WYDOT says the course must be approved through the Wyoming Department of Education. Minors apply to an authorized program from the list on the Department of Education website.
Do I need a learner's permit before I start driver's ed in Wyoming?
You may. WYDOT says a minor may need the learner's permit to apply for a driver education course. You can apply for the learner's permit at 15. Before you enroll, ask the program on the Department of Education list what it needs from you.
How long is a Wyoming driver's ed certificate good for?
The 2021 manual says the certification card is honored for no longer than two years. It also says the card states that the student completed 30 hours of classroom instruction and six hours of behind-the-wheel driving. If your card is older, ask the driver exam office before your visit.
Who signs the license application if my teen has no parent or guardian?
Wyoming law says a parent or guardian with custody signs the application of anyone under 18. If there is no parent or guardian, the circuit court judge of the teen's home county may sign. This needs a petition to the court and a finding that the teen is mature enough to drive.
